RESOLVED, by the CITY COUNCIL of the City of Burlingame, California and this
Council does hereby FIND, ORDER and DETERMINE AS FOLLOWS:
1. The public interest and convenience require execution of the agreement cited in the
title above.
2. The City Manager be, and he is hereby, authorized to sign said agreement for and
on behalf of the City of Burlingame.

THIS AGREEMENT, made in duplicate and entered into this 6TH day of OCTOBER, 1998,
by and between the CITY OF BURLINGAME, a municipal corporation, hereinafter referred to as "CITY"
and NOLTE ASSOCIATES, hereinafter referred to as "CONSULTANT,"
WITNESSETH:
WHEREAS, CITY and CONSULTANT have previously entered into an agreement for certain
services, said agreement being dated OCTOBER 21, 1997; and
WHEREAS, it is the desire of the parties to amend said agreement as hereinafter set forth;
NOW, THEREFORE, IT IS HEREBY AGREED AS FOLLOWS:
1. Amendment of Agreement
Said agreement dated OCTOBER 21, 1997 is hereby amended to include those revisions
in services and compensation set forth in EXHIBIT "A", attached hereto.

SCOPE OF WORK
The following scope of work reflects our current understanding of the substantive requirements
for the Gap Closure EIR. It does not preclude subsequent modifications which may be warranted
by unforeseen events that may arise during the EIR preparation and review process.
GENERAL APPROACH
The basic approach to preparing the EIR will be to utilize as much information as possible from
the draft Initial Study previously prepared by Nolte and Associates. The discussion from the
Initial Study will be reworked and supplemented as necessary to meet the substantive
requirements of CEQA for EIRs. The EIR analysis will be focused on those subjects for which
potentially significant impacts may occur. The EIR will include a section entitled "Impacts
Found Not to be Significant" with brief explanations of each of the topics not addressed in detail
in the EIR. An Initial Study Checklist will be appended to the EIR which indicates the
determinations made in focusing the EIR analysis.
TASK 1 - NOTICE OF PREPARATION/SCOPING MEETING
The first work product to be prepared will be the Notice of Preparation (NOP). As required
under CEQA, this document will include a description of the project, including location maps, as
well as a summary of issues to be addressed in the EIR. The NOP will include notice of a public
scoping meeting to be held by the City. The draft NOP will be submitted to the City for review
and concurrence prior to finalization. The City staff will distribute the NOP to state, regional,
and local agencies and organizations, as well as affected property owners, to solicit
environmental concerns regarding the project.
Prior to commencing work on the EIR, a scoping meeting will be held to solicit public input on
issues that should be addressed in the EIR. At the scoping meeting it is assumed that Callander
Associates will introduce and describe the project, and Nolte staff will summarize the main
environmental issues, solicit input, record comments, and respond to general questions relating to
the EIR process. Nolte and Associates will prepare a written summary of the issues raised at the
scoping meeting. If the scoping meeting results in an expansion of this scope of work, a contract
amendment may be required to cover the additional effort.

TASK 2 - PREPARE ADMINISTRATIVE DRAFT EIR
The ADEIR will be prepared in accordance with the requirements of CEQA and the City of
Burlingame. The content of the EIR and the scopes of the topic areas are described below.
PREFACE/INTRODUCTION
This brief introductory section will discuss the legal authority for preparing the EIR under CEQA
and the City's environmental review requirements. Included will be a listing of issues to be
addressed in detail in the Focused EIR, as well as a list of potential environmental effects which
were found not to be significant and therefore are not given detailed analysis. This section will
also include an overview of the environmental documentation and review process to be
undertaken for the project through to certification of the environmental document.
SUMMARY
As required by CEQA for EIRs, this section will include a brief project description and a
summary table that lists all of the potential impacts identified in the EIR by topic, along with the
corresponding mitigation measures and the level of significance after mitigation.
PROJECT DESCRIPTION
The description of the project will begin with a discussion of the purpose and need for the
project, and an overview of existing conditions on the site and the surrounding area. The
description of the project itself will include a detailed discussion of the proposed ultimate project
as well as the interim project consisting of an at grade trail with no shoreline improvements. The
alternatives to the project will also be described. The discussion in this section will be largely
drawn from the material contained in the draft Initial Study, with revisions made as necessary to
reflect project modifications and refinements. In addition, this section will contain a statement of
project objectives, as required under CEQA, and a listing of discretionary approvals required for
the project from local, regional, state, and federal agencies.
CONSISTENCY WITH PLANS, POLICIES AND REGULATIONS
This section will evaluate the consistency of the project with applicable local, regional, state, and
federal plans programs and regulations. The discussion of consistency with the City's General
Plan and zoning, and BCDC's San Francisco Bay P1 an will be drawn from the draft Initial Study.
In addition, new discussions will be prepared on applicable regulations and requirements of the
California Department of Fish and Game, U.S. Army Corps of Engineers, U.S. Fish and Wildlife
Service, and other agencies with potential jurisdiction.

