CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance was led by Planning Manager Gardiner. 3. ROLL CALL MEMBERS PRESENT: Beach, Brownrigg, Colson, Keighran, Ortiz MEMBERS ABSENT: None 4. CLOSED SESSION There was no closed session. 5. UPCOMING EVENTS Mayor Ortiz reviewed the upcoming events taking place in the City. 6. PRESENTATIONS a. LIFEMOVES PRESENTATION Marc Sabin, the Senior Director of Programs and Services at LifeMoves, made a presentation to Council. Mr. Sabin explained that LifeMoves is an organization that provides services to combat homelessness in Santa Clara and San Mateo County. He stated that LifeMoves has 17 sites that act as longer stay shelters for individuals. Individuals stay at the shelter for 90-120 days while staff works with them to find jobs and sustainable housing. Mr. Sabin discussed LifeMoves’ work within the community. He explained that the organization has an outreach team of 5 individuals who work throughout the County, providing aid and options to the homeless. Burlingame City Council August 21, 2017 Approved Minutes 2 He stated that recently, 8 municipalities including Burlingame provided additional funding to LifeMoves so that they could hire another outreach worker. Mr. Sabin thanked the City and the police department for the funds that would be used to hire an additional outreach worker for two years. He explained that LifeMoves’ partnership with law enforcement enabled both organizations to provide better services for the homeless. Vice Mayor Brownrigg asked if LifeMoves was asking all 20 municipalities in San Mateo County for additional funding. Police Chief Wollman explained that Burlingame and 7 other municipalities received a grant that could be utilized for homeless services. He stated that during a meeting the eight police departments decided that utilizing the funds for an additional outreach worker was the best use of the grant. He added that the additional outreach worker would only be working within the boundaries of the eight municipalities. Councilmember Colson expressed her appreciation for the partnership and stated that LifeMoves works quickly with police departments to assist homeless individuals and families. Councilmember Beach asked if there was a rough estimate of how many families and individuals LifeMoves assists over the course of a year. Mr. Sabin stated that approximately 4,000 individuals in San Mateo County and Santa Clara County were assisted last year. Councilmember Keighran asked which 8 municipalities were participating in the funding of an additional outreach worker. Mr. Sabin stated that the eight municipalities were: Burlingame, Brisbane, San Bruno, Broadmoor, Colma, Hillsborough, Pacifica, and South San Francisco. Mayor Ortiz thanked the police department and LifeMoves for the regional approach. 7. PUBLIC COMMENT No one spoke. 8. CONSENT CALENDAR Mayor Ortiz asked the Councilmembers and the public if they wished to remove any item from the Consent Calendar. Councilmember Beach pulled item 8i, and Mayor Ortiz pulled item 8k. Vice Mayor Brownrigg made a motion to adopt 8a, 8b, 8c, 8d, 8e, 8f, 8g, 8h, 8j, 8l, 8m, 8n, and 8o; seconded by Councilmember Keighran. The motion passed unanimously by voice vote, 5-0. a. ADOPTION OF A RESOLUTION APPROVING THE CITY OF BURLINGAME RESPONSE LETTER TO THE SAN MATEO COUNTY CIVIL GRAND JURY REPORT “ENGLISH IS NOT OUR ONLY LANGUAGE” Police Chief Wollman requested Council adopt Resolution Number 89-2017. c. ADOPTION OF A RESOLUTION ACCEPTING A CALIFORNIA STATE LIBRARY GRANT IN THE AMOUNT OF $7,500 FOR THE PURCHASE OF BILINGUAL CHILDREN’S BOOKS City Librarian McCulley requested Council adopt Resolution Number 90-2017. d. ADOPTION OF A RESOLUTION APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH KITCHELL CEM FOR THE FIRE STATION 35 REHABILITATION & HVAC UPGRADE, CITY PROJECT NO. 84340, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT