4-2 1 0ne-Hour Parking Abuse on Chapin Avenue. (llalter Kentzler 1tr. 12/L9/3).
Mr. Kentzler discussed his concern regarding the one-hour, free parking
on Chapin Avenue. Sgt. Parkin reported on enforcement in this area.
The Commission noted that it had anticipated this type of parking above
when it recommended against the free one-hour parking on-street.
Commission discussion: One alternative might be to enforce meters inthis block only. This might only shift problem to another area. With
meter naid's other work, it is difficult to mark tires more than two
to three times per day. Should consider Chief Palmer's suggestionto increase fines for subsequent tickets.
The Conrnission decided to seek the City Attorney's recommendation
regarding legal ity and enforcement of Chief Palmer,s suggestion.