ENVIRONMENTAL SETTING, IMPACTS AND MITIGATION MEASURES
This is the main chapter of the EIR and will include separate sections for each environmental
topic to be addressed, with the discussion for each topic formatted under the subheadings
Environmental Setting, Impacts, and Mitigation Measures. Findings will be made as to the level
of significance of each impact after mitigation.. Much of this discussion will be based on
information contained in the draft Initial Study, although the analysis will need to be
substantially reworked to fit the EIR format. In addition, new analysis will be added in the areas
of wave reflection impacts and biotic resources. The analyses will address potential impacts of
both the ultimate and interim projects. The specific scopes for each topic are described below.
LAND USE
This section will begin with a description of land uses within and adjacent to the trail alignment.
The completed project will not incompatible with adjacent uses; however, the right-of-way
requirements for the trail will involve acquisitions of property from adjacent landowners. The
details of the right-of-way requirements will be described in the project description. This section
will evaluate the impacts of the right-of-way take on the continued operation of the businesses
involved, and will also discuss the temporary land use impacts resulting during the construction
phase. This will focus primarily on parking impacts and circulation issues. This section will
largely draw on the land use analysis in the draft Initial Study, with reorganization of text to EIR
format.
GEOLOGY
This section will describe existing geological conditions along the trail alignment, the potential
geologic hazards affecting the project, and slope stability issues along the shoreline. An issue of
particular concern is the potential for "mud wave" and related ground settlements due to the
underlying soft bay muds. It is assumed that additional geotechnical investigation will be
undertaken to further define this issue and formulate appropriate design recommendations, which
may result in project design modifications (e.g., extension of rip -rap below 6.42 msl). Such
modifications may necessitate supplemental analysis in related subject areas (e.g., wetland
impacts). Some of the discussion of geologic impacts will be drawn from the draft Initial Study
and supporting geotechnical report; however, the discussion of mud wave impacts will be new to
the EIR. It is assumed that any supplemental geotechnical investigation will be undertaken
directly for the City, or under a separate request and not as part of this scope of work.
HYDROLOGY
This section will discuss flooding potential and the flood protection measures incorporated into
project design for both the ultimate an interim projects. This discussion will be based on

previous work prepared for the draft Initial Study, with reorganization of material for the EIR
format.
Also included in this section will be a new discussion on wave reflection, particularly the
potential for the proposed rip -rap slope protection to alter wave energy patterns. The primary
concern is with potential scour erosion on the existing tidal marsh located just offshore from the
trail alignment. As part of this scope of work, Nolte and Associates will retain the engineering
firm of Moffatt & Nichol to undertake this technical analysis. The results of the analysis will be
discussed in the EIR and provided to the biological consultant for use in the analysis of potential
habitat impacts.
BIOLOGICAL RESOURCES
A preliminary biological survey and report was previously prepared by Environmental
Collaborative, the findings of which were discussed in the draft Initial Study. This discussion
will be utilized in the EIR discussion of biological resources, and reformatted as necessary. In
addition, Nolte and Associates will retain the wetlands consulting firm of Ted Winfield and
Associates to analyze the potential impacts of the proposed revetment upon cordgrass marsh just
offshore, based on the results of the wave reflection analysis to be undertaken by Moffat &
Nichol. Winfield and Associates will also consult with the U.S. Army Corps of Engineers
concerning the extent of possible Corps jurisdiction and the type of authorization that will be
needed for the pedestrian bridges. It is assumed that the project footprint will place some fill into
waters of the U.S. to the toe of the slope extending below 6.42 msl. The EIR will include a
discussion of these issues based on the technical reports prepared.
Subsequent to the preparation of the draft Initial Study, concern was raised regarding the
potential for federally protected species such as the clapper rail and salt marsh harvest mouse to
be present in the project vicinity. Although the report by Environmental Collaborative
preliminarily concluded that suitable habitat for these species is not present in the vicinity, Nolte
and Associates will retain the ecological consulting firm of H.T. Harvey & Associates (who are
experts on these species) to confirm these findings. Harvey & Associates will conduct a field
survey to assess the adjacent habitat for potential for these species to be present, and will also
coordinate with the U.S. Fish and Wildlife Service to determine whether further survey work
may be required. It is possible that the Service could require detailed protocol -level surveys for
one or both of these species. (Such surveys are not included in this scope of work and would
require a contract amendment.) The EIR will include a discussion of this issue based on a report
to be prepared by Harvey & Associates.
CULTURAL RESOURCES
Although there is an extremely low probability that cultural materials exist in the project area, the
EIR must acknowledge the potential for such resources to be present. The EIR will identify the

