4.1 ACTION ITEMS.
4 . 1 . 1 Minutes of February 12 , 1998 , approved as submitted .
4. I .2 Request for Stop Sign at lntersection of Burlingame Avenue and East Lane
Comms. Evans and Auran viewed the site and noted vision problems,
especially with cars parked on East Lane. Mr. Erbacher presented a map
of the area. Commissioners commented on the pedestrian use; vehicles
exiting South Larc to northbound East Lane can't see pedestrians soon
enough; free moves from North lane to southbound East Lane adds to the
confusion; layout of intersection and area is confusing. It was moved and
seconded (Comms. Evans/Simonetti) to recommend to Council to install a
Stop sign on East Lane, northbound, and a Stop sign on Burlingame
Avenue, westbound. Unanimously approved by the Commission.
4.2 DISCUSSION ITEMS.
4.2.1 Request for Stop Sign on Larkspur Drive and Related Issues
Petitioner, Mrs. Saucedo, advised that overnight parking was last enforced
in 1987 and encourages the Police Dept. to continue monitoring. She
viewed the 900 block of Rollirx Road and noted nonoperating vehicles (sans
wheels) taking up carport space while operating vehicles take up on-street
parking spaces and requested the carports be cleared to provide more street
space. Comm. Auran advised of a new law in San Mateo that forces
inoperable vehicles offof private property. Sgt. Tokarski will mention this
to the City's new Code Enforcement Officer. Sgt. Tokarski noted that
commercial vehicles are being brought "home" and saw an ambulance and
a school bus parked on the street. Although the City code allows the
ambulance, the school bus may not be legal and he will check this out.
Comm. Auran recommended an ordinance restricting commercial vehicles
parking and enforcing overnight parking and abandoned vehicles. Mr.
Erbacher recommended a study be made before recommending an
ordinance.

The petitioner also asked about a Stop sign on Larkspur at Linden since
existing Yield sign is ignored by most motorists and suggested red curbing
on the Larkspur curve. Sgt. Tokarski advised there have been 19 accidents
in 10 years, and one fatality at Carolan. Mr. Erbacher will check height
limit sign requirements and the possibility of adding a red curb at the curve
and/or at the intersection. Sgt. Tokarski monitored the street 13 times and
found no violations; three citations were issued for parking on sidewalk;
two vehicles were towed after citing and tagging for parking over 72 hours.
The petitioner agreed to talk to all Larkspur residents to sign up for
overnight parking permits. Sgt. Tokarski agreed to start citing one week
after residents have signed up. It was moved and seconded (Comms. Evars/
Simonetti) to make this a Discussion item again next month to allow time
to acquire more detailed accident data for the past five years. Unanimously
approved by the Commission.
5. INACTTVE ITEMS.
5. I Request for "No Overnight Parking" Sign on Gilbreth Road
Petitioner Al Lovotti was present and submitted a copy of a letter dated 6/11/96
from former Ciry Attorney Jerry Coleman advising that the City would be
monitoring A-1 Trucking (801 Matrler) which had been causing parking problems
in this area. However, the problem and A-1 have returned. Sgt. Tokarski advised
that 875 Mahler was told by the City Attomey to park their buses on private
property or they will lose their business license. Comm. Evans advised that this is
an industrial area and recently trucks have been chased from residential areas. He
suggested signing the opposite side of the petitioner's street with a 2 hour parking
limit.
Mr. Erbacher suggested that the City Attorney follow up on Mr. Coleman's letter.
Sgt. Tokarski will be meeting with the Code Enforcement Officer and the City
Attorney to discuss this situation. Sgt. Tokarski advised that since January they
have tagged 32 vehicles, towed 2 vehicles, and issued 9 citations. It was moved and
seconded (Comms. Simoneui/Evans) to make this a Discussion item next month.
6. NEWBUSINESS.
6.1 Staff Suggestion to Change l0-Hour Meters to 2-Hour Meters in Parking Lot K
Mr. Erbacher advised that l-ot H has been changed to provide free parking in all
spaces and now usage of this lot is up but not full. With the conversion to 2-hour
meters in [ot K, l0-hour meter users could move to Lot H and park for free.

It was moved and seconded (Comms. Evans/Simonetti) to make this an Action item
immediately. It was then moved and seconded (Comms. Evans/Simonetti) to
recommend to Council to change the l0-hour meters to 2-hour meters in Parking
Lot K. Unanimously approved by the Commission.
7. INFORMATION ITEMS.
7.1 Comm. Simonetti asked when the rubberized railroad crossing will be installed at
Broadway. Mr. Erbacher said installation should occur this fall.
7.2 Sgt. Tokarski and Mr. Erbacher will follow up on the extended time for a Loading
Zone sign near Starbucks now that the ordinance has been approved.
