CALL TO ORDER. 7:00 p.m. by Chairman Evans.
PLEDGE OF ALLEGIANCE TO THE FLAG
ROLL CALL. 4 of 6 Commissioners present.
CURRENT BUSINESS.
4.1 ACTION ITEMS.
4.1.1 Minutes of September 12,1996 approved as submiued by the Commission.
4.2 DISCUSSION ITEMS
4.2.L Parking Problems on Rollins Road and Carolan Avenue
There was little discussion. The Commission unanimously agreed that the problem
had been abated. Chairman Evans asked that ttris item be removed.
4.2.2 Request 4-Way Stop Sign at Easton Drive and Cortez Avenue
From the floor, Alex Karp of the Peninsula Center for the Blind stated that he
would like to submit a petition which had been signed by 106 residents who also
agree with the placement of the 4-Way Stop Sign to increase the safety in this area.
The Commission was in agreement with the request. It was moved and seconded
to move this to an Action Item and the Commission voted unanimously for a 4-Way
Stop Sign.
4.2.3 Request for White Zone at 1100 Burlingame Avenue
Sgt. Haseleu noted that the applicant had already received a temporary permit. He
then stated that the zone in question was already a yellow zone and would remain

yellow. However, the space would be increased by up to two parking spaces to
increase safety when maneuvering vehicles. The Commission then recommended
that valet parking can begin under this temporary permit. The Commission then
expressed the need to look at the operation of the valet parking on a demonstration
basis to see how it is working.
From the floor, the applicant informed the Commission that he had a parking
permit from CalTrain along with the proper insurance and this rental space from
CalTrain would be the location he would be parking all valet vehicles. The
applicant desires to have the valet service on Burlingame Avenue. Sgt. Haseleu
is against having the space on Burlingame Avenue.
The Commission then granted the temporary permit to operate on a demonstration
basis on California Drive.
4.2.4 Request for Speed Bump on Rollins Road (near Cadillac Way) and Red Curb on
Rollins Road at Larkspur Drive
The Commission agreed that this item was fu1ly discussed at the last meeting. It
was moved and seconded to be moved to an Action Item and gmnt the red zone.
However, the speed bump was denied.
4.2.5 Request Reduce Speed Limit to 25 MPH and Add Stop Signs or Speed Bumps on
Bayswater Avenue East of Myrtle
The Commission opened discussion on this item. Sgt. Haseleu stated that he has
required a Traffic Officer from the morning shift and one from the evening shift
to spend at least one hour of their shift patrolling the area. He then stated that some
tickets have been written. At this time it does not meet the criteria for stop signs.
The Commission was in agreement with reducing the speed limit to 25 MPH, this
is standard for a residential area and they have no hesitation in reducing the speed.
Several members of the Commission walked the area at night and on the weekends
and noticed the hcreased police presence. They also noticed that some of the
signage currently there was covered by some ffee branches and recommend the
signs be made more visible and that some new signs be ordered which are larger.
All were in agreement.
From the floor, the residents still expressed concern about the stop signs and also
the heavy trucks traveling up and down the street. Sgt. Haseleu recommended
possibly contacting Safeway to warn them that the heavier trucks are not allowed
on residential streets. It was also mentioned by the residents that some the
automobile dealers test drive new vehicles and ignore the speed limit. Sgt. Haseleu
replied by noting that should they ever be seen speeding they would be issued a
citation. The Commission then recommended that the area be observed for a three
month period to see if any improvements are made by the reduction of speed and
new signage.
