IV. PUBLIC COMMENTS ON NON-AGENDA ITEMS - at this time, persons in the audience may
speak on any item on the agenda or any other matter within the jurisdiction of the City Council
and/or Planning Commission. The Ralph M. Brown Act (the State local agency open meeting
law) prohibits the Council and/or Planning Commission from acting on any matter that is not on
the agenda. Speakers may be limited to three minutes each.
V. DISCUSSION TOPICS
A. General Plan Update:
1. Risks of an outdated General Plan
Risk of litigation
Lack of comprehensive analysis under the California Environmental Quality
Act (CEQA)
Limitations on the availability of grant funds
Policy framework for City is fragmented due to multiple specific plans
Plan doesn’t reflect the needs of the current populace of the community
City’s Zoning Ordinance is fragmented and does not necessarily fully
conform to the adopted General Plan, as required by State law

Is reflective of needs of the current populace

Conforms with all General Plan elements mandated by the State of
California
Permits consolidation of policies from all City plans into a single reference
document and affords the opportunity to review and update policies in the
adopted specific plans
Provides the City with a legally defensible document supported by
environmental analysis required under CEQA
Streamlines the development review process by allowing the environmental
evaluation of new projects to tier off of the certified General Plan
environmental impact report (EIR)
Ensures conformity with policies in the adopted General Plan through the
mandatory update of the City’s Zoning Ordinance

B. Residential Design Guidelines:
1. Purpose of the Guidelines (advisory versus regulatory)
2. Neighborhood consistency of residential design – what does this mean?
3. Shall specific architectural styles be prohibited in certain neighborhoods?
Limitation on where “Modern”, “Mid-Century Modern” and “Contemporary”
architectural styles are allowed
“Sameness” of designs that are approved (e.g. lack of variety in
architectural features and finishing)
