Approved as issued. 4.2 Discussion. 4.2.t 4.2.2 Crosswalk Protection - Cal ifornia Drive at Carmelita (Kerwin Galleries). Traffic Engineer Tom Moore did research dating back to January 1971, regarding the number of accidents for this area. Accidents at this location have been no higher than average. Warrants for Stop signs or signals have not been met. Commission di gcussion. Crosswalk and "Ped x ing" markings have re- cently been repainted making i t easier to see; repaving and land- scaping of CalTrain parking lot may increase cars parked in 1ot using entrance at Carmelita; Encore parking (if approved) may also increase use in future; not warranted now but should monitor for future need. Motion was made and seconded (Johnson/Sulger) to deny instalIation of traffic controls at this iocation. Motion was approved unanimously. Tom Moore will send a letter to Kerwin Galleries informing of Com- mission's decision, also of the newly painted crosswalks. Encore Theatre Review - Traffic Study. Present for this discussion were Anthony J. Gschwend, Consultant, and Kenn Weeks, Developer. Consultant made a brief presentation on traffic report. Staff pre- sented report with comments on proposed development. Commission discussion. Unusual for this Commission to review pro- as this; review should be confined to traffic ot "desirabi lity" of project; discussion that S. P. lot parking charges wiil "probably" increase when CalTrans buys station, This may dissuade theatre patrons from using lot; should not consider Stanaway lot as this 'is a private lot; additional development on Broadway underway 2 4,2.2 Cont'd, will worsen parking situation; Commissioners commended the Con-sultant on the Traffic Report; it was thorough and well prepared. Council approved and the pro- hibiting parking on Victoria Station Pl . and Anza BIvd. Signs areup. Council will hold a public hearing on limiting access from EI Camino onto Fairfield.
