HomeMy WebLinkAboutReso - CC - 107-1998RESOLUTION NO. 107-98 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING CHANGES TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF BURLINGAME AND ASSOCIATION OF DEPARTMENT HEADS RESOLVED, by the City Council of the City of Burlingame: WHEREAS, the City of Burlingame and the Association of Department Heads have met and conferred in good faith on the terms and conditions of employment as provided by State law; and WHEREAS, the City and the Association have reached agreement on certain changes to be made to the existing terms and conditions of employment and memorandum of understanding between the City and the Association; and WHEREAS, the proposed changes are fair and in the best interests of the public and the employees represented by the Association, NOW, THEREFORE, IT IS RESOLVED AND ORDERED: 1. The changes in existing salary and benefits of the employees represented by the Association of Department Heads as contained in Exhibit A hereto are approved. 17 2. The City Manager is authorized and directed to Exhibit A hereto by and on behalf of the City. contained in I, JUDITH A MALFATTI, City Clerk of the City ofBurlingame, do hereby certify that the foregoing resolution was introduced at a regular meeting of the City Council held on the 5th day of _ 0 c tom 1998, and was adopted thereafter by the following vote: AYES: COUNCILMEMBERS: GALLIGAN, JANNEY, KNIGHT, O'MAHONY, SPINELLI NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE CITY CL MEMORANDUM OF UNDERSTANDING This Memorandum of Understanding is entered into between the City of Burlingame (City) and the Association of Department Heads (Association) following meeting and conferring in good faith. It constitutes a full settlement of all issues regarding wages, terms and conditions of employment. The parties agree as follows: 1. Term. The term of the Memorandum shall extend from July 1, 1998, to June 30, 2000. 2. Salary Adjustments. A. Effective June 22, 1998: +2.6% all non -safety employees; +5% police and fire chief B. Effective June 21, 1999: all non -safety employees increase to equal to San Francisco Consumer Price Index --Urban Wage Earners from April 1998 to April 1999 with a minimum increase of 2% and maximum of 4%; +5% police and fire chief C. Equity adjustments based on salary surveys effective 6/22/98 + 1.5 % —police chief, fire chief, city librarian +2.0% — finance director +3.5 % — parks and recreation director +5.0% —public works director, city planner 3. Medical and Dental. City contributions shall be adjusted to match other bargaining groups as appropriate. Professional Development/Unreimbursed Health Account. Department Heads shall be eligible for reimbursement of up to $1,500 each fiscal year for any of the following: civic and professional association memberships, unbudgeted conference participation/travel expenses, physician -prescribed personal health programs, job-related computer software (hardware), or non -covered medical costs. Claims may be filed every six months. This replaced previous $150 reimbursement for non -covered health costs. See attachment. 5. Administrative Leave. Administrative leave carry-over shall be increased from 40 hours to 60 hours, and department heads shall have the option to cash out administrative leave balances at year end. Sick Leave Payout Upon Retirement. The maximum payout of unused sick leave upon retirement shall be increased from 25 % of 150 workdays (1200 hours) to 180 workdays (1440 hours). 7. Uniform Allowance. Increase to $750 7/1/98, and $775 7/1/99 annually for police and fire chiefs. Page 1 of 2 8. The City agrees not to alter, amend, or reduce any existing benefits without offering to the association an opportunity to meet and confer regarding such change. This agreement is entered into this day of October, 1998. FOR ASSOCIATION FOR CITY Page 2 of 2 PROFESSIONAL DEVELOPMENTIUNREIMBURSED HEALTH COSTS ACCOUNT Effective July 1, 1998 department heads may be reimbursed up to $1,500 per fiscal year (July 1 to June 30) for professional development expenses and unreimbursed health costs. Allowable costs are as follows: 1. Service club and professional association memberships. 2. Athletic/fitness club memberships (with doctor's prescription). 3. Job-related purchases or upgrades of home computer equipment and software. 4. Travel, tuition and related expenses for college courses, special training or national association conferences not otherwise provided for in the department's operating budget. 5. Family health costs (including general health, orthodontic, dental, vision, hearing, psychiatric/psychological treatments or therapy) not covered by city health plans. This includes co -pay amounts, and costs in excess of plan limits. Reimbursement requests may be submitted in December and June to city manager for approval. If a significant amount of the $1,500 is spent for a single eligible expenditure, the reimbursement may be requested at the time it is incurred.
