1. CALL TO ORDER. 7:06 p.m. by Chairwoman Harber.

4.1 ACTION ITEMS.
4.1.1 Minutes of November 10, L999, were submitted and approved.
4.2 DISCUSSION ITEMS.
4.2.t Request to Change Parking Meter Time Limit at3O7 Primrose Road
Mr. Ho advised that a public notice was sent to local businesses on Primrose
Road and Burlingame Avenue which outlines the possible solutions discussed
in the November TSPC meeting. The city received 35 identical responses.
They are opposed to any loss ofcurb parking space for a loading zone and are
in favor of additional 2-hour, l-hour and 24-minute spaces for customer
parking.
Mr. Ho stated that all green zones in the City has a uniform time limit of 24
minutes. The use of l2-minute green zone can be confusing to the public.
Mr. Ho stated that the police department currently does not have the resources
necessary to properly enforce 12-minute meters. Additional parts will have to
be acquired to install and repairl2-minute meters. Therefore, l2-minute time
limit is not desirable.
Mr. Ho stated that installing a yellow loading zone on either side of Primrose
Road will result in a loss of three parking spaces. A yellow loading zone
requires active loading/unloading of passengers or freight. Drivers who leave.
their vehicles unattended to visit a store may be cited for parking violation.
Therefore, a yellow loading zone is not desirable.
Mr. Ho stated that an increase in the number of 24-minute spaces will increase
turnover and provide a greater oppornrnity for drivers to find parking. This
will benefit a number of shops nearby. Staffrecommends two, and preferably
three, 24-minute spaces in front of the floral shop on primrose Road. It was
moved and seconded (comms. Evans/Mclver) to approve three 24-minute
parking spaces as recommended by staff. unanimously approved by the
commission. Sgt. Ransom will implement new spaces based on stock on hand.

7.L Discussion Items for Joint Meeting with Council on February 7, 2000
Mr. Ho provided the agenda for the joint meeting. Comm. Simonetti asked about
funding status for a Stop sign on California Drive at Carmelita Avenue. Mr. Ho
advised that the City is funding the installation of a trafrrc signal at this intersection.
The project will be designed early next year with construction starting in the spring.
8. FROM THE FLOOR.
8.1 Jill Schoenfeld stated that there are no signs posted in her neighborhood advising that
overnight street parking requires a pennit. Her sffeet received citations on a night
when cars had to be removed from garages/driveways to accorffnodate the City's
sidewalk construction program. Ms. Schoenfeld requested that more signs be posted
or suggested the City rescind this law. She also suggested that a warning be issued for
frst time offenders instead of a citation. Sgt. Ransom advised that the Police only
respond to this issue when a neighbor makes a report. Issuing a warning produces the
need for a tracking system causing more paperwork. The fine is dismissed anyway
when the owner applies for a parking permit.
Comm. Auran stated that this law is used to enforce overnight parking restrictions
when there is a need which benefits a neighborhood. Permits ensure that only local
residents park in the neighborhood overnight.
Ms. Schoenfeld stated that she now understands the advantages to this law. She also
noticed that overnight parking permit signs are posted as you enter the city but would
like to see more signs posted to educate the public.