appropriate mitigation, which will consist of the standard requirement to stop construction in the
vicinity of any finds until an archaeologist is consulted.
HAZARDOUS MATERIALS
Research conducted for the draft Initial Study determined that there is an existing site of soil and
groundwater contamination at the BP property at the southern end of the project. The discussion
from the draft Initial Study will be utilized and updated based on telephone inquiries to be made
with the County Health Department.
CONSTRUCTION IMPACTS
Potential construction impacts such as noise and dust generation and soils erosion will be
addressed, and standard mitigations identified.
IMPACTS FOUND NOT TO BE SIGNIFICANT
Based on determinations made in the Initial Study Checklist to be appended to the EIR, this
section will identify topic areas where the project is not expected to result in potential impacts.
Brief discussions will be provided for each topic indicating why the project impact will not be
significant. The topics to be covered include:

Transportation/Circulation
PROJECT ALTERNATIVES
Energy and Mineral
Resources
Noise
Public Services
Utilities and Service
Systems
Aesthetics
Recreation
The EIR will contain a detailed analysis of project alternatives as required under CEQA. This
scope of work includes the analysis of three alternatives as follows:
1) No project (as required by CEQA);
2) Pathway with continuous seawall (instead of elevated trail with rip -rap);
3) Off -shore Boardwalk Alternative (suggested by Norbert Dahl).
These alternatives will be evaluated in terms of their relative impacts compared to the proposed
project. Also, the Environmentally Superior Alternative will be identified and briefly discussed
as required by CEQA. The alternatives will also be evaluated in terms of their capability to meet
the project objectives.

CEQA-MANDATED SECTIONS
The EIR will include brief evaluations under the following topic headings, as required by CEQA:
• Cumulative Impacts
• Growth -Inducing Impacts
• Significant Unavoidable Impacts and Irreversible Changes
VIEWS OF LOCAL GROUPS AND INDIVIDUALS
This section will summarize the public comments received at the public scoping meeting and in
response to the Notice of Preparation.
MITIGATION MONITORING PROGRAM
This scope of work includes the preparation of a Mitigation Monitoring and Reporting Program
as required under Section 21081.6 of the Public Resources Code. The program will enumerate
mitigation measures specified in the EIR, identify the parties responsible, and indicate the time
frame for implementation of monitoring for each mitigation measure. The monitoring program
will be included in the successive drafts of the EIR.
EIR APPENDICES
The text of the EIR will be followed by the EIR appendices, which will include the completed
Initial Study Checklist, the Notice of Preparation (and any responses to the NOP), the written
summary of issues raised at the public scoping meeting, and the technical reports prepared for the
EIR (including those originally prepared for the draft Initial Study).
PRINTING AND DELIVERY
Upon completion of the ADEIR, five copies of the document and accompanying technical
appendices will be printed and delivered to the City staff for their review.
TASK 3 - REVISE ADEIR
Based on comments received from the City staff, the ADEIR will be revised. Although minor
changes to the Project Description may occur at this stage, it is not anticipated that the changes

