TRAFFIC, SAFETY AND PARKING COMMISSION MINUTES NOVEMBER 10, 1994 CALL TO ORDER. 7:00 p.m. by Chairman Karp. PLEDGE OF ALLEGIANCE TO THE FLAG. Commissioner Preger ROLL CALL. Five Commissioners present. CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.1 4.t.2 4.t.3 Minutes of October 13, 1994 approved as submiued by the Commission. Request to Eliminate 2-Hour Parking Signs on Ralston Avenue between Occidental Avenue and El Camino Real From the floor, Ms. Spadoni stated that her neighbors agree that the zoning is antiquated, no longer needed. Three neighbors were present, and each one provided their input in support of this request. Sgt. McDonnell's concern is that removing these signs may bring those parking on Howard and Burlingame Avenues to Ralston Avenue. Ralston residents feel that this will not be a problem since Crescent Avenue is unlimited parking and they do not park there. Staff mentioned that during the upcoming Christrnas sales, part-time employees might choose to park there. Request for No Parking Signs on Rollins at Oak Grove and Yield Sign on East Lane, Southbound, at South Lane Comm. Evans stated the Police Department felt this request and the diagram were somewhat confused. Sgt. McDonnell stated the Yield sign was requested for the main thoroughfare, East Lane, when the secondary street, South Lane, should have been the requested location. -2- \- It was moved and seconded (Comm. Evans/Karp) to eliminate the 2-hour parking signs on Ralston Avenue between El Camino Real and Occidental Avenue; unanimously approved by the Commission. l- Traffic, Safety and Parking Commission November 10, 1994 It was moved and seconded (Comm. Evans/Karp) to deny both requests; unanimously approved by the Commission. 4.2 DISCUSSION ITEMS. 4.2.1 Comm. Karp thanked Mr. Dellaway for sending a memo to the Fire Department regarding the problem with the light timing problem at the California Drive station. Also thanked the secretary for sending, as requested, a thank you note to the Mayor for shared correspondence. NEW BUSINESS. Request for Stop Sign on Quesada, Southbound, at Ray Drive and on Ray Drive, Eastbound, at Quesada Comm. Karp would like to review this site and discuss this at the next meeting. Staff sees no problem with this location. The apparent problem exists for a duration of only 45 minutes which seems small for 24-hotx control. Sgt. McDonnell stated that Quesada is a connector road for Ray Park and Trousdale traffic. Since lll9l, there has been only one minor accident; and it was parking- related. In July 1993, the Police Department, as requested by a local resident, provided selective enforcement for this location. There were not a lot of citations issued at this location. Sgt. McDonnell stated that in 30 days, the City will acquire a radar display trailer; and this location would be the perfect site for it. This item will be a Discussion Item next month. 6.2 Request for Crosswalk at the Intersection of Ray and Devereux Drives and Speed Bumps Comm. Norton suggested that the commissioners look at this site before discussing in depth. Comm. Karp suggested this may be an opportunify for using speed humps as discussed recently. This will be a Discussion Item at the next meeting. 7. INFORMATION ITEMS. Staff advised that the City is tearing up El Camino Real for new sewer and water lines. 5 6 6.1 \-. 7.1 -3- INACTIVE ITEMS. , \, Traffic, Safety and Parking Commission November 10, 1994 7.2 Comm.
