1. CALL TO ORDER. 7:00 p.m. by Chairman Evans.
March 13,1997
PLEDGE OF ALLEGIANCE TO THE FLAG. Led by Chairman Evans.
4.1.1 Minutes of February 9, 1997 approved as submitted by the Commission.
4.2 DISCUSSION ITEMS.
4.2.1 Request for Crosswalla and/or Flashing Pedestrian Signals on Rollins Road
Mr. Dellaway advised that staff recommends against pedestrian crossings
at mid-block which is a dangerous location. It was moved and seconded
(Comm. Simonetti/Preger) to move this to an Action item immediately;
unanimously approved by the Commission. It was then moved and
seconded (Comm. Preger/Auran) to deny this request; unanimously
approved by the Commission.
4.2.2 Request for Red Zone on Cabrillo Avenue at Hillside Drive
Mr. Dellaway advised that staff has no problems with this request. Sgt.
Haseleu also advised the same. Mr. Dellaway recommended that this be
moved to an Action item for installation. It was moved and seconded
(Comm. Simonetti/Preger) to move this to an Action item; unanimously
approved by the Commission.

Request for 1 Green Zone at 801 Howard Avenue and 3 White Zones on Arundel
Road Side of Washington School
Discussion ensued as to white zones at this location already and that the problem
of parents double parking occurs twice a day for about 20 minutes. Chairman
Evans requested staff to send a letter to the school advising them that this item will
be discussed next month. It was moved and seconded (Comm. Auran/Simonetti)
to move this to a Discussion item next month; unanimously approved by the
Commission. Sgt. Haseleu suggested that Commissioners monitor the situation at
1:50 p.m., specifically, when school lets out.

CURRENT BUSINESS.
4.1 ACTION ITEMS.

6.2 Request for Handicap Zone at 709 Walnut Avenue
Mr. Dellaway advised that staff recommends this Handicap Zone which will be
located at the access. From the floor, the petitioner advised that cars tend to park
at this location for a week at a time and caretakers for her elderly aunt can't park
there. Sgt. Haseleu was concerned about setting a precedence. It was moved and
seconded (Comm. Auran/Simonetti) to move this to an Action item immediately;
unanimously approved by the Commissiou. It was then moved and seconded
(Comm. Auran/Preger) to approve this request; unanimously approved by the
Commission.
George Bagdon, Director of Public Works, advised that at the last Council
meeting, a Council member asked about staffs involvement in one study. Mr.
Bagdon indicated that it would be appropriate for the Commission to recommend
pursuing the study to the Council before significant staff time was expended. It was
moved and seconded (Comm. Preger/ Simonetti) to move this to a Discussion item
next month; unanimously approved by the Commission. Commissioners will
discuss with Council members, individually, before the trext meeting.
7. INFORMATION ITEMS.
7.1 Mr. Dellaway announced that the Rhinette Parking Lot is open and business is
good.
7.2 Chairman Evans asked about enforcement of Ingold parking restriction introduced
at the January 1996 meeting. Sgt. Haseleu advised that the signs read 8 a.m. to 9
p.m. for enforcement, but the oidinance reads 8 a.m. to 6 p.m. After 6 p.m.,
there is not enough police staff to enforce. Chairman Evans suggested that the
signs and ordinance be in synch. Mr. Dellaway will call the petitioner and report
back next month on status.