will be of such magnitude as to require major revisions to the EIR or the technical studies. No
input from technical consultants is expected at this stage or beyond and none is included in this
scope of work.
Upon completion of the Revised ADEIR, two copies of the document will be printed and
delivered to the City staff for their review.
TASK 4 - PREPARE DRAFT EIR
Based on staff comments received on the Revised ADEIR, a preliminary Draft EIR will be
prepared which incorporates any changes requested. The revised pages of the document will be
forwarded to staff for their final review and concurrence prior to printing and circulation of the
Draft EIR. A total of 40 copies of the DEIR will be produced. Two copies will be submitted to
the City, along with one reproducible copy, and one electronic copy (in Word for Windows).
The 45 -day public and agency review period will commence once the documents are submitted
to the State Clearinghouse and made available for public review. Nolte and Associates will take
responsibility for forwarding 10 copies of the DEIR to the State Clearinghouse. Nolte will
distribute the DEIR to local agencies and interested parties, with names and addresses for
distribution to be provided to the City.
TASK 5 - PREPARE FINAL EIR
At the conclusion of the 45 -day review period, Nolte and Associates will review the comment
letters received and coordinate with the City staff to discuss the general approach to be taken in
preparing responses. We will then prepare draft responses to comments, along with an
addendum section indicating any revisions made to the EIR. (We will also prepare a summary of
the comments received on the City Council hearing on the EIR, and prepare written responses to
those comments.) Upon completion, two copies of the Administrative Final EIR will be
submitted to the City for review. Based on the comments received, final revisions to the
document will be made. At that stage, the Final EIR will be produced, which will contain the
comment letters, the responses to comments, and the EIR addendum. A total of 40 copies of the
FEIR will be submitted/distributed, along with one reproducible copy and one electronic copy.
With respect to the level of effort required to respond to the comments, it is anticipated that
approximately 40 hours of professional time (or $2,600) will be required, based on our previous
experience with projects of similar scope and complexity. However, the volume of comments
that will be received and the level of effort required to respond to those comments may exceed
this expectation. If a substantially greater effort than can currently be foreseen is required to
respond to comments, such additional efforts will be considered extra work billable at standard
charge rates.

TASK 6 - DESIGN TEAM SUPPORT
The design team will support the EIR process by providing updated exhibits as required for the
project. It is anticipated additional technical information will also be required. This task allows
for 32 hours of Nolte design team support during this process.
As part of this task, Lowney Associates, as a subconsultant to Nolte and Associates, will supply
preliminary geotechnical investigations in accordance with their attached scope. In addition to
the alternatives discussed in this referenced scope, the additional alternative of a trail on existing
grade with no slope protection will be discussed by Lowney in their report.
CITY COUNCIL HEARINGS
It is expected that the City Council will hold one hearing on the EIR during the 45 -day review
period, and another hearing at the end of the process to certify the EIR. Bert Verrips of Nolte
and Associates will attend both Council Hearings and respond to questions on the EIR as
directed by staff.
AGENCY COORDINATION
This scope of work includes preliminary coordination with BCDC regarding their concerns, and
with federal resource agencies such as the U.S. Arany Corps of Engineers and the U.S. Fish and
Wildlife Service to discuss jurisdictional wetlands and endangered species. This does not
include any efforts required to obtain a Section 404 permit from the Corps for possible filling of
wetlands, nor does it include coordination under Section 10a of the federal Endangered Species
Act to authorize possible work in endangered species habitat. Likewise, this scope of work does
not include efforts to obtain a permit from BCDC, nor does it include the preparation and
processing of a Section 1603 Streambed Alteration Agreement from the state Department of Fish
and Game.
SCHEDULE
The following schedule sets forth the estimated time requirements for each step in the EIR
preparation, review and certification process. There may be opportunities to expedite this
schedule if the process runs smoothly and the volume of revisions and continents is less than
expected.

PROJECT BUDGET
It is estimated that the total budget required by Nolte and Associates to complete the proposed
scope of work will be $46,745. Nolte's efforts will be charged on a time -and -materials basis, so
the actual budget required may vary from the estimate. The following table provides a
breakdown of this fee estimate by task and subconsultant. These items are discussed in greater
detail in the scope of work. The budget estimate is subject to the notes and assumptions listed
below the table.

