FLAG. - Conference Room A introduced and welcomed to the Items. Minutes for Decembermitted.8, 1988. Approved as sub- 4.7 2 Request for Stop Sl.gns Avenue. Westmoor Road/Rosedale Residents attending meetlng expressed their con-cerns regarding the danger whlch involves speedingvehicles, heawy traffic and accidents. The ac-cident that happened in this area tast October,injuring a young man seriousty is sti11 very mucha reminder of the potential danger here. Traffic Engineer DeLlaway gave a report on thetraffic volume, number of accj"dents over past fiveyears. He gave a detailed report on the Octoberaccident involving a serious injury and whatcaused this accident. He reported there are ap-proximately 2500 cars traveling on Rosedale Avenueeach day. He gave copies of his report to con-cerned residents of this area. After some discussion, Traffic Engineer Dellawaysaid it was staff's recommendation that the twoexisting Yield signs be replaced by Stop signs and road markings. Commission moved and seconded (Comm. Evans/O'DonnelI) to accept staff's recommendatj-on and to also make this an Action Item for thismeeting. Unanimously approved by the Commisslon. This item was a Discussion Item untilafter some discussion, Commission approved unanimously to make this an Action Item at thismeeting. 2 4.2.2 Request for Camino Real Speeds . Stop Signs - Broadway West of E1 and Monitoring of Broadway Traffic Commissioner Evans was to look at this area and bring back information for this meeting.After his observation of this area, he notedthe high speeds of motorists and suggestedinstalling 25 mph traffic warning signs. There were many visitors attending themeeting for thj.s item. They protested stronglyagainst this type of signing slnce it would be aneye sore to their neighborhood. Chaj.rman Koenigs asked Traffic Engineer De].lawayto give a traffic report on this area. He re-ported on the traffic volumes, speed studiesand accident reports. He gave traffic counts onseveral streets intersecting Broadway and howthese side streets do not meet the Cityrscriteria to warrant four-way Stop signs. Hereconmended against the installation of four-way Stop signs along Broadway. Visitors of this area spoke out on ho$, thisrecommendation could be made based on thestatistical information when there r"ras a po-tential for accidents at the intersections. Commissioner McDonneII pointed out to the re-sidents that if the City continued to installfour-way Stop signs at intersections along thecollector streets and major arterials, this wouldhave the affect of comprising the integrity of thestreet system. AIso, motorists would run throughStop signs where they erere not warranted and thiscould have serious consequences with respect tosafety. Chairman Koenigs stressed that the Commissionwould do further research and study of this areaand brLng back data for the January meeting for anAction ltem. He invited the residents to attendthis meeting. They will be maLled a copy of theJanuary Agenda. 4.2.3 Request for Stop Sign - (Cities of Bur].ingameand San Mateo) - Intersection of tlo$rard Avenueand Humboldt Street ) . Commissioner OrDonne1l brought information tomeeting on this area. He gave an illustrated re-port on il1egal parking rdith large trucks double 4.2.4 4.2.4 3 parking and vehicles parking in red zones. Aftersome discussion, it was moved and seconded (cornm.Evans/OrDonnell) to make this an Action Item forthis-meeting and to deny the requested Stop sign.Commission unanimously approved. Request for HandLcap parking - 947 RoIIinsRoad. ! --j i --i commissioner Herord brought i-nformation to themeeting on this item. The resident is handicappedwith a very stiff neck and it is most difficurtfor her to back down the driveway. It was mo_tioned and seconded (comm. Herord/Evans) to makethis i-tem an Action rtem for this meeting; arso togrant the handicap parking for one year ind thatit be reevaluated at the end of the year to de-termine if it would be necessary to Eontinue withthis request.
