July 19th, 1994
Call To Order:
The meeting of July 19th, 1994 was called to order by President Robertson at
3:30pm.
Trustees Present: Dunbar, Herman, & Robertson
Trustees Absent: Cannon & Taylor
Staff Present: Mr. Alfred Escoffier, City Librarian
Mrs.Judy Gladysz,Administrative Secretary

M/SIC (Herman/Dunbar) unanimously to approve the payment of City and
Special Fund checks.
Minutes of the Meeting of June 21st, 1994:
The Minutes were approved as written and ordered filed.
Correspondence and Communication:
Correspondence was mailed in the Trustee packets.
Reports:
City Librarian's Report
Trustee Herman said the Friends of the Library are terrific and doing a great
job. She said Friend's President, Sheri Galvin, is making a great impact on the
Foundation.
There was brief discussion regarding the working draft of space requirements.

Foundation Report:
Trustee Herman gave a brief report regarding the meeting of the Foundation.
She said it is all very exciting and is very enthusiastic about it. She reported that
there is almost a full Board at this time and she hopes it will be fully operational by
September. Some discussion followed.

The meeting of July 19th, 1994 was adjourned at 5:00 pm. The next regular
Board meeting will be held onAugust 16th at 4:30 in the Duncan Annex.

City Librarian's Report
August 16, 1994
Schematic Confirmation:
Group 4/Architecture is working with library staff to confirm the schematic design
for the building. Four meetings have been held to date, including one working
session with Library Consultant Jane Light, to confirm program needs and refine
space requirements.
Space for the community room, staff offices, and conference areas have been
reduced. We will continue to refine space needs and move toward balancing space
needs for the various functions.
In addition, a task force led by Group 4 consultant Matt Rolandson will convene
the week of August 8th to begin work on temporary quarter options.
The tentative time line for Council review will be September 21 for exterior
fenestration issues and final building footprint; and October 19 for temporary quarters
issues.
Friends of the Library Sale a Success!
The Friends One Day book sale was an enormous success! The Friends made
over $ 6,000.00 on books, withdrawn back runs of magazines, and furniture and
equipment from storage. The Friends plan another one day sale September 10, 1994.

Library Foundation Update:
The foundation task force is rapidly becoming the Foundation Board of
Directors under new officers, Mary Herman, President and Midge Bolton, Vice-
President. New members to join us this month include San Francisco attorney Don
Roberts, and David Carr, of Carr, McClellan, Ingersoll, Thompson and Horn.
A draft of bylaws and articles of incorporation are currently under review.
Dynix System Update:
Dynix implementation is moving along well, with a target date of November
1994. We have received the first group of terminals for the new system to both replace
and increase the number of terminals available for public use. All cabling has been
completed in both buildings. Training of staff will begin in the fall. Three key staff from
Burlingame are serving on implementation committees.
Also a part of the Dynix planning is system wide access to commonly used
databases and access to the Internet.
Reference Division:
Tracy attended a PLS Community Relations meeting on July 28th. Discussion
was held on outreach programs, bifocal programs (memory kits available at the film
center), and possible participation in the Senior Fair sponsored by Jackie Speier in
the fall.
Children's Services:
One hundred children finished the Summer Reading Club. On August 2nd,
they were entertained by the Cotton Candy Express.
In addition, the children's staff visited the Burlingame Recreation Department's
Summer Day Camp. Once a week we offered these children an opportunity to take
part in the Club.
Easton Branch Update:
A vendor has been selected and work is scheduled to retrofit and improve the
lighting at the Branch. The Summer Reading Club involved staff and volunteers
listened to some 80 reports.

_ The Branch Librarian also participated in the children's Recreation Department
programs. The Bedtime Story Hours included 132 children and parents this month at
the Branch.

EMPLOYEE ACHIEVEMENT AWARDS
DRAFT
AUGUST BOARD MEETING:
Nomination forms and notice to library employees and set a date to be returned to
Board President's mailbox. Should be mid-September.
SEPTEMBER BOARD MEETING:
Past Board President and Board Secretary choose no more than 3 winners. The
selection process shall including highlighting the reasons for nomination. The
winners are then presented to the other Board Members at the September meeting
with recommendations. The Secretary to the Board shall write the commendation
letters, to each nominee, using the highlighted information. See sample letter.
Librarian supplies award forms for calligraphy for the 3 winners.

Plaques are also kept in the Library.
Forms have to be hammered. Find someone who can do this.
Letters of nomination are sent to nominee's homes after the Staff Meeting in October.
Copies of all letters go to the City Librarian and then placed in the respective
personnel files. (see sample of attached letter). Do not mail copies of the winners
letters, they will be given out at the General Staff meeting.
Allow plenty of time for this, as well as time for the $100 award checks. Library
Secretary will supply a check request form to be taken to Rahn Becker in Finance at
City Hall. Library Secretary shall make out the check request forms, less the names of
the winners. Board President shall fill-in the names of the check recipients before
giving to Finance Director. Check requests should be given to Finance Director no
later than 3 weeks prior toStaff meeting in October.
OCTOBER GENERAL STAFF MEETING:
Employee Achievement Awards are presented to the winners by the Board Members.
Winner shall receive a plaque, letter and check for $100.
