I Traffic, Safety and Parking Commission Minutes 1 CALL TO ORDER. 7:00 p.m. by Chairman Mayer. PLEDGE OF ALLEGIANCE TO THE FLAG. Comm. Preger. ROLL CALL. Seven Commissioners present. CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.t.t 4.t.2 4.1.3 April 13, 1995 2 3 4 Minutes of March 9, 1995 approved as submitted by the Commission. The Commissioners welcomed back Mr. Dellaway from his absence. Due to audience attendance, Item 4.1.4 was discussed next. Request for Time Limit and Height Limit Sign on 700 Block of California Drive From the floor, Mr. Medlej spoke in support of this request. Both Mr. Dellaway and Sgt. Haseleu agreed since there is unlimited parking on the other side of the street and suggested that the two existing green zones remain. It was moved and seconded (Comm. Karp/Preger) to retain the two existing green zones and to establish a 2-hour parking time limit with a 5-foot height limit on the 700 block of California Drive; unanimously approved by the Commission. Request for Three Stop Signs: Floribunda Avenue, westbound, at Primrose Road and Primrose Road, northbound, at Floribunda, both with adjacent Red Zones and Crosswalks, and Floribunda Avenue, eastbound, at Ansel Road with adjacent Red Zone Sgt. Haseleu advised that the radar trailer monitored this site on April 12 and the average speed for that day was 21.63 mph. With this information and the fact there have been three accidents at this site, two involving a parked car, he recommended denying this request. It was moved and seconded (Comm. Evans/Norton) to deny this request; unanimously approved by the Commission. Request for Passenger Loading Zone at 326 and 327 l-orton Avenue for Valet Parking Mr. Dellaway distributed a copy of his report to the Commission with a map of the area. He stated that he, Sgt. Haseleu and the City Engineer viewed the site which has little parking available 4.t.4 -2- i \- Traffic, Safety and Parking Commission Minutes April 13, 1995 with a lot of traffic and some yellow zones. The City received 14 written responses from Lorton/Donnelly merchants, 13 opposed and 1 for re use of yellow zones for valet parkrng. The one approving letter suggested moving the 344 Lorton yellow zone towards 326 Lorton (Ecco). The City has no restrictions on valet parking and does not enforce parking regulations after 6 p.m. Comm. Evans asked if Il Fornaio's valet parking is legal. Mr. Dellaway advised that the City Manager gave them special permis- sion to use two spaces during their opening for March 16 to March 18. However, they are still providing valet service which, in itself, is not illegal. Sgt. Haseleu stated they were not given Council or Commission approval for valet parking as they stated in the last meeting. Comm. Karp asked if valet service (Gilmore Valet) has a City Business License. Sgt. Haseleu advised, no. Mr. Dellaway stated that the issue for the Commission is 1) should Burlingame allow valet parking and if yes, should yellow zonqs be available for this purpose; 2) should Donnelly be a one-way street with parking on the north side (adding 20 spaces); 3) should a permit for valet service be required, including insurance, 4) where will parked cars be placed; and 5) should patrons pay for it (staff feels the business(es) should pay, not the patrons). Comm. Evans asked what police difficulties, traffic-wise, were there now. Sgt. Haseleu stated that as it's set up now, there is no place to leave your car for valet parking so they stop in the middte of the street or pull into Kay's Launderette. Comm. Evans stated that with the cars stopping in the middle of the street, a dangerous traffic backup occurs into California Drive. Sgt. Haseleu stated they also received complaints from Bellevue Avenue residents that in the evening valet cars were being parked on their street taking up spaces residents need. Sgt. Haseleu also advised that the red cones in the street at Il Fornaio are not approved by the City, and the valet service is leasing two spaces from Kay's Launderette which causes Kay's customers to relocate to the street. Comm. Amoroso suggested the valet cars be parked at the Caltrain lot or the public garage. Mr. Dellaway stated that behind 1217 Donnelly, a private project will be putting in more parking spaces which will cause two buildings to be ruzed. This area is where the valet service is now leasing space to park cars. -3- \- Traffic, Safety and Parking Commission Minutes April 13, 1,995 Comm. Mayer suggested the Commission recommend to Council a valet parking ordinance including the valet service requiring permits to operate with police enforcement of ordinance. The present problems will worsen with no regulation. From the floor, Jeanne Cambra, Manager of Il Fornaio, advised they are committed to make the valet service work for the community. The valet service parks 25 cars at lunch and about 40 cars at dinner. John Creech, Burlingame Paint, suppofts valet parking but feels restrictions are needed, 0.9., insurance, business license, and a set location for parking valet cars. Sean Gujent, a resident, endorsed valet parking. Rick Soss, Ecco Restaurant, would like valet parking and a passenger loading zone since they have many elderly customers. They have private parking space off of California Drive behind their shop which a valet service could park approximately 10-20 cars, and they have their own insurance. Sarah Bunje, Meyer Bunje, stated that in the last month her customers have dropped in number and feels if valet parking is approved, the City should be assured that they have a place to park during the day time especially since other businesses may be providing valet parking. Jeff Gilmore, valet service owner, stated he helped write San Francisco's valet parking ordinance and gave the copy to our City Attorney and feels such an ordinance is a good idea. He submitted two more letters supporting valet parking. Mr. Gilmore requested that parking meter nos. 66 and 67 on Lorton in front of Kay's be allocated for valet parking everyday from L 1:30 a.m. to 2:30 p.m. as well as meter no. 68 after 5 p.m., seven days a week. The City would lose only four hours a day, and Il Fornaio would pay for these spaces. They park 55-60 cars a day - where else would these cars park? The merchants now realize valet parking is necessary. Also, he has submitted an