CURRENT BUSINESS.
4.1 ACTION ITEMS.
4.1.1 Minutes of July 11, 1996 approved as submitted by the Commission.
4 . 1 . 2 Request to Convert Hillside Circle to a One-Way Street
Mr. Dellaway stated this would be one way, clockwise. Several residents
of this area addressed their immediate concens: a one way street
encourages speeders, Summit needs a Stop sign; 1300 block of Alvarado
should also be made one way if Hillside Circle is one way; a 4-way Stop
sign is needed at Hillside Circle and Hillside Drive and existing Stop sign
should be moved uphill on Hillside Drive; request for a Mercy Center
directional sign; parking will be on both sides of street. The majority of
responders to this issue voted yes to make Hillside Circle one way. Sgt.
Haseleu recommended making the Yield sign a Stop sign at Summit and
Hillside Circle.

It was moved and seconded (Comm. Preger/Simonetti) to recommend to
Council to make Hillside Circle one way, clockwise, starting at Alvarado
Avenue and Hillside Drive with appropriate signage as directed by the City
Engineer; unanimously approved by the Commission.
4.1.3 Request for Height Limit Signs at 1633 Adrian Road
4.2 DISCUSSION ITEMS. None.
5. INACTryE ITEMS.
5.1 Request for Red Zone at 1l Guittard Road
There has been no further correspondence received. Chairman Evans asked that
this item be removed from the Agenda.
6.1 Parking Problems on Rollins Road and Carolan Avenue
Sgt. Haseleu visited the ffuck rentals on Carolan regarding this issue. The renting
agent has now moved all u-haul trucks onto his property, and Sgt. Haseleu has
received no further complaints. It was moved and seconded (Comm. Mayer/
Simonetti) to move this item to a Discussion Item next month; unanimously
approved by the Commission.
6.2 Request 4-Way Stop Sign at Easton Drive and Cortez Avenue
Mr. Dellaway advised Orat he will have the trafEc survey for this intersection next
month. The petitioner, Alec Karp o1' g1e psninsula Ce er for the Blind, stated
there are large trees which obstruct the view of those crossing Easton; and Easton
traffrc moves fast - a highly hazardous area. There are school children in the area
and he has several visually impaired clients who live nearby. One client, Albert
Basso, stated he must walk half-way into the crosswalk before he can see - or be
seen - because of the large tree there. It was moved and seconded (Comm.
Preger/lVlayer) to move this item to a Discussion Item next month; unanimously
approved by the Commission.

There was little discussion. It was moved and seconded (Comm. Preger/
Mayer) to place 6-foot height limit signs at this location; unanimously
approved by the Commission.
6, NEWBUSINESS.

6.3 Request for White Zone at 1100 Burlingame Avenue
Mr. Dellaway advised that Ordinance No. 1523 established procedures for valet
parking requests. After applicant has received approval for valet parking from the
Police Departrnent, this request will be reviewed by this Commission at their
October meeting.
6.4 Request for Speed Bump on Rollins Road (near Cadillac Way) and Red Curb on
Rollins Road at Larkspur Drive
Mr. Dellaway advised since there is a project forthcoming to install signals at
Cadillac Way and Rollins Road, he does not recommend the speed bump. The
request for a red curb is a good idea for visibility.
Petitioner, Al Abidin, was present and recapped his request. Sgt. Haseleu advised
this is a high accident area. It was moved and seconded (Comm. Simonetti/Auran)
to move this item to a Discussion Item next month; unanimously approved by the
Commission.
6.5 Request Reduce Speed Limit to 25 MPH and Add Stop Signs or Speed Bumps on
Bayswater Avenue, East of Myrtle Road
Chairman Evans noted that the majority of visitors today represented this
neighborhood. Mr. Dellaway had no objection to lowering the speed; however, the
Speed Survey of 1995 showed that 85% of the traffic travels at 30 MPH. So
reducing the speed limit won't necessarily slow down traffic. Sgt. Haseleu advised
that the radar trailer was placed on this street recently.
From the floor, petitioner Jennifer Pfaff stated the radar trailer affects speeders
when present but when gone, the speeders continue. Bayswater is more convenient
to use than Peninsula Avenue, especially at night when the average speed is 40-45
MPH. During the day, auto dealers and mechanics test drive their vehicles at 35-45
MPH. One resident on Bloomfield stated she uses Bayswater rather than Peninsula
because there are fewer stops. Ms. Pfaff provided the Commission with a poster-
sized drawing of where the 4-way Stop signs are at present; where she would like
4-way Stop signs to be added; and where accidents have occurred since 1986. Mr.
Dellaway advised that the Commission only considers accidents over three per year
during a 3-year period that are correctable by the installation of Stop signs. From
1986 to 1996 there have been very few accidents and no pedestrians involved.
More comments from the floor included: Parents with school-age children and
elderly citizens concerned about crossing Bayswater; a lot of truck traffic; cars
passing each other; drivers doing "donuts" at2 a.m. Four-way stop signs were
requested for intersections at: Anita, Arundel, Bancroft and Channing.
