RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING REVISION IN THE WAGE INCREASE CALCULATIONS PURSUANT
TO THE CONSUMER PRICE INDEX FOR CITY EMPLOYEES REPRESENTED BY
AFSCME LOCAL 829, AFSCME LOCAL 2190, TEAMSTERS LOCAL 856, AND
BURLINGAME ASSOCIATION OF MIDDLE MANAGERS
RESOLVED, by the City'Council of the City of Burlingame, California:
WHEREAS, the current memoranda of understanding between the City of Burlingame
and the following employee organizations: AFSCME Local 829; AFSCME Local 2190;
Teamsters Local 856; and Burlingame Association of Middle Managers, provide that on June 22,
1998, the wages for employees represented by these organizations is to be increased by an amount
equal to the percent change from April 1997 to April 1998, in the Bureau of Labor Statistics
Consumers Price Index for San Francisco -Oakland -San Jose, California (CPI); and
WHEREAS, the CPI percentage change for this time period is only 2.6 percent, which
would mean a wage increase of only 1.6 percent, and which would significantly reduce the buying
power of City employees in the Bay Area economy and seriously impair the competitiveness of
the City's wages and salaries against those of other government agencies and private employers;
and
WHEREAS, because of the small fiscal impact of the CPI change without a one -percent
reduction, the full CPI percentage change should be used in the wage calculation; and
WHEREAS, the employee organizations have indicated their consent to this revision in
the wage calculation for this year only,
NOW, THEREFORE, it is hereby resolved and determined as follows:
1. The Memoranda of Understanding of the following employee organizations are
revised to provide that the wage increase to be applied on June 22, 1998, will be equal to the
change in the Consumer Price Index -- Urban Wage Earners and Clerical Workers for the San
Francisco -Oakland -San Jose, CA area from April 1997 to April 1998, with a minimum of 2% and
a maximum of 4%:
AFSCME Local 829
AFSCME Local 2190
Teamsters Local 856
Burlingame Association of Middle Managers
2. These revisions shall apply only to the 6/22/98 wage increase, and all other terms
and conditions of the Memoranda of Understanding shall remain in full force and effect. Nothing
contained in this resolution shall be construed or interpreted as establishing any prec ent of any
kind. 141

the foregoing resolution was introduced at a regular meeting of the City Council held on the 1 s t
