MARTI KNIGHT, 501 PRIMROSE RD., BURLINGAME 1 Traffic, Safety and Parking Commission Minutes 1. CALL TO ORDER. 7:00 p.m. by Vice Chairman Norton. PLEDGE OF ALLEGIANCE TO THE FLAG. Mr. Dellaway. ROLL CALL. Six Commissioners present. CURRENT BUSINESS. 4.T ACTION ITEMS. 4.1.t Minutes of May Commission. 2 3 4 June 8, 1995 11,1995 approved as submitted by the Request for Red Zone at 50 Ingold Road From the floor, Mr. Doyle advised that large trucks turn around in this area and do a lot of backing in; so a red zone is for safety. It was moved and seconded (Comm. Karp/Simonetti) to grant a red zone for one space between 35 and 50 Ingold Road; unanimously approved by the Commission. Request to Change Two 2-Hour Meters to24 or 48 Minute Meters at 1245 Howard Avenue Mr. Dellaway stated that there are several green zones along Howard Avenue now. Sgt. Haseleu agreed. Comm. Simonetti stated this will cost the City money to changeover the meters and paint the curb. From the floor, Ms. Pisano stated that there are several new tenants at this location which has changed from sedentary type businesses to retail; therefore, customers come and go at a faster rate. Comm. Karp suggested that since it's more retail, 60 minute meters are more appropriate rather than24 and for uniformity, to make all corners green zones with all other meters 60 minutes. Comm. Karp motioned to grant changing two 2-hour meters to 60 minutes. Sgt. Haseleu advised that 24-minute meters get more attention by parking enforcers than 60-minute meters. Comm. Evans motioned to grant changing two 2-hour meters to 24 minutes. It was moved and seconded (Comm. Karp/Norton) to deny this request; approved by the Commission with a 5-L-1 vote (Comm. Evans opposing). This is to be an Action item for next month. 4.t.2 4.t.3 -2- Traffic, Safety and Parking Commission Minutes 4,2 DISCUSSION ITEMS. 4.2.1 4.2.2 5. INACTIVE ITEMS. 5.1 June 8, 1995 Valet Parking and Parking l,ot O Mr. Dellaway advised that the Peninsula Corridor Joint Powers Board granted 30 spaces in Lot O for valet parking seven days a week, 5 p.m. to Midnight and 11 a.m. to 2 p.m. Sgt. Haseleu advised that Gilmore Valet Company applied for a valet permit. Also, there are no complaints in the evening, but some problems exist during the lunch hours. Mr. Dellaway stated that as long as Gilmore has a City valet permit and is conforming to the requirements of the permit, he is in order. Request for Traffic Signals at California and Carmelita From the floor, Mr. Cartwright of AVR Realty advised this a hectic situation. Hillsborough could use Carmelita to get to California/Broadway if a traffic signal were installed. Conse- quently, Broadway is more backed up with Hillsborough traffic. The relatively new yellow flashing light on northbound California Drive is no longer enough. This intersection is becoming more hazardous, especially for pedestrians. Mr. Dellaway advised that the cost of signals would be about $100,000 and that there are four applications for other locations which are not yet funded. Sgt. Haseleu reported there have been 14 citations and 3 accidents at this location. Caltrain causes the Broadway backup. It was moved and seconded (Comm. Simonetti/Evans) to make this an Action Item immediately; unanimously approved by the Commission. It was moved and seconded (Comm. Simonetti/ Karp) to recommend to City Council to look at funding from the State of California for a traffic signal at the intersection of California/Carmelita to be coordinated with Broadway signals; unanimously approved by the Commission. Feasibility of Studying Parking Permit Processing in Neighborhoods with Time Restrictions (Inactive since 3i95) It was moved and seconded (Comm. Simonetti/Evans) to remove this item from the Agenda; unanimously approved by the Commission. 3 Traffic, Safety and Parking Commission Minutes 5.2 Grove Avenue Citations - Monthly Results (Inactive since 6/95) June 8, 1995 Sgt. Haseleu reported that as of May 22, there is one more officer on the street. For this location, there have been 3 citations for speeding and 2 warnings issued. Monitoring is for about one hour between 7 a.m. and Noon. Also, the radar trailer has been at this location. Mr. Dellaway advised that no double yellow line nor signs and markings have been installed at the request of the petitioners. Sgt. Haseleu advised that they will continue to enforce the speed limit here. 6. NEW BUSINESS. 6.1 Request for a Green Zone at 822-826 Mahler Road Comm. Norton suggested height limit signs for trucks parking there. Comm. Karp suggested placing a green zone every 200 feet or so in this area. This will be a Discussion item next month. 6.2 Request for Passenger Loading Zone on California at 1100 Burlingame Avenue Mr. Dellaway stated that this request is in order except the length of space should be 45 feet (not 63 feet). Also, the valet company will need to apply for a permit for valet service. Sgt. Haseleu suggested using a yellow zone with signs for times of use as installed at Il Fornaio. Cars will be parked at Ruppels Garage. INFORMATION ITEMS. FROM THE FLOOR. ADJOURNMENT. 8:00 p.m. 7 8 9 From the floor, Mr. lrvotti stated reasons for the green zone: building includes several businesses whose employees park on the street even though there is a parking lot in the back to hold over 100 cars; visitors/clients can't park close; also large trucks park there for up to three days at a time. 4-
