1. CALL TO ORDER. 7:00 p.m. by Vice Chairwoman Harber.
PLEDGE OF ALLEGIANCE TO THE FLAG. l,ed by Vice Chair Harber.
ROLL CALL. 5 of 7 Commissioners present.
CURRENT BUSINESS.
4.1 ACTION ITEMS.
4. 1.1 Minutes of October 8, 1998, were submitted and approved.
4.2 DISCUSSION ITEMS.
4.2.1 Request for Traffic Control for Pedestrian Crosswalk at 841 California Drive
Mr. Erbacher advised that the City has applied for Federal funding for a
pedestrian signal . We should be getting the money next year and recommended
this item be made Inactive. It was moved and seconded (Comms.
Simonetti/Evans) to approve stalf s recommendation and to place this item as
Inactive. Unanimously approved by the Commission.
4.2.2 Request for a "Not A Through Street" Sign on Albemarle Way at Ray Drive
The petitioner was present and reiterated that there is a lot of traffic coming
down this street from El Camino Real since drivers turning left hto this street
do not see the "Not A Through Street" sign, especially at night. Suggests the
sign be turned slightly to the left or posted on the back of Albemarle's Stop
sign. Mr. Erbacher advised that the sign faces Albemarle traffic and it should
be turned to a 45' angle for El Camino traffic. The sign is already
reflectorized, and suggests it be replaced with a larger size. It was moved and
seconded (Comms. Evans/Simonetti) to approve staff s recommendation to
install a larger sign mounted at a 45' angle and to install a second sign in back
of the existing Stop sign on Albemarle. Unanimously approved by the
Commission.
4.2.3 Request for Renewed Lane Markings at lntersection of Cadillac Way, Rollins
Road and Highway 101 Ott/Off Ramps
Mr. Erbacher advised that construction is completed now and will authorize
a work order for City crews to repaint the lane markings. No action is required
by the Commission.

5. INACTTVE ITEMS.
5.1 Staff Recommendation to Increase Lock Box Fee to $l Effective July 1, 1998 for
Parking Lots Adjacent to Railroad
Mr. Erbacher advised that there is no new information.
6. NEWBUSINESS.
6.1 Request for Pedestrian Crosswalk on Quesada Way
The petitioner was present and advised that there is no Stop sign at Clarice and no
crosswalk. Students must go to Ray Drive or to Trousdale to cross the street. Mr.
Erbacher advised that a study is on-going to make a recommendation to resolve this
issue. He recommends this be a Discussion item next month when the study should be
available to make a recommendation. From the floor, Mr. Diodati stated he has a
problem exiting his driveway because of the moming traffic. He said they need a
crosswalk so the students would be directed there rather than crossing haphazardly as
is now the case. The crosswalk should also slow down traffic. School Principal, Casi
Wilson, stated that the school could also make changes in their parking lot to help with
the traffic flow. This will be a Discussion item next month.
6.2 Request for Parking Restrictions on Adrian Court
The petitioner was present and stated that he complained about parking problems at
this site a year and a half ago. Hertz employees park in this area and their company's
shuttle bus drops them off and picks them up. Parking needs to be restricted. Comm.
Amoroso recommended a 2- or 3-hour parking limitation. Mr. Erbacher advised that
this area's character has changed. It is now higher office use. Some businesses may
not be self sufficient and may require on-street parking. Businesses in this area should
be contacted to see if they have employee andTor customer parking available on site
and what are their actual needs. Timed parking would affect employees using on-street
parking. Mr. Karp will talk to the businesses. Comm. Simonetti advised this will be
a Discussion item next month and will ask for recommendations from the Traffrc
Engineer and Traffic Sergeant.
6.3 Parking Restrictions on Gilbreth Road
The petitioner was present and stated there is a lot of overnight truck parking now on
the east side and auto dealerships have their transits drop off cars, and some are left
for 10-12 days at a time. Sgt. Tokarski advised to call the Police who will mark
vehicles allowing only a 72-hour limit. Mr. Karp also stated that some trucks are from
out of town awaiting merchandise pick up at SFO. Sgt. Tokarski advised that the Code
Enforcement Officer can help with this issue. Mr. Erbacher advised that this is a
commerce and business park area and use is insufficient. This will be a Discussion
item next month.

7. INFORMATION ITEMS.
7.L Sgt. Tokarski asked if there are any traffic issues with the Safeway plans. Comm.
Amoroso advised that the Commission had previously suggested to the Traffic
Engineer that there should be a pedestrian walkway on Fox Plaza Lane. Comm. Evans
advised that this Commission doesn't usually have the opportunity to consult on plans;
usually, it is the Planning Commission's responsibility.
7.2 Sgt. Tokarski advised that he received a request for an extended H-Cap zone at
McKinley School on Fairfield to accommodate space for two buses. This will be a
Discussion item next month.
7.3 Sgt. Tokarski advised that the McKinley School principal requested that Paloma
Avenue be made a one way street. Some discussion ensued. This is a repeat request.
The school could provide a curb cut into the playground to accommodate parents
picking up and dropping off students. Sgt. Tokarski advised that Police enforcement
will continue.
8. FROMTHEFLOOR.
8.1 Jim Millett of 730 Crossway Road advised there is a vision safety problem at the
intersection of Oak Grove Avenue and Crossway Road. Entering Oak Grove is
diffrcult. Neuchatel Avenue has less traffic and they have a red zone effecting a vision
safety zone. Comm. Evans advised that the Commission will look at this next month
as a Discussion item.
