4.I ACTION ITEMS.
4.1.1 Minutes of lanuary 14, 1999, were submitted and approved.
4.2 DISCUSSION ITEMS.
4.2.1 Request for Parking Restrictions on Adrian Court
Mr. Erbacher suggested the time limitation b€ hstalled before any height
limitation since doing so might solve the problem. Also, gross weight
limitation might be more feasible than height limitation.
It was moved and seconded to make this an Action item immediately. It was
then moved and seconded (Comms. Auran/Simonetti) to recommend to City
Council to install 4-hour parking on Adrian Court. Unanimously approved by
the Commission.

From the floor, Mr. lavenstein requested that the Commission reconsider their
action last month and recommended a 4-hour parking limit instead of a two-
hour limit. He also asked for a 6-foot height limitation to keep trucks from
parking overnight and up until 12 Noon. Mr. S. Karp asked that the same
restriction apply for Adrian Road as Addan Court and that the whole
neighborhood should be considered as one. Comm. Auran suggested a
recommendation to Council to survey for a Parking Master Plan due to BART.
Mr. Erbacher advised that staff will do a parking baseline near BART in the
fall or late spring and hopes that Hertz will be at SFO by then which will
eliminate a lot of the parking problems in this area. Comm. Auran stated that
the City of Millbrae is planning to build a town center just north of Millbrae
Avenue, east of El Camino Real, as well as a new hotel structure which will
replace King's Bowl on the west side of El Camino Real. This will impact
Adrian Road parking space availability.
4.2.2 Request for Parking Restrictions on Adrian Road
From the floor, David Curtis stated he prefers 4-hour parking time limits to
2-hour limits and suggested permit parking which would generate money for
the City. Ron Noyes stated he favors no restrictions. Daniel Caulfield also
favors no restrictions. Mr. Erbacher advised that permitting is a Council
issue. Any permitting requires tracking and enforcement. Comm. DeAngelis
suggested permit parking for tenants and time limits for non-permittees.
Comm. Auran stated that Council will be doing a parking study of the
downtown area and that the Commission might ask Council to do a study of
this area also.
It was moved and seconded (Comms. Auran/Simonetti) to move this to an
Action Item immediately. Unanimously approved by the Commission. It was
then moved and seconded (Comms. Auran/Simonetti) to recommend to City
Council to install 4-hour parking on the 1600 and 1700 blocks of Adrian Road.
Unanimously approved by the Commission. Further, it was moved and
seconded (Comms. Auran/Mayer) that the Commission request that the City
Council add to the downtown parking study, Burlingame Plaza and the east
and west industrial areas of the City due to (l) SFO customers using the City's
on-street parking, (2) SFO employees (specifically Hertz) using the City's on-
street parking, (3) businesses located outside of the City storing their trucl$
on our streets, and (4) the impact of the pending City of Millbrae town center
and hotel structure developments. Unanimously approved by the Commission.
4.2.3 Parking Restrictions on Gilbreth Road

Staff Recommendation to Increase Lock Box Fee to $1 Effective July l, 1998 for
Parking Lots Adjacent to Railroad
There was no new business for this item. It was moved and seconded (Comms.
Simonetti/I\4ayer) to remove this item from the Agenda. Unanimously approved by the
Commission.

Mr. S. Karp thanked the Commission for "No Ovemight Parking" signs on
west side of Gilbreth Road and is now requesting the same signs on the east
side. It was moved and seconded to make this an Action item immediately. It
was then moved and seconded (Comms. Auran/Mayer) to recornmend to City
Council to install 4-hour parking limitation and no overnight parking signage
on both sides of Gilbreth Road. Unanimously approved by the Commission.
Comm. Mayer cornmented that a possible solution for getting cars off the
street in this area would be the construction of a City parking garage.

5.2 Request for Traffic Control for Pedestrian Crosswalk at 841 Califoraia Drive
There was no new business for this item. It was moved and seconded (Comms.
Simonetti./Mayer) to remove this item from the Agenda. Unanimously approved by the
Commission.
6, NEWBUSINESS.
6.1 Request for 4-Way Stop Signs at Hillside Drive and Cortez Avenue
Mr. Ho advised that there have not been the required number of accidents at this
intersection to warrant Stop signs, and the recent accident suffered by the petitioner's
spouse was not caused by the lack ofa Stop sign. After some discussion, it was moved
and seconded (Comms. Auran/Mayer) to make this an Action Item immediately. It
was then moved and seconded (Comms. Auran/Mayer) to deny this request.
Unanimously approved by the Commission. Comm. Auran asked that the letter to the
petitioner state that this request was denied for the reasons stated by Mr. Ho.
7. INFORMATION ITEMS.
7 .l Existing parking occupancy in the vicinity of the future Millbrae BART Station
Mr. Erbacher advised that in the next fiscal year's budget, the City will propose to do
a parking count on two weeks for either one or two days each as a baseline from
Marriott frontage to Avis and count commercial parking lots and the Plaza and on-
street parking.