BUDGET NOTES AND ASSUMPTIONS
The preceding scope of work and budget estimate are partially based on the following
assumptions. Additional efforts beyond these parameters may be subject to a contract
amendment.
1. The scope of work will not change significantly as a result of issues raised at the public
scoping meeting.
2. Once the preparation of the EIR has begun, no major changes to the project description or the
scopes of the technical studies are anticipated.
3. Two iterations of the Administrative Draft EIR are included (ADEIR and Revised ADEIR).
4. A total of 40 hours of professional time ($2,600) has been budgeted for preparation of the
draft Responses to Comments on the Draft EIR.
5. The subconsultants' scopes and fee estimates include a small amount of effort to assist with
revisions and responses to comments. It is not expected that any of the technical
subconsultants will be required to attend the scoping meeting or any public hearings.
6. The number of documents produced at each stage in the EIR process will be limited to the
numbers enumerated in the scope of work.
Attendance at the public scoping meeting and two public hearings before City Council is
included.
8. The scope of work for Winfield and Associates includes determination of extent of possible
wetland jurisdiction of the U.S. Army Corps of Engineers and consultation with the Corps
concerning the type of authorization needed for the pedestrian bridges and placement of rip
rap below 6.42 msl. However, the scope of work does not include a formal wetlands
delineation or any efforts to prepare and process an application for a Corps permit.
9. The scope of work for H.T. Harvey and Associates includes a general habitat evaluation for
listed species and preliminary coordination with the U.S. Fish and Wildlife Service to
determine whether additional protocol -level surveys for these species will be required by the
Service. The scope of work does not include conducting such protocol surveys or any formal
coordination that may be required to obtain authorization to work in endangered species
habitat.

10. The scope of work includes preliminary coordination with BCDC, the California Department
of Fish and Game, and other agencies which may have authority concerning the project. The
scope of work does not include any efforts required to obtain permits or authorizations from
such agencies.
11. The schedule for preparation and processing of the EIR will proceed expeditiously without
prolonged periods of inactivity which would create inefficiencies due to stopping and starting
work.
12. This scope of work assumes design support will consist of utilizing existing available
information to prepare exhibits, supplement data and support the EIR process. No new
geometric or analysis work is anticipated.

BURLINGAME, CALIFORNIA
Thank you for requesting our agreement for geotechnical services for the above referenced project
in Burlingame, California. We have outlined below our suggested scope of services and fee to
complete a preliminary geotechnical investigation for the project based on our understanding of
the desired level of effort for this phase. In preparation of this agreement, we have discussed the
project with you and visited the site. For our use we also received a copy of the preliminary
geotechnical review of available reports prepared by Parikh Consultants, Inc. for this project.
This investigation would be conducted to provide preliminary subsurface conditions at the site and
to develop preliminary geotechnical conclusions and recommendations for your planning and cost
estimates for the proposed Bayshore trail.
We first present our understanding of the project followed by our detailed scope of services. Our
scope of services was carefully developed to rely on our familiarity with the geotechnical
conditions in the area and to provide suitable data for design while minimizing overall
construction costs.
PROJECT DESCRIPTION
We understand that the project is to consist of the construction of an approximately '/4 -mile
pedestrian/bicycle trail which will complete the connection between existing sections of the trail to
the north and south. The trail will be a 12 -foot wide asphaltic concrete path, constructed on a
proposed embankment along the edge of the San Francisco Bay, which will have a final elevation
of 10 feet above mean sea level (MSL) to provide protection from the 100 -year flood event. The
proposed trail alignment will cross portions of nine parcels which will be acquired through
easements. The majority of these parcels are developed commercial properties, the remainder are
undeveloped vacant lots. The trail will also cross two drainage channels, the Easton Creek and an
unnamed channel. The project will also include two bridges, which will cross the drainage
channels, and most likely rip -rap slope protection placed along the bay side of the trail. Fills on
the order of 2 to 4 feet will reportedly be required to raise the embankment to Elevation 10 feet
(MSL).

