Recommendation to fnstitute Fees for Zone Additions, Maintenance and Removals Green comm. Amoroso restated his request for thiscommission to recommend to City Council thatthere be a charge for installation, nainte- nance and removal of green zones to businessesthat request them since it is a direct benefitto those businesses. Other zones are for thegeneral good. Green zones are for business enhancernent right in front of a business, sothe business should pay for it. Staff had no additional comments other thanthe same objections. No other cities, exceptSan Francisco, charge for green zones.Traffic Sergeant rnentioned there are City-requested green zones in the businessdistricts and questioned whether thosebusinesses will be charged for naintenance,installation or removal as wel1. It was rnoved and seconded (conn. Amoroso/Simonetti) to recommend to city council thatthey charge for green zones for maintenance and upkeep because of the fact that they arean enhancement to the private business; andthe cost of maintaining, installation andremoval should not be borne by the citizens:Approved lrith 5 Ayes and 2 Noes (Comm. Karpand Evans). Also, it was suggested that thebusiness owner be charged, not the propertyowner. corun. Amorosors recommendation isattached. -2- Traffic, Safety and ParkiDg ConmissLon 4.2.2 Staff stated that volume counts on Hillside isabout 7,000 cars a day; however, Berna1 hardlyreqisters any traffic so hardly qualifies for enough warrants. Re accidents, since 1991there have been 4 accidents: rear-end, rightangle, side swipe and hitting a parkedvehicle. Install-ing a Stop sign and crosswalkat this intersection would place the childrenin danger since the hill is too steep goingdownhill; therefore, staff does not recomnenda Stop sign and crosswalk. Children going toschool should cross at Cabrillo where there isalready a signalized intersection. TrafficSergeant agrees with 6taff. It was moved andseconded (Comn. Evans/Mayer) to deny thisrequest; unanirnously approved by theCommission. At Comm. Amoroso,s suggestion, it hras moved and seconded (Conm. Evans/Sinonetti)to amend original motion to deny this requestby also sending a letter to the petitionerwith a copy to the school that it,s up to theparents and the school to remind their chil-dren to cross at the designated crosseralks; unanirnously approved by the commission. comm. Amoroso cornplirnented the new street signing onBarroj-Ihet. Staff advised that both City of San Irlateoand City of Burlingame collaborated on this project. Karp suggested keeping this as an Inactive itemuntil the Council decides on Item 4.2.1 above. 6.NEW BUSTNESS. 1 Request for Ordinance Limiting Truck Access on HillsideDrive staff advised that this petitioner resides outside of thecity Lirnits and that Hillside west of Vancouver isoutside of the City Limits. Staff will send a letter toadvise petitioner to contact County. Karp asked for Barker Blueprint about the private spaces in the new Chula Vista Parking Lot now beingconstructed. Staff clarified that although the private spaces are being incorporated into the public lot, theyare for those businesses fronting Broadway. Barker has no private space available to then. 7.3 Comm. Norton asked about the parking Lot behind ceneralAppliance on Howard and the policy of placing one doIlarin the box for each space used and suggested that the commissj.on consider regulating this arrangenent.
