CALL TO ORDER. 7:00 p.m. by Chairwoman Harber. PLEDGE OF ALLEGIANCE TO THE FLAG. Ird by Chairwoman Harber. ROLL CALL. 7 of 7 Commissioners present. CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.1 Minutes of August 12, 1999, were submitted and approved. 5. INACTIVE ITEMS. None. 6. NEWBUSINESS. 6.1 Request to Move Yellow Ioading Zone at 301 California Drive Mr. Ho advised the Commission that this was an agenda item approved by the Commission in the last meeting. The Commission's action, however, differs from the citizen's request and from the staff recommendation. The Commission approved extending the yellow zone northerly to 61 feet and removing two metered spaces, whereas the citizen requested relocating the yellow zone northerly without any loss of parking space. Staff recommended extending and relocating the yellow zone northerly to 45 feet and removing one metered parking space. Staff feels that it is important to notiry those businesses that may be affected by the Commission's action and to give them the opportunity to comment either in support of or in opposition to this action. A public notice was sent to businesses on California Drive about this meeting. Staff received a letter from the owner of Frame-O-Rama who opposes the extension of the yellow zone and the loss of two parking spaces in front of his store. Comm. Mayer stated that this was discussed at length at the August meeting and felt the Commission's decision should stand. Comm. Auran stated that the loading zone serves several restaurants and other businesses at this site and unlimited parking is allowed after 6 p.m. It was moved and seconded (Comms. Mayer/Simonetti) to make this an Action Item immediately; it was then moved and seconded (Comms. Mayer/Simonetti) to recorfnend to Council to let stand the Commission's decision of August 12, 1999: to extend the existing yellow zone northerly to 61 feet and remove two 2-hour metered curb spaces. Unanimously approved by the Commission. TRAFFIC SAFETY AND PARKING COMMISSION MINUTES October L4, 1999 6.2 Request to Change Parking Meter Time from 24 Minutes to 2 Hours at 31 I California Drive Mr. Ho advised that this request had been acted on at the last meeting, also. However, since it is related to Item 6.1, regarding on-street parking, Mr. Ho asked that the Commission reconsider their previous decision. It was moved and seconded (Comms. Mayer/Evans) to make this an Action Item immediately; it was then moved and seconded (Comms. Mayer/Evans) to recommend to Council to change the existing green zone to a 2-hour metered parking space. Unanimously approved by the Commission. 7. INFORMATION ITEMS. 7.1 Staff advised that since November I I is Veterans Day, next month's meeting will be on Wednesday, November 10. All Commissioners expect to be present. 7.2 Comm. Mayer requested that the trees and their roots on Easton Drive between El Camino Real and Vancouver Drive be trimmed. Especially since the roots have raised the street pavement causing a potential traffic safety hazard. Mr. Ho advised that the Parks Department is responsible for the trees. Comm. Evans suggested that this Commission make a recommendation to the Parks Commission about the trees and their roots. ADJOURNMENT. 7:30 p.m. 8 9 -3- \- FROMTHEFLOOR. None.