SITE DESCRIPTION
The trail alignment currently consists of paved parking areas through most of the developed
properties. The southern portion of the trail area contains an unimproved foot path crossing the
undeveloped portions of the BP gas station property and a vacant lot. A plywood crossing serves
as a temporary bridge over the unnamed drainage channel. Some trees and tall grasses are present
in the undeveloped areas. The Easton Creek drainage does not have a crossing near the shoreline
at this time.
RECORD OF QUALITY
Lowney Associates has provided geotechnical services for more than 4,000 projects over the last
29 years. Our commitment to meeting our client requirements and developing practical, cost-
effective, design recommendations has allowed us to produce consistent high quality work. As a
result, we are able to maintain professional liability insurance coverage of $3 million.
Lowney Associates won the 1994 and 1995 first place Engineering Excellence Award for the
Consulting Engineers and Land Surveyors of California, a professional organization of 1,300
engineering firms. In addition, the firm's 1997 entry received a Merit Award. The awards were
for projects that resulted in significant savings (up to 80 percent) in construction cost and time
using creative and innovative solutions. The firm's 1995 project was a finalist in the national
American Consulting Engineers Council competition.
SCOPE OF SERVICES
We understand that only preliminary recommendations related to slope stability are desired at this
time. For that reason, development of recommendations for foundations, earthwork, retaining
walls and pavements will not be provided as part of our scope of work. Our detailed scope of
services is presented below. This agreement does not include environmental services.
GEOTECHNICAL INVESTIGATION
FIELD EXPLORATION
Exploratory Borings: To characterize the subsurface conditions, we would drill, log, and sample
three exploratory borings with rotary -wash drilling equipment. All three borings would be
drilled through the underlying Bay Mud to determine the thickness for our stability analysis.
We would obtain relatively undisturbed and bulk soil samples from our borings for visual
observation and laboratory testing. We would mark the boring locations and notify you and
Underground Services Alert prior to beginning field work so that public or private
underground utilities can be identified. Borings would be permitted and backfilled with
cement grout in accordance with San Mateo County Environmental Health Department
guidelines. We assume that all other required permits, including encroachment, would be
obtained by you or the City of Burlingame.

LABORATORY TESTING
We would conduct laboratory testing on the sampled soils to evaluate the engineering
properties. This testing would include 1) moisture contents and dry densities, 2) undrained
triaxial shear strength, and 3) other tests as necessary for analysis of slope stability.
OFFICE STUDIES
We would review the field and laboratory data and perform engineering analysis to evaluate on
a preliminary basis the proposed embankment alternatives for slope stability. We would
prepare a report that includes the results of our investigation and our preliminary conclusions
and geotechnical recommendations for the proposed embankments. Our report would include
a site plan, boring logs, and laboratory test data in addition to the following:
Site Conditions: We would review and summarize the surface, subsurface, and ground water
conditions and the engineering properties of the soils encountered during the site investigation.
Slope Stability: We would evaluate the impact of two proposed embankment alternatives on the
stability of the underlying Bay Mud deposits. In addition, we would also provide an opinion
on the performance of the proposed alternatives, if requested. We would require scaled cross
sections of the proposed alternatives for our analysis.
OPTIONAL SCOPE OF SERVICES
PRIVATE UTILITY LocAToR: If desired we can subcontract with a private utility locator. As noted in
this proposal, we will contact Underground Service Alert (USA) as part of our scope of work
so that any public utilities in the area of our exploratory borings will be marked. Please note
that USA will not mark private utility locations, such as those on commercial properties.
Therefore, we would need you to mark private utilities at the site or provide us with plans
indicating their locations prior to drilling. We recommend a private utility locator to help
reduce the risk of damaging underground utilities during drilling, especially on sites where
little information is available regarding existing underground utilities.
SCHEDULE
We are prepared to begin work upon receiving your written authorization and would need
approximately four weeks to complete our report following authorization. A tentative project
schedule is attached.
FEES AND TERMS
We propose to provide our services in accordance with the attached Terms and Conditions of
Agreement for the fixed fees itemized in Table 1. Any requested contract changes would need to

be approved in writing before we proceed. Our costs are prepared with the expectation that the
site and boring locations are accessible by conventional truck -mounted drilling equipment. We
reserve the right to adjust our fees in a reasonable manner should any significant factors, such as
rain, be encountered other than as represented or prevailing at the time of this agreement.

Additional services requested by you that are not outlined in this agreement, such as attendance at
project meetings and preparation of draft reports, would be charged on a time -and -expense basis.
Please let us know if you would like us to provide an estimate for any additional services.
FUTURE SERVICES
We recommend that we be retained to review final embankment plans for conformance with the
geometry used in our analysis and to provide supplemental analysis, if required. Our currently
proposed analysis is based on widely spaced borings. If deemed necessary, our final review and
analysis may require supplement exploration. We also recommend that we be retained to review
the project plans and specifications for conformance with our recommendations and to perform
geotechnical observation and testing services during construction. Although these services are not
included in the above scope of services, we believe that they are important in expediting approval
by governing agencies and achieving cost-effective construction. We would be pleased to provide
an estimate for these services once final plans and schedules are available.
