PLEDGE OF ALLEGIANCE TO THE FLAG. l,ed by Ch. Auran. ROLL CALL. 5 of 7 Commissioners present. CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.I Minutes of March 12, 1998, approved as revised and submitted. 4,2 DISCUSSION ITEMS. 4.2.1 Request for Stop Sign on Larkspur Drive and Related Issues Discussion opened about recent accident in the area. Accident report was distributed to the commissioners. Comm. Amoroso visited site at 6:15 a.m. and found street to be crowded with parked cars, two-way traffic was not possible, and recommended curve be painted red. Also, the yellow bus was parked there. Sgt. Tokarski found out that the bus is categorized as a failer-coach and will be tagged. Most of the cars belong to Rollins Road residents and some of them have commercial plates. Sgt. Tokarski advised that the City Attorney is reviewing ordinances affecting parking restrictions for commercial vehicles with the intent to expand restrictions to smaller commercial vehicles (less than 10,000 lbs.). Mr. Erbacher advised red curbs and height limit signs may only move cars elsewhere, but visibility at the curve is poor so recommended red zones. It was moved and seconded (Comms. Amoroso/Mayer) to add a red zone on the northwest corner of Rollins Road and on Larkspur, north side, as indicated and recommended by staff. Unanimously approved by the Commission. Discussion ensued regarding a Stop sign on Iarkspur. Sgt. Tokarski advised there have been only two accidents in five years. Mr. Erbacher stated there are not enough warrants for a Stop sign and the sign won't slow down traffic. Sgt. Tokarski agreed to place the radar machine on this street and will track cars that speed over 30 m.p.h. and will have a report next month. It was moved and seconded (Comms.Mayer/Simonetti) to pursue obtaining a report on the City Attorney's amendment of the commercial vehicle ordinance, and that the Police Departrnent follow up and provide a report on their activities for the next meetrng. Unanimously approved by the Commission. This will be a Discussion Item next month. 1 5 6 Traffic, Safety and Parking Commission Minutes April 9, 1998 4.2.2 Request for "No Overnight Parking" Sign on Gilbreth Road Mr. Erbacher advised that A-l trucls relocated to Brisbane since they have no off-street parking facilities which is required with their business license. This resulted from City Attorney and Code Enforcement Officer actions. INACTM ITEMS. None. NEW BUSINESS. Presentation of Proposal to Resolve Parking Sinration in Burlingame Avenue Business District From the floor, Ms. Zernial proposed a free shopping shuttle to be supported by valet parking for the Burlingame Avenue Business District with a potential merchant validation program. Valet parking would be on the empty property at Oak Grove and California. Mr. Erbacher advised that property is owned by SFWD. Mr. Erbacher further recommended that Znrrllral & Associates obtain support from local merchants, Chamber of Commerce, etc., then consider presenting a concept proposal to the City Manager. 6.2 Staff Recommendation to Increase lock Box Fee to $1 Effective July 1, 1998 Mr. Erbacher presented a memo which stated that the Joint Powers Board will be increasing their train parking rate to $1 effective July 1, 1998. It is staffs recommendation that this commission discuss a recommendation to Council to increase the City's Lock Box fee to $l effective the same date. This will be a Discussion Item next month. 6.1 -J- From the floor, Mr. Lovotti advised that now another company, Susan Trucking, is taking all the parking spaces. Sgt. Tokarski will see about their off-street parking requirement and refer it to the Code Enforcement Offrcer for action. Mr. Lovotti asked for l0-hour parking to prevent other truck companies parking here. Sgt. Tokarski advised that the Code Enforcement Officer will continue monitoring if the situation is repeated. It was moved and seconded (Comms. Mayer/Simonetti) to request that the Police Departrnent investigate the business license status of Susan Trucking and proceed accordingly. Unanimously approved by the Commission. This will be a Discussion Item next month. 6.3 7 8 9 TraIIic, Safety and Parking Commission Minutes April 9, 1998 Staff Recommendation to Change Existing Loading Zone to Full or Part Time Status on Lorton Avenue at Donnelly Avenue Mr. Erbacher presented a memo advising that Il Fornaio Restaurant is no longer providing valet parking and requests the area be returned to metered parking. He suggested that this commission consider whether a portion of the area should remain a loading zone either full time or part time per the vehicle code. This will be a Discussion Item next month.
