HomeMy WebLinkAboutReso - CC - 084-1998RESOLUTION 84-98 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENT WITH SAN MATEO COUNTY CONVENTION AND VISITORS BUREAU TO PROVIDE PROMOTIONAL SERVICES RESOLVED, by the City Council of the City of Burlingame: WHEREAS, a key element of the City's financial well-being are the visitors to the City; and WHEREAS, these visitors patronize the hotels, restaurants, and stores, and enhance the community and economic stability that sustains the community; and WHEREAS, Government Code sections 40100 and following allow the City to appropriate money to publicize and advertise the City; and WHEREAS, the San Mateo County Convention and Visitors Bureau is a nonprofit corporation that has served the City well in the past; and WHEREAS, the Bureau has the staff and facilities to provide promotional activities to the City that will help sustain interest in the community, NOW, THEREFORE, IT IS ORDERED: 1. The Agreement attached hereto as Exhibit A is approved. 2. The City Manager is authorized and directed to execute the Agreement for and on behalf of the City of Burlingame. The City Clerk is directed to witne )f the City. I, JUDITH A. MALFATTI, City Clerk of the City of Burlingame, do hereby certify that the foregoing resolution was introduced at a regular meeting of the City Council held on the 3rd day of August 1998, and was adopted thereafter by the following vote: -1- AGREEMENT BETWEEN SAN MATEO COUNTY CONVENTION AND VISITORS BUREAU AND THE CITY OF BURLINGAME FOR PROMOTIONAL SERVICES THIS AGREEMENT, made this 3RD day of August, 1998, by and between the SAN MATEO COUNTY CONVENTION AND VISITORS BUREAU, hereinafter referred to as 'Bureau" and the CITY OF BURLINGAME, hereinafter referred to as "City," WITNESSETH: WHEREAS, City is authorized pursuant to sections 40100, et se ., of the Government Code to appropriate sums for City publicity or advertising funds; and WHEREAS, Bureau is a nonprofit corporation having the personnel and facilities to perform promotional activities for City; and WHEREAS, City does not have all the facilities necessary for promoting the resources of City and for the advertising and exploiting of the resources of City and for the advertising and exploiting of the resources of the City, and Bureau has the facilities and is willing to provide the services therefor, pursuant to the terms and conditions hereinafter set forth. NOW, THEREFORE, IT IS HEREBY AGREED as follows: 1. Establishment of Convention and Visitors Bureau. Bureau shall maintain a San Mateo County Convention and Visitors Bureau at a location within the City for the purpose of advertising the facilities and advantages of City and the promotion of tourists travel within the City, including promotion of convention activities within the City. 2. Facilities, etc., provided. The Bureau maintained shall provide the following equip- ment and services for carrying out the purpose of this agreement; (a) Office equipment, such as desks, filing facilities, electric typewriters, comput- ers, telephones, and other necessary office equipment. (b) Office supplies, including stationery, envelopes, postage, and usual office 1 supplies. (c) Conference room to be made available to visiting organizations and groups for committee meetings, press and publicity work, advance registration and similar purposes. (d) Staff to conduct the Bureau, consisting of a capable and well trained general manager and the services of such sales, clerical and other employees as may be necessary. (e) Printed material such as identification badges, tourist guides, printed program covers and copies of scenic tours. (f) Mailings and correspondence necessary to the securing of conferences, meetings, or conventions for City. (g) Distribution of brochures and prepared material to visiting conventions, meetings, or conferences. (h) Assistance to visiting groups and the preparation and the distribution of local (Bay Area) press releases, exclusive of photographs. (i) Handling arrangements for the attendance of civic or government leaders at various ceremonies of visiting groups when requested by visiting groups. 0) Outlining and assisting groups with arrangements of scenic tours of County. (k) Assisting hospitality committee of visiting groups in arranging for horseback riding, boating, style shows, luncheons, golfing, banquet facilities, dancing, etc. Final arrangements for these events must be made by the Bureau. (1) Assisting housing committee of visiting groups in arranging for hotel and motel accommodations. (m) Development of a sales presentation, including pictures of scenic and historical places in City, International Airport and other airports in the County, major convention and exhibit facilities, hotel and motel facilities, recreational activities, statistics and data relating to City's geographical location and climactic advantages to be used by Bureau 2 representatives or representatives of local organization at their conventions when the subject of site selection for future conventions is being considered. (n) Bureau furnish to City such records and other information concerning its performance of services pursuant to this agreement as may from time to time be required by the City Manager of the City. The above activities shall be conducted on a City-wide basis. 3. Payment for Promotional Services by City. In consideration of the services to be performed by Bureau for a fiscal year pursuant to this agreement, City agrees to pay from the proceeds of the city transient occupancy tax collected during the 1998-1999 fiscal year, the amount of Four Hundred Twelve Thousand Seven Hundred Thirty-one dollars ($412,731). Payments shall be made in monthly amounts of $34,394.25 in arrears upon receipt of an invoice by the City. 4. Termination. Either party may terminate this agreement effective the end of any quarter upon thirty days written notice. 5. Terms of Agreement. This Agreement shall be in effect only for the 1998-1999 year.
