MINUTES OF MEETING
MARCH 11, 1982
1. CALL TO ORDER - By Chairman!Fehlhaber - 8:00 p. m.
2. ROLL CALL - Present: Commissioners Fehlhaber, Ellis, Foley, Johnson,
Kreling, Lehrfeld, Cappa
Absent: None
Staff: Traffic Engr. Moore, Sec. Gilbreath, Sgt. Friedberg
3. PLEDGE OF ALLEGIANCE - Led by Comm. Ellis
4. CURRENT BUSINESS.
4.1 Action Items.
4.1.1 Minutes of February 11, 1982 approved as corrected.
4.1.2 Review of Minutes of City Council and other Commissions. Re-
quest made to City Clerk's office to add Chairman Fehlhaber's
name to distribution list.
4.1.3 Parking in front of Lela Levias' residence at 1025 Toyon.
No action to be taken.
4.1.4 Request for handicap parking spaces in front of 1811 Trousdale Drive.
Was postponed until next month when it will be put on Action Items.
4.1.5 Burlingame Avenue Parking. Comm. Lehrfeld has received complaints
from merchants on the Avenue regarding Pacific Telephone Company's
trucks taking metered parking spaces for free. Apparently the
Police Department has granted permission. Sgt. Friedberg stated
that the telephone trucks are on emergency service calls while
being parked in metered spaces and most times only two trucks
are using these spaces for a very short time only.
4.2 Discussion.
4.2.1 Red zone south side of Willow at E1 Camino Real. Comm. Foley
recommended that red zone be put on south side of Willow. Com-
mission moved to recommend.
4.2.2 Stop Sign at Devereux and Bernal. No motion was made to reconsider
the previous recommendation to install two Stop Signs on Devereux
at Bernal. Therefore, this recommendation is returned to the City
Manager.
4.2.3 Chairman Fehlhaber reported on discussions with Mr. Ralph E. Kirkup
regarding past TSP Commission recommendations; Mr. Coleman regarding
liability and Chief Palmer regarding traffic enforcement in re-
sidential areas. The Commission acted to request an opinion from
Mr. Coleman on liability of staff and Commissioners for accidents

4.2.3 attributed to traffic control devices.
4.2.4 Comm. Kreling will have a report at next month's meeting
regarding J. D. Drachman Associates' Report on Bayfront
Traffic.
4.2.5 Comm. Lehrfeld discussed with Chamber of Commerce parking
problems. The Chamber will relay any information to him so
that he may present to the Commission.
4.2.6 Comm. Ellis will gather information regarding traffic control
and review policy. Will have further discussion for April
Commission meeting.
5. INACTIVE ITEMS.
5.1 Inactive Items.
5.1.1 SPRR Consolidation. No discussion.
5.1.2 Red Curbs on Rollins Road North of Toyon. This was dropped.
5.1.3 Parking Study. Parking in Post Office area discussed. It
was suggested by Engineer Moore, to add more short term parking
meters in front of the Post Office. Motion was made by Comm.
Kreling to convert four one-hour parking meters to short term
parking of twenty-four minutes on Park Road. Motion was carried.
5.1.4 Airport/Bayshore. Staff reported current status regarding signal
projects.
5.1.5 Speed Limit for Hillside Drive; Stop Sign requests for Benito,
Castillo and Columbus Avenues.
5.1.6 Broadway Pedestrian Overpass
of cost.
5.2 Discussion.
Staff to obtain current estimate
5.2.1 Comm. Ellis opened discussion regarding letter dated February
19, 1982 from Rabbi Irvin D. Ungar. Commission moved to have
staff write Rabbi Ungar and inform him that intermittent speeders
cannot be controlled with approved traffic control devices and
they request increased Police enforcement.
6. NEW BUSINESS.
6.1.1 Vehicle Vision Obstruction. Engineer Moore would like to see
something put into the City Ordinance on this
6.1.2 Mills Estate Office Building Handicap Parking. Engineer Moore sent
letter dated March 15, 1982 to Irwin M. Randolph of Mills Estate
Office Building. This letter was in reply to Randolph's letter of
December 17, 1982 (see copy att.).

6. NEW BUSINESS - Cont'd.
6.1.3 Bellevue Avenue - 10 -Hour Parking. Motion was made to delay
this until more information can be obtained.