DPW Murtuza requested Council adopt Resolution Number 91-2017. e. ADOPTION OF RESOLUTIONS AWARDING A CONSTRUCTION CONTRACT TO CRATUS INC., FOR THE SOUTH ROLLINS ROAD UTILITY IMPROVEMENTS PROJECT, CITY PROJECT NO. 83520, AND APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH COASTLAND CIVIL ENGINEERING, INC. FOR CONSTRUCTION MANAGEMENT SERVICES RELATED TO THE PROJECT DPW Murtuza requested Council adopt Resolution Number 92-2017 and Resolution Number 93-2017. f. ADOPTION OF A RESOLUTION APPROVING THE FINAL MAP (PM 17-04), A SUBDIVISION OF PORTIONS OF LOTS 8 AND 9, BLOCK 7, MAP OF BURLINGAME LAND COMPANY NO. 2 AT 1491-1493 OAK GROVE AVENUE DPW Murtuza requested Council adopt Resolution Number 94-2017. g. ADOPTION OF A RESOLUTION AMENDING THE FY 2017-18 CAPITAL IMPROVEMENT PROGRAM BUDGET TO INCLUDE THE 2018 FEDERAL STREET RESURFACING PROJECT PARTIALLY FUNDED BY SENATE BILL, SB 1 DPW Murtuza requested Council adopt Resolution Number 95-2017. h. ADOPTION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE SIDE LETTER AGREEMENTS WITH THE ASSOCIATION OF POLICE ADMINISTRATORS HR Director Morrison requested Council adopt Resolution Number 96-2017. ADOPTION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND AN ADMINISTRATIVE SERVICES AGREEMENT WITH MASSMUTUAL LIFE INSURANCE PROVIDING DEFERRED COMPENSATION PROGRAM SERVICES TO CITY EMPLOYEES HR Director Morrison requested Council adopt Resolution Number 97-2017. Councilmember Beach stated that the staff report discussed amending the deferred compensation plan to include individuals who worked for the City on a part-time basis. She asked what the cost of this inclusion would be for the City. HR Director Morrison stated that there would be no cost to the City as this was a purely voluntary plan and that the amendment would only affect six individuals. Councilmember Beach asked if it was possible that other part-time individuals outside the six from AFSCME would be included in the amendment. HR Director Morrison replied in the negative. Mayor Ortiz opened the item up for public comment. No one spoke. Councilmember Beach made a motion to adopt Resolution Number 97-2017; seconded by Councilmember Keighran. The motion passed unanimously by voice vote, 5-0. j. ADOPTION OF A RESOLUTION ESTABLISHING SALARY RANGES FOR THE CODE COMPLIANCE OFFICER AND SENIOR RISK ANALYST POSITION, CLASSIFICATION PLAN AMENDMENTS, AND REVISIONS TO EXISTING JOB CLASSIFICATIONS, AND APPROVING THE AMENDED CITY OF BURLINGAME PAY RATES AND RANGES (SALARY SCHEDULE) HR Director Morrison requested Council adopt Resolution Number 98-2017. k. APPROVAL OF REVISIONS TO INVESTMENT POLICY FOR FISCAL YEAR 2017-18 Finance Director Augustine requested Council approve of the revisions to the Investment Policy for Fiscal Year 2017-18. Mayor Ortiz voiced concern that the staff report stated that the auditors would no longer be responsible for insuring the City’s compliance with the investment policies. He asked who would be responsible for insuring the City’s compliance. Finance Director Augustine stated that the onus is on the City to be the internal control and not the auditors. She added that the auditor would be reviewing the internal controls that the City uses to insure compliance. Mayor Ortiz opened the item up for public comment. No one spoke. Mayor Ortiz made a motion to approve the revisions to the Investment Policy for Fiscal Year 2017-18; seconded by Vice Mayor Brownrigg. The motion passed unanimously by voice vote, 5-0. QUARTERLY INVESTMENT REPORT, PERIOD ENDING JUNE 30, 2017 Finance Director Augustine requested Council accept the Quarterly Investment Report, period ending June 30, 2017. m. ANNUAL RENEWAL OF THE BURLINGAME AVENUE AREA BUSINESS IMPROVEMENT DISTRICT (DBID): RESOLUTION APPROVING THE 2016-17 ANNUAL REPORT; DECLARING THE CITY’S INTENTION TO ESTABLISH AND LEVY ASSESSMENTS