HomeMy WebLinkAboutReso - CC - 076-1998RESOLUTION NO. 76-98 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING CHANGES TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF BURLINGAME AND THE ASSOCIATION OF POLICE AND FIRE ADMINISTRATORS AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE MEMORANDUM ON BEHALF OF THE CITY RESOLVED, by the City Council of the City of Burlingame: WHEREAS, the City of Burlingame and the Association of Police and Fire Administrators have met and conferred in good faith on the terms and conditions of employment as provided by State law; and WHEREAS, the City and the Association have reached agreement on certain changes to be made to the existing terms and conditions of employment and memorandum of understanding between the City and the Association; and WHEREAS, the proposed changes are fair and in the best interests of the public and the employees represented by the Association, NOW, THEREFORE, IT IS RESOLVED AND ORDERED: 1. MEMORANDUM OF UNDERSTANDING This Memorandum of Understanding is entered into between the City of Burlingame (City) and the Association of Police and Fire Administrators (Association) following meeting and conferring in good faith. It constitutes a full settlement of all issues regarding wages, terms and conditions of employment. The parties agree to changes in existing salary and benefits as follows: 1. TERM: The term shall be from July 1, 1998, to June 30, 2000. 2. SALARY: +5% June 22, 1998; +5% June 21, 1999 3. EDUCATION INCENTIVE: (Monthly) 7/01/98 7/01/99 POST Advanced Fire Level One .............. $375 $385 Supervisory Fire Level Two ............... 535 585 Management Fire Level Three .............. 625 685 4. UNIFORM ALLOWANCE: (Annually) $750 July 1, 1998; and $775 July 1, 1999 5. MEDICAL INSURANCE: Effective January 1, 2000, increase monthly maximum to $485. 6. DENTAL INSURANCE: Continue current Delta plan. Increase maximum per patient per calendar year from $1,000 to $1,250. 7. LONG-TERM DISABILITY INSURANCE: $20 monthly. 8. SICK LEAVE: City to pay employees upon retirement 25% of balance with 180 days maximum accumulation. (Increase from 25 % of balance with 150 days maximum accumulation.) 9. PERSONAL TIME OFF: (Annually) Police commanders, police sergeants, and fire administrators to receive 16 hours of personal time off (PTO) to be used annually and not accrued. 10. SPECIALTY PAY—INVESTIGATIVE SERGEANT: (Monthly) 5% of base salary. 11. POLICE COMMANDERS / FIRE ADMINISTRATORS — VEHICLE/SPECIAL PAY A. Investigative commanders to be paid $250 per month specialty pay. B. Patrol commander to be paid $250 per month for shift differential work. C. Administrative commander to be paid $250 per month for computer proficiency. D. Administrative Assistant Chief/Training Officer shall receive $250 per month special pay for department/city disaster safety officer. E. Fire Marshal shall receive $250 per month special pay for arson investigation/public information officer. Page 1 of 2 12. NIGHT DIFFERENTIAL— POLICE SERGEANTS: Effective 6/22/98, swingshift (1600- 2400) increase from 3% to 4%; graveyard shift (0001-0800) and overlap shift (1900-0300) increase from 5 % to 6 %. 13. TUITION REIMBURSEMENT: City will reimburse employees up to $1,000 a year for the cost of tuition, and up to $200 a year for the cost of books for courses taken in pursuit of a Bachelors and Masters degree. Employees to be reimbursed upon completion of said courses with a "C" grade or better. 14. ACTING PAY: An employee, when assigned to perform the duties of a higher classifica- tion, shall receive a 15 % acting pay differential for the period assigned. 15. FIRE ADMINISTRATORS: A. Fire Marshal salary to increase to Assistant Chief level. B. Holiday differential for the 40 -hour shift Assistant Chief shall be $450 per month effective 6/22/98. C. After settlement with IAFF Local 1872, the city agrees to meet and confer with the Fire Administrators to review wage and benefit increases received by the fire fighters so that the Fire Administrators are comparable. 16. The City agrees not to alter, amend, or reduce any existing benefits without offering to the Association an opportunity to meet and confer regarding such change.
