ELISA NORTON-DTEZ, 1439 FLORIBUNDA #1, BURL 1 1 2 3 4 Traffic, Safety and Parking Commission Minutes March 9, 1995 CALL TO ORDER. 7:00 p.m. by Chairman Mayer. PLEDGE OF ALLEGIANCE TO THE FLAG. Comm. Preger. ROLL CALL. Seven Commissioners present. Minutes of February 9, 1995 approved as submitted by the Commission. Request to Restrict Traffic Utilizing Easement Abutting 1215 Laguna Mr. Erbacher provided a drawing and an aerial photo of area and advised that two signs had been posted advising of the intent to make easement one way. Also, tenants and owners in immediate area were sent a notice advising of this intent. Sgt. Haseleu suggested one-way access be eastbound, exiting to Laguna and prohibiting trucks from using easement; although a westbound access would make it easier for a car to back out from the building. Easement is currently scheduled for repair work, and it requires Council approval to effect the one way access. From the floor, Mr. Spitz stated making easement one way will help, but prefers westbound access. Comm. Karp stated since no one else but owner/tenant is present, perhaps there is no need to take any action. Comm. Evans stated that conversely, since no one is present to oppose the plan, he recommends making it one way. It was moved and seconded (Comm. Evans/Simonetti) to recom- mend to City Council to make this easement a one-way alley and to post signs one way, eastbound, and to post signs at the entrance to the alley restricting trucks of whatever size the City determines to be appropriate; approved by the Commission by a 6-1 vote (Karp opposed). Per Sgt. Haseleu, one sign would be posted on Laguna and one in the parking lot. The apartment owner approves posting a sign on his building, also. CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.t.t 4.1.2 -2- I F Traffic, Safety and Parking Commission Minutes 4.2 DISCUSSION ITEMS. 4.2.1 4.2.2 4.2.3 March 9, L995 Request for Time Limit and Height Limit Sign on 700 Block of California Drive Mr. Erbacher stated that a notice was sent to the owners/tenants in this area advising of the intent to post a time limit and height limit (2 hours and 5 feet, respectively) sign for the entire 700 block of California Drive. Sgt. Haseleu confirmed that the green zones in the front of the dry cleaners will remain. It was moved and seconded (Comm. Amoroso/Evans) to make this an Action Item next month; unanimously approved by the Commission. Request for Red Zone and a White Zone at 744 El Camino Real on Fairfield Road Mr. Erbacher advised that he called petitioner to clarify request. Petitioner wanted red and white zones inside the driveway to prevent parked cars from blocking driveway. Mr. Erbacher explainedthat there is no parking allowed in driveways and to call the Police to enforce. Mr. Erbacher offered red tips on driveways, if necessary, but the petitioner declined offer at this time. It was moved and seconded (Comm. Simonetti/Evans) to make this an Inactive item to see if there are any future comments received; unanimously approved by the Commission. Request for Three Stop Signs: Floribunda Avenue, westbound, at Primrose road and Primrose road, northbound, at Floribunda, both with adjacent Red Zones and Crosswalks, and Floribunda Avenue, eastbound, at Ansel Road with adjacent Red Zone Mr. Erbacher called petitioner who advised that she was upset that the Police are not enforcing the speed, especially when she slowed down to park her car, the driver behind her became visibly upset with her for causing them to slow down. Petitioner's main con- cern is the speed and increased traffic. Sgt. Haseleu advised that in 1993 only two speeding citations at Ansel/Floribunda with no accidents inL993l94; and at Floribunda/ Primrose one speeding citation was issued with three accidents in the two years, two accidents of which involved parked cars. Mr. Erbacher has witnessed speeding vehicles in this area, but has noticed that the Yield sign is effective. Comm. Evans asked if the radar trailer could be located there which should have an effect on the speeders, and it would show the petitioner we are responding to her concern. Sgt. Haseleu said it will be there next week. -3- Tfaffic, Safety and Parking Commission Minutes 4.2.4 March 9, 1995 It was moved and seconded (Comm. Evans/Simonetti) to make this an Action item; unanimously approved by the Commission. Request for Passenger Loading Zone (White Zone) at 326 l-orton Avenue for Valet Parking From the floor, Mr. Soss reiterated that the white zone would benefit especially their older patrons who are not willing or able to park a great distance away from the restaurant. Also from the floor, Ms. Giknore of Il Fornaio supported Ecco's request. She stated that for Il Fornaio (Action Item 6.3 below), the City asked them to provide valet parking which needs a white zone. Mr. Gilmore, a valet service representative, stated that City Council granted Il Fornaio a special permit with the provision that valet parking would be provided. This service requires the use of a 45-foot white (or loading) zone. Any less footage could cause double parking. City Manager advised that there is no problem with their parking in a public facility. Mr. Gilmore prefers the public lot next to the railroad tracks (l,ot O). Although service would be available all day, peak restaurant hours are Mon-Fri, 11:30 a.m. to 2:30 p.m., and everyday from 5:30 to 9:30 p.m. Comm. Karp suggested that instead of a white zone, Il Fornaio obtain permission from Kay's launderette to use their driveway for valet service since there is a turnaround space at the end of it. He also suggested both Ecco and Il Fornaio use the same valet service since they're on opposite sides of the street which could cause a lot of commotion. Comm. Karp recommended consolidating this item with Item 6.3. It was moved and seconded (Comm. Evans/Simonetti) to make this (newly consolidated) item an Action item next month; approved by the Commission with a 6-0-l vote (Karp abstained because of possible conflict of interest.). Mr. Erbacher stated a yellow zone, freight loading, is also for passenger loading. Discussed moving yellow zones already on the street to Il Fornaio's side from curb return towards Bellelue and -4- Il Fornaio will pick up the tab to provide free valet service to their patrons. However, the service will be available to patrons of other businesses, as long as the number is reasonable. Mr. Gilmore advised need white zone for benefit opening March 14. Staff directed Mr. Gilmore to obtain special permission for white zone from the City Manager and City Council since commission processing takes three months to take action on requests. Traffic, Safety and Parking Commission Minutes March 9, 1995 place one in front of Ecco up to the Burlingame Train Station Brewery's driveway to prevent a loss of parking spaces. Sgt. Haseleu recommended adding signage to yellow zones prohibiting parking after 6 p.m. except for passenger loading and unloading. Mr. Erbacher advised that a Council-approved ordinance is required for the yellow zone with added signage. 5. INACTIVE ITEMS. 5.1 Feasibiliry of Studying Parking Permit Processing in Neighborhoods with Time Restrictions Commissioners were provided with ordinance and fomts from City of Daly City's plan. Comm. Evans suggested leaving this as an Inactive item for next month. Staff notified Ralston Avenue residents from the December meeting. 6.1 Request for Traffic Study of Grove Avenue From the floor, petitioner emphasized problem of speeders on this street. She did notice the radar trailer and appreciated its presence. Advised that recently a child was hit by a car. Mr. Erbacher advised this is a bus route. It was moved and seconded (Comm. Karp/Evans) to make this a Discussion item next month; unanimously approved by the Commission. Sgt. Haseleu advised that the Police will watch this street as a high speed area. 6.2 Letter of Concern for Dufferin Avenue Traffic and Parking Sgt. Haseleu advised that the P.D. has received numerous complaints from this petitioner. Mr. Erbacher advised that the old Woolworth's lot is being divided and an elderly care unit and an l8-unit condo are going in there. One of the concerns is parking and the parking demand will be pushed into Dufferin Avenue. This is another thoroughfare between California Drive and El Camino Real. It was moved and seconded (Comm. Karp/Evans) to make this a Discussion item next month; unanimously approved by the Commission. 6.3 Request for Passenger loading Zone at 327 Lorton Avenue Consolidated with 4.2.4 above.