application for a Burlingame Business License. He is also applying for leasing space from Southern Pacific and from the City. It was moved and seconded (Comm. Karp/Evans) to recommend to City Council to establish valet parking in Burlingame with guidelines as received from other communities and adopt whatever \- -4- April 13, L995 would benefit Burlingame as we are different from other cities; unanimously approved by the Commission. It was moved and seconded (Comm. EvansiSimonetti) to recommend to City Council to use the San Francisco valet ordinance as a basis and let the City Attorney and Police Department modify it accordingly; unanimously approved by the Commission. Comm. Mayer stated making Donnelly one way sounds good. Comm. Karp complemented Mr. Dellaway on his report but opposes changing the traffic pattern. Comm. Evans would like this issue to become a Discussion Item next month for further review. Comm. Karp suggested notifying local merchants regarding the next meeting. It was moved and seconded (Comm. Evans/Preger) to continue the study of making Donnelly one way as a Discussion item next month; unanimously approved by the Commission. Discussion followed re making the yellow zone available to valet service using time restriction signage which requires Council approval. Sgt. Haseleu stated placing the cones in the street could then be used during the designated time. He suggested that the existing yellow zorre at 344 Lofion be replaced with two meters and move this zone to the corner, next to Stacks' zone and add a yellow zone in place of two metered spaces in front of Kay's at this time. The total loss would be the two spaces in front of Kay's. This would benefit both Ecco and Il Fornaio. Another alternative is to move the two meter spaces next to the brewery down to 344 and make the yellow zone start at the driveway next to the brewery for Ecco's use. It was moved and seconded (Comm. Evans/Simonetti) to look at both issues of the yellow zone alternatives and making Donnelly one way as a Discussion Item next month; unanimously approved by the Commission. Sgt. Haseleu recommended temporary yellow zoning pending final approval by Council. It was moved and seconded (Comm. Norton/Preger) to recommend to Council to remove parking meter #s 66, 67 ard 68 on Lorton and make these spaces a temporary yellow zone until issue is resolved. No vote was taken. It was moved and seconded (Comm. Karp/Evans) to amend Comm. Norton's motion to recommend to Council to remove parking meter #s 66, 67 and 68 on Lorton and make these spaces a temporary yellow zone until issue is resolved and that we make valet operator allow any customer the privilege to park not for the -5- Traffic, Safety and Parking Commission Minutes Traffic, Safety and Parking Commission Minutes April 13, 1995 exclusive purpose of Il Fornaio - it should be for the Brewery and Ecco or any other merchant during those hours to use valet parking; approved by the Commission by a 6-1 vote (Comm. Amoroso opposed). Mr. Kirkup, Director of Public Works, advised that this will be an issue before the Council Monday night (4117195) and that they will be asking for public comments from the floor then before deciding this item. 4.2 DISCUSSION ITEMS. 4.2.1 Request for Traffic Study of Grove Avenue From the floor, Karen McNally stated this street is used as a raceway between El Camino Real and California Drive. Since there are a lot of children on this sffeet, recommended a "Slow, Children at Play" sign. Ms. Reimers, resident, requested a Stop sign. She stated the radar trailer was posted on a rainy day and is easily visible on this wide street which may affect the results. Sgt. Haseleu advised per traffic survey, from ll92 - 1/95 one accident occurred with three citationsiyear. Radar tailer showed average speed was between 22.L9 ard 24 mph on different days. He has no problem with "Slow..." signage and at present has another motorcycle officer in training who will be monitoring speeds. Comm. Karp suggested posting two more speed limit signs and "Slow, Children at Play" signs and to paint the speed limit on the pavement and recommended making this an Action item next month. 4.2.2 l,etter of Concern for Dufferin Avenue Traffic and Parking Sgt. Haseleu advised this is similar to Grove. He posted radar trailer there and no one went over the limit. He will have an officer there to monitor speeds. It was moved and seconded (Comm. Evans/Simonetti) to remove this item from the Agenda; unanimously approved by the Commission. 5. INACTIVE ITEMS. Feasibility of Sfiidying Parking Permit Processing in Neighborhoods with Time Restrictions 5.1 No discussion. -6- Traffic, Safety and Parking Commission Minutes April 13, 1995 5.2 Request for a Red Zone and a White Zone at 744 El Camino Real on Fairfield Road It was moved and seconded (Comm. Evans/Simonetti) to remove this item from the Agenda; unanimously approved by the Commission. 6.NEW BUSINESS. 6.1 Request for a 4-Way Stop Sign and Red Zones at the Intersection of Hillside Drive and Cortez Avenue From the floor, Ms. Joan Bugler handed in a petition signed by residents. Our Lady of Angels churchgoers park vans, etc. on the corners which limits visibility when accessing intersection. Cars on Hillside rush ttrough to make the light at the next intersection. Comm. Evans recommended this to a Discussion item next month so everyone has an opportunity to view the site and to make recommendations then. 6.2 Request for a Green Zorc at 826 Mahler Road From the floor, Ms. Jennifer Jann stated her customers have no parking available to them at this location because of trucks parking there. Her customers must carry items weighing 10-15 lbs. to their cars and there is no customer parking close enough to the front door available on the property. Comm. Evans recommended making this a Discussion item next month. 6.3 Request for Handicap Zorc at 250 Myrtle Road Retirement Inn wants to load and unload bus for residents at their door; however anyone with a handicap tag would be able to park there, and there is a City parking lot across the street. This will be a Discussion item next month. 6.4 Request for Red Zone at 50 Ingold Court This will be a Discussion item next month. 6.5 Request to Change Two 2-Hour Meters to 24-48 Minute Meters at 1245 Howard This will be a Discussion item next month.
