Traffic, Safety and Parking Commission Minutes June 13, 1996 1. CALL TO ORDER. 7:00 p.m. by Vice Chairman Evans. PLEDGE OF ALLEGIANCE TO THE FLAG ROLL CALL. 6 of 7 Commissioners present. CURRENT BUSINESS 4.1 ACTION ITEMS. 4.1.L Minutes of May 9, 1996 approved as submitted by the Commission. 4.2 DISCUSSION ITEMS. 4.2.1 Request for Red Zone at 11 Guiuard Road Mr. Dellaway had no cornments on this request. Sgt. Haseleu stated we are closing more and more parking spaces to trucks which need to park in this area. Comm. Evans asked about a business park for just trucks. Sgt. Haseleu advised there is one but it is full of trailers. From the floor, Mr. Timberlake, owner of 15 Guittard Road, stated that parking is a major problem in this area and is protesting this request. He was not aware of the petitioner's concern before now. Comm. Preger stated that neighbors should talk to each other more to resolve problems between them. Mr. Timberlake stated he will talk to the petitioner in an attempt to resolve this situation between themselves. It was moved and seconded (Comm. Simonetti/Preger) to move this item to Inactive status unless we receive a further request to resolve this issue; unanimously approved by the Commission. 4.2.2 Request for Stop Sign on Carmelita Avenue at Capuchino Avenue Mr. Dellaway does not recommend this Stop sign, especially since it's so close to El Camino Real. Sgt. Haseleu reiterated there is already a red zone to aid visibility at the intersection and Comm. Auran stated some of the landscaping in the immediate area needs trimming. It was moved and seconded (Comm. Mayer/Simonetti) to move this item to an Action item immediately; unanimously approved by the Commission. It was then moved and seconded (Comm. Mayer/Simonetti) to deny this request; unanimously approved by the Commission. \- -2- 5. 6. Traffic, Safety and Parking Commission Minutes June 13, 1996 4.2.3 Request to Convert Hillside Circle to a One-Way Street Comm. Simonetti advised that he goes through this area often and likes the idea of converting to ore way. Mr. Dellaway has no problem either way. There are advantages and disadvantages both ways. He advised that the residents voted in favor of converting Hillside Circle one way: 7 Yes/2 No (3 more Yes votes were counted at this meeting - 2 verbal, 1 written) . Also, it was suggested to move the Stop sign on Hillside. From the floor, Ms. Rogers recommends Hillside Circle be made one way from Alvarado. The one way direction would make it safer for the children on the block and eliminate u-turns. Also, a directional sign should be installed for Kohl Mansion/Mercy Center since there is a lot of wedding traffic on weekends. Mr. McCarthy and Mr. Cohenden made further comments promoting the one way direction. Mr. Dellaway advised if one way, it must be clockwise. It was moved and seconded (Comm. Auran/Simonetti) to move this to an Action item next month; unanimously approved by the Commission. INACTIVE ITEMS. None NEW BUSINESS 6.1 Request for Height Limit Signs at L633 Adrian Road This item will be a Discussion item next month after Commissioners/Staff review the site. 7. INFORMATION ITEMS. 7.t Mr. Dellaway advised that the 5-foot height limit signs removed recently will be replaced designating a 6-foot height limit. 7.2 Comm. Simonetti asked when Caltrans will replace the El Camino Real/Hitlside Drive sign which had broken off its mast arm last December. Mr. Dellaway had called Caltrans in the past and suggested that the commissioner or concerned party now call Caltrans and provided information on who to contact at Caltrans. 7.3 Mr. Dellaway advised the commission of the status of the Director of Public Works who is on medical leave. 8.
