Balance the FY 05-06 budget with minimal impacts on existing employees (Accomplished) 2. Complete the development and adoption of a"Tree View Ordinance/Policy"that would protect the ability of property owners to maintain views that were associated with the property when they purchased it. (P&R) (On Next Council Agenda) 3. Complete the development of the implementation ordinances associated with the recently completed advanced planning for the North End and the Shoreline Specific Area Plans (Planning) (In progress should be done by end of June, although Council redirection on Rollins Road zoning may push this work beyond July 1) 4. Complete the assessment of the structural stability of the Eucalyptus trees on Easton Drive. (Completed) Work with Beautification Commission to explore the advisability of developing a Broader Plan for managing our urban forest of Eucalyptus trees.(P&R) (In progress) 5. Finalize a decision by the City Council relative to review of financing options for funding the public facilities Master Plan(consider including storm drainage needs). (Underway delayed some what to allow new Council to award consultant contract) As a subset of this goal decide about desirability of investing in new sound system in the Council Chambers. (PW) (Preliminary presentation already made to Council decision will come to the Council in March after budget study session) 6. Look at forming a Centennial Planning Committee and solicit volunteers through the City's list-serve. (Clerk) (Committee formed and planning is in early stages) 7. Have Police and Fire Department evaluate new ways of communicating with citizens during disasters and emergencies. (Fire) 8. Provide clear direction to Safeway on development(CM,Planning) (Met with Safeway and Council subcommittee and information coming out of the Downtown Economic Study should assist Council in providing more direction to Safeway) 9. Have City Clerk continue to implement creative ways to encourage citizens to register on the City list-serve as a means to increase our outreach to the community. (Clerk) (We now have over 4000 e-mail addresses) 10. Continue to explore and pursue shared services opportunities with other near by cities, including Recreation and Police Dispatch. (Police) (Following up on Council direction on Shared Recreation, have identified some potential shared services opportunities with Hillsborough re: new sewer regulations coming from new State law. We made a proposal to Millbrae for a contract to provide dispatch services. However both San Mateo and I Attachment A San Mateo County made better financial proposals because of existing excess capacity that they were willing to make available at a lower cost. We are in conversation with Hillsborough re:some public works functions and sharing equipment. San Mateo has again asked us to reconsider a shared services police dispatch. I have indicated that we need to a wait the new Council's decision on whether the "compelling case"for shared services is something the new council can support. 11. Pursue redevelopment of current web site—(RFP issued and responded to contract awarded and. With the help of some excellent community volunteers we prepared an extensive RFP, and selected an excellent website vendor. We have finalized the contract negotiations and redesign is underway expected to be completed by end of May. 12. Undertake economic analysis in preparation for future Downtown Burlingame Specific Area Plan(Planning) (Underway expected to be completed by June) 13. Improve TV broadcast for Council meetings and the microphone system. (Improvement implemented and project to fully upgrade the room to better meet need has been discussed with the Council and will be back to the Council for action soon.)Have Public Works report back on their efforts to implement WiFi in Burlingame business district. (see attached memo) MEMORANDUM BURLINGAME PUBLIC WORKS DEPARTMENT i TO: HONORABLE MAYOR AND CITY COUNCIL FROM: SYED MURTUZA, ASSISTANT DIRECTOR OF PUBLIC WORKS DATE: JANUARY 25, 2006 I SUBJECT: UPDATE REGARDING A WiFi NETWORK INSTALLATION IN BURLINGAME BACKGROUND: As part of the budget goals, Council requested staff to explore the possibility of installing a WiFi network in the downtown districts through an encroachment permit process. Staff performed research and contacted several companies including Anchor-Free Network, Tropos Network and Metrofi Network to determine their interest in setting up a WiFi network in Burlingame. DISCUSSION: Staff was first approached by Anchor-Free Network, a company based in Palo Alto which had installed a WiFi network in downtown Palo Alto and in various downtown San Francisco locations. Staff met on several occasions for over a year with Anchor-Free to negotiate an agreement as well as to identify locations where the antennas would be set up. However, staff has not been able to reach Anchor-Free for the past five months and it is unclear whether Anchor-Free is still interested in setting up a network in Burlingame. Staff is now working with a company called Metrofi Network based in Mountain View. Metrofi is in the network business for over three years and has successfully installed a WiFi network in Cupertino, Mountain View and Sunnyvale. The company has two business models as follows: Free Internet through WiFi Network: In this model, the customers are provided with free internet service from Metrofi and, in return, agree to receive advertisements from sponsors as they browse the internet. Metrofi would receive advertising revenues from their sponsors which would help pay for the free internet service. Regular Service based on Fee: In this model, the customers are expected to pay a basic fee of$19.95 per month for their internet service and would not need to agree to receive any advertisements. At staffs request, Metrofi performed a preliminary assessment on installing a network in Burlingame. At this point it does not appear that it is economically feasible to install the network in just the downtown areas. Therefore the company is currently evaluating other options including the feasibility of installing the network in the 3 downtown areas and the residential areas thereby connecting the residents with the merchants. The results of the feasibility study are expected this spring. NEXT STEPS: Staff will continue work with Metrofi in exploring the feasibility of a WiFi network as well as encourage other companies to install a system through the encroachment process. In addition, staff is also looking into joining the San Mateo County Telecommunication Authority (SAMCAT) and other Silicon Valley cities in a WiFi network. A consortium of cities in the Silicon Valley along with SAMCAT are developing a request for proposals to provide a WiFi network in the region. The details of the proposals are still being worked out. Another option is for Burlingame to install a Municipal WiFi Network similar to cities such as Healdsburg in Northern California and Cerritos in Southern California. The IT Department would issue an RFP to seek proposals from prospective contractors to study the feasibility of setting up a WiFi network, including determining the operation and maintenance costs as well as revenues from the service. Based on the results of the study, Council would decide on whether to take further steps in the process. As the City does not have the IT personnel resources or expertise to set up and maintain such a system at this time, staff will initially focus on pursuing a private company and joining a regional effort to provide this service to Burlingame.
