a. Public hearing and adopt a Resolution approving the City of Burlingame master fee schedule
effective July 1, 2013
b. Public hearing and adopt a Resolution adjusting the storm drainage fee for Fiscal Year 2013-2014
by 2.0% based on the consumer price index (CPI) for the San Francisco-Oakland-San Jose, CA
area as published March 16, 2013

8. PUBLIC COMMENTS – At this time, persons in the audience may speak on any item on the agenda or any other matter
within the jurisdiction of the Council. The Ralph M. Brown Act (the State local agency open meeting law) prohibits Council from
acting on any matter that is not on the agenda. Speakers are requested to fill out a “request to speak” card located on the table by the
door and hand it to staff. The Mayor may limit speakers to three minutes each.
9. STAFF REPORTS AND COMMUNICATIONS
a. Broadway railroad grade separation and Broadway train station hold-out rule conditions
b. Adopt a Resolution approving the issuance by the Burlingame Financing Authority not to exceed
$15,500,000 aggregate principal amount of water and wastewater revenue refunding bonds to
refund Burlingame Financing Authority Water and Wastewater Revenue Bonds Series 2004;
authorizing the execution and delivery of installment sale agreements and a bond purchase
contract; approving the form of the official statement; and authorizing execution of documents
and the taking of all necessary actions relating to the financing with the Burlingame Financing
Authority
10. APPROVAL OF CONSENT CALENDAR
a. Adopt a Resolution awarding construction contract to Bear Electrical Solutions for the
Burlingame pedestrian lighting improvement project
b. Select One Bay Area Grant (OBAG) project and adopt a Resolution of local support authorizing
the filing of an application for funding assigned to Metropolitan Transportation Commission
(MTC) and committing any necessary matching funds and stating the assurance to complete the
project
c. Support for SB 557 (Hill) the “Peninsula Protections” Bill
11. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS
Council Members report on committees and activities and make announcements.

a. Adopt a Resolution by the Burlingame Financing Authority authorizing the issuance and sale of water
and wastewater revenue refunding bonds to refund Water and Wastewater Revenue Bonds Series 2004;
authorizing the execution and delivery of a trust agreement, installment sale agreements, a bond
purchase agreement, and escrow agreement and an official statement; and authorizing the execution of
documents and the taking of all necessary actions relating to the issuance of the bonds
