PUBLIC COMMENTS ON NON-AGENDA ITEMS - at this time, persons in the audience may speak on any item on the agenda or any other matter within the jurisdiction of the City Council and/or Planning Commission. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Council and/or Planning Commission from acting on any matter that is not on the agenda. Speakers may be limited to three minutes each. V. DISCUSSION TOPICS A. General Plan Update: 1. Risks of an outdated General Plan  Risk of litigation  Lack of comprehensive analysis under the California Environmental Quality Act (CEQA)  Limitations on the availability of grant funds  Policy framework for City is fragmented due to multiple specific plans  Plan doesn’t reflect the needs of the current populace of the community  City’s Zoning Ordinance is fragmented and does not necessarily fully conform to the adopted General Plan, as required by State law 2. Discussion of potential community engagement approaches for a General Plan update  Identification of focus groups  Social media tools  Surveys  Community meetings  Other B. Residential Design Guidelines: 1. Purpose of the Guidelines (advisory versus regulatory) 2. Neighborhood consistency of residential design – what does this mean? 3.
