4.1.2 Traffic Concerns - McKinley School.
One resident attended the meeting, speaking tothe Commission on behalf of McKinley School ,s
traffic plan for block surrounding the school .
The following proposals for McKinLeytraffic plan were reviewed and voted
Commission.

No. 01: Convert Paloma from Two-Way to One-Wav Palmto Oak Grove Avenue.
No. 02: Paint Paloma curb from north pla qround
drivewa to south pla round drivewav white.Paint a handj.capped zone, then yellow curb tored zone within 20 feet of crosswalks.
Motion was made and seconded (Comm. Amorosa/Ev-ans) to appove the white zone for 10 - 12 cars,contingent on McKinley School making provisionfor on-site parking for teachers and em-ployees. AIso to paint handicap zone 18 feetimmediately south of driveway; and ye11ow zonefor buses to park, leaving existing red zone.
Commission voted "yes" unanimously on the abovethree proposals.
No. 03: Reinstate crosswalks across Oak Grove atPaloma. InstaI I Stop siqns at crosswalks.

After some discussion by Comnission, it wasmotioned and seconded (Comm. O' Donnelt/Evans )for Paloma Avenue to remain a two-way street.All voted yes.

No. 04: Install "No Turn On Red" siqn at northeastcorner of Oak Grove Avenue and E1 Camino ReaItraffic.
After some discussion, the Commissionvoted to deny this request.
No. 05: Convert the block of Fairfield from
EI Camino Real to Palm Avenue from two-way to
one-r"ray.
After some discussion by the Commission, therewere two "yes" votes and two "no" votes,resulting in a tie vote for tfle conversion ofFairfield to a one-way street. The request
was therefore denied-
No. 06: Create an extension island with cement curb atsouth corner of Fairfield at EI Camino ReaI.Paint curb red from E]. Camino to schoo] cross-
wa1k.
Commission concluded there was no reason to
have the extension istand since Fairfield wouldremain as a two-r^ray street .
No. O7 & 08: Install three-wav Stop siqns and crosswalks atFairfield and Pa].m Avenue both directions.Paint curb between crosswaLks red.
Chairman Evans recommended approval of thethree-r"ray Stop signs and ye1low crosswalksacross Palm Avenue and across fairfield on thenorth side of the intersection. The Commis-sion voted a unanlmously "yes" vote.
No. O9: Installation of Stop signs on palm both di-rections, therebv convertinq this intersectionfrom two-way Stop siqns on Paloma to four-wayStop si-gns on all approaches to the intersec-tion Palm/Paloma.
A vote was taken with three "yes" and one "no"votei Commissioner OrDonnell dissenting.
Comissioner Amoroso proposed that McKin1ey School adopta safe route to school plan. PTA representative Mr. Roseagreed and promised to submlt such a plan at a future
time .

Request for Four-Way Stop Sign - Balboa Avenue
and Hillside Drive.
Staff recommended against the installation of a
four-way Stop sign at this intersectioni doesnot meet City warrants for a four-way Stopsign. Commissioner O'Donnel1 visited this area
and reported that he did not think the four-r,ray
Stop signs were justified.

Request for Three-Way Stop Sign - Ray Drive and
Devereux Drive.
Commission requested staff to prepare a reportfor this area and bring to the next meeting.