FOR FISCAL YEAR 2017-18 AND SETTING REQUIRED PUBLIC HEARING FOR SEPTEMBER 18, 2017 Finance Director Augustine requested Council adopt Resolution Number 99-2017. n. OPEN NOMINATION PERIOD TO FILL TWO VACANCIES ON THE TRAFFIC, SAFETY AND PARKING COMMISSION City Manager Goldman requested Council open the nomination period to fill two vacancies on the Traffic, Safety and Parking Commission. o. SELECTION OF PUBLIC AGENCY RETIREMENT SERVICES (PARS) AS ADMINISTRATOR OF THE 115 TRUST TO ADDRESS FUNDING OF PENSION LIABILITIES Finance Director Augustine requested Council adopt Resolution Number 100-2017. 9. PUBLIC HEARINGS There were no public hearings. 10. STAFF REPORTS AND COMMUNICATIONS a. HOME FOR ALL COMMUNITY ENGAGEMENT PILOT PROGRAM Planning Manager Gardiner presented the staff report on the Home for All Community Engagement Pilot Program. Mr. Gardiner explained that Home for All is a collaborative initiative in San Mateo County created to address the County’s housing issues. He stated that it is comprised of County officials, municipalities, school districts, community organizations, advocacy groups and businesses. He explained that Burlingame has been involved in this initiative since its inception. Councilmember Colson serves on the Steering Committee and the Funding Committee, and Councilmember Keighran serves on the Outreach and Education Committee and Legislative Sub-committee. Mr. Gardiner explained that a core aspect of Home for All has been to understand how community perspectives about housing affect decisions made by local governments. He explained that Home for All is Burlingame City Council August 21, 2017 Approved Minutes 6 launching a Community Engagement Pilot Program that will work with a few competitively selected local jurisdictions to jointly develop customized community engagement strategies. He stated that staff has been working with Councilmember Keighran and Councilmember Colson to develop Burlingame’s submittal for the Home for All pilot program. Mr. Gardiner explained that the focus of Burlingame’s proposal is the affordable housing proposal at Downtown Parking Lots F and N. He explained that staff wanted to use this project as a launch pad for a larger discussion about affordable housing in Burlingame. Mr. Gardiner stated that Home for All is particularly interested in finding ways of engaging members of the community who may not be familiar with how to participate in the public process. Vice Mayor Brownrigg stated that he wanted to see the City’s community outreach go beyond the project on Lots F and N. He asked that staff’s proposal include discussions with the community on how to boost home- sharing and a briefing on potential new neighborhoods in the General Plan. Councilmember Beach stated that she hoped that the conversation would include a discussion of how transportation interplays with housing, especially concerning transit centers. Councilmember Keighran stated that Home for All would only be picking two cities and that they were looking for cities that had projects in the pipeline. She explained that while the development on Lots F and N was discussed at the Planning Commission, the City needed to conduct more community outreach on the project. Councilmember Colson stated that Home for All is using the pilot program to create a sustainable education model that can be replicated in other cities. Councilmember Keighran stated that she could see the transportation discussion being intertwined with a discussion of Lots F and N. Councilmember Beach stated that she believed this was a fantastic idea and that this would assist the City in educating and engaging residents. Councilmember Colson stated that even if the City doesn’t win the grant, she wanted to see staff continue moving forward with outreach. Mayor Ortiz opened the item up for public comment. ADOPTION OF A RESOLUTION AUTHORIZING AMENDMