CALL TO ORDER. 7:00 p.m. by Chairman Auran. PLEDGE OF ALLEGIANCE TO THE FLAG. Led by Ch. Auran. ROLL CALL. 6 of 7 Commissioners present. CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.I Minutes of July 9, 1998, were submitted and approved. 4.2 DISCUSSION ITEMS. 4.2.1 Request for Height Limit Sign at 101 California Drive on South Side of Bayswater, West of Driveway Mr. Ho provided a sketch showing that this is a blind left turn from the driveway and recommended a height limit sign. Mr. Ho stated that the petitioner is concerned about loss ofon-street parking space for his customers. Comm. Amoroso stated that his Rollins Road study of tall vehicles parking where they obstruct visibility recommends a 20-foot red zone to the left of a driveway and a height limit sign to the right. Comm. Evans supports a height limit sign but not a red zone which reduces parking space. It was moved and seconded (Comms. Evans/ Mayer) to move this item to an Action item immediately. It was then moved and seconded (Comms. Evans/lvlayer) to adopt staffls recommendation to install a height limit sign. Unanimously approved by the Commission. 4.2.2 Two Requests to Relocate Trucks, Trailers, etc., Parking on East Side of Adrian Road at Adrian Court Petitioner Dick Lavenstein provided pictures of the trucks parking in this area. The south end of Adrian Road has restricted parking signs so no trucks park there. He suggested that the unresfficted parking area be moved to where the barrier of trees hides the trucks from Bayshore Highway's view. Ms. Chapman, a second petitioner, advised that these trucks obstruct the sight distance when exiting their property and requests that these trucks be relocated. Mr. Ho provided a sketch of the area and recommended extending the no parking zone to the City limit since it is a hazard when a truck parks on one side of the street and an automobile on the other altowing only one vehicle to pass though at a time. It was moved and seconded (Comms. Mayer/ Evaus) -2- TRAFFIC SAtrETY AND PARKING COMMISSION MINUTES AUGUST 13, 1998 to move this item to an Action item immediately. It was then moved and seconded (Comms. Evans/Mayer) to adopt staffs recommendation to extend the existing No Parking zone on Adrian Road to the City Limit. Unanimously approved by the Commission. 4.2.3 Request for Red Zone Extension at 1429, 1433 and 1495 Sanchez Avenue Mr. Ho provided a sketch showing the existing red zone at these locations. The remaining length is only 13.5 feet so staff recommends extending the existing red zone on both sides of each driveway. Currenfly a hazard exists when cars park over into the red zone which narrows the street. Extending the red zones will improve sight distance when exiting each driveway. Also, staff will advise owners of corner property at El Camino Real to trim their hedges to not exceed three feet in height to further improve visibility. It was moved and seconded (Comms. Evans/Amoroso) to move this item to an Action item immediately. It was then moved and seconded to accept staff s recommendation to extend existing red zone on both sides of the driveways at 1429, 1433 and 1495 Sanchez Avenue and to ask staff to contact owners of property at Sanchez Avenue and El Camino Real to trim their hedges to not exceed three feet in height. Unanimously approved by the Commission. The petitioner at 1495 Sanchez complained about the conflicts and safety hazards created by the driveway vehicle movements and children playing on the street. Comm. Evans recommended that staff evaluate the opposite side of the street to remedy a similar problem there. This request will continue as a Discussion item next month. 4.2.4 Request to Add a Right Turn Lane on Southbound Califomia Drive at Oak Grove Avenue Mr. Ho stated that there is already a right firn lane on California Drive, southbound, at this intersection. It was moved and seconded (Comms. Evans/ Preger) to make this an Action item immediately. It was then moved and seconded (Comms. Evans/Amoroso) to deny this request. Unanimously approved by the Commission. From the floor, the petitioner advised t}at the request should be for the eastbound direction on Oak Grove at California for a right turn lane. This new request will be a Discussion item next month. 4.2.5 Request for Enforcement of Parking Regulatiorx due to Trucks Parking on Carolan Avenue between Linden Avenue and Alpine Road Mr. Ho advised that the east side of Carolan is predominantly residential. The west side has no zoning designation. Trucks park on the east side but only a few and they're getting fewer. Sgt. Tokarski received a lot of calls and the P.D. has tagged several vehicles. This will be an Action item next month, and a petition is expected to be received. 5. INACTTVE ITEMS. 5.1 Staff Recommendation to Increase Lock Box Fee to $1 Effective July 1, 1998 for Parking Lots Adjacent to Railroad 5.2 Request for Nine 2-Hour Parking Spaces at 900 Peninsula Avenue on Anita Road Side and One Truck Loading Zone (Applicant requests this item be continued to September as a Discussion ltem.) 6. NEWBUSINESS. 6.1 Request for a Red Zone at the Exit Only Driveway at 1755 California Drive Petitioner Jeff LaMont stated that this is a hazardous situation when trying to turn left onto northbound California Drive. Visibility on tle north side of the driveway is blocked by parked vehicles so view of southbound traffic is poor. Mr. Ho viewed the site and saw vehicles inching out of the driveway due to poor visibility. There is an l8-foot red zone now but a van parked just beyond the zone blocks the view; so he recommends extending the existing red zone leaving one parking space. The petitioner stated that even one vehicle can be obstructive and was advised that this issue could be revisited should the one parking space be a problem. It was moved and seconded (Comms. Preger/Mayer) to make this an Action item immediately . It was then moved and seconded (Comms . Preger/Mayer) to request staff to extend existing red zone and leave one parking space at this location. Unanimously approved by the Commission. 6.2 Request for Traffic Signal Enhancement at Broadway and California Drive for Visually Impaired From the floor, Sue Kane presented this request. She is visually impaired and will start using Calrrain's Broadway Station for her new job on September 21, 1998. Currently, the westerly pedestrian crossing is hazardous for the visually impaired because of the noise and volume of right turns from northbound California. Also, the island is not raised which makes it difficult to find. Ms. Kane suggested: Audible signals which have a bird sound and can be annoying. Transmitter on a pole with corresponding receiver to be used by the visually impaired pedestrian. This is the preferred enhancement and is available through Talking Signs in Louisiana. Also, the City of San Francisco has installed this transmitter at locations throughout their city and pedestrians can use the same receiver for both cities. I 2 -4- TRAFFIC SAT'ETY AND PARKING COMMISSION MII{UTES AUGUST 13, 1998 Ms. Kane advised that she will start one week of training with her new guide dog on September 14, and it would be advantageous if the enhanced signals are installed by then. It would also comply with ADA requirements. Mr. Ho advised that this is a pedestrian safety issue and that the City of Millbrae is working on enhanced signals with Caltrans for their Murchison/El Camino Real intersection. Staff will need to research costs, etc. It was moved and seconded (Comms. Evans/Mayer) to move this to an Action item immediately. It was then moved and seconded (Comms. Evans/Mayer) to ask staffto research costs, availability ofdevice, etc.; to recommend to Council to purchase and install the appropriate device for the intersection of Broadway and California Drive. Unanimously approved by the Commission. Mr. Ho advised that he will provide the Commission with a copy of the Staff Report to Council recommending installation of the requested enhancement. 7. INFORMATION ITEMS. 7.1 Preliminary Construction Schedule of the Rubberized Railroad Crossing Project Mr. Ho advised that there are five crossings on the Peninsula to receive rubberized crossings. Burlingame has 3-112: Broadway, Oak Grove, Howard and half of Peninsula Avenue. Bidding is scheduled for late September, and construction should begin in October which will take two to four months to complete. Comm. Mayer commended Mr. Ho for providilg sketches and diagrams for several of the above items enhancing the available information which has facilitated their decision making. 8. FROMTHEFLOOR. 9.
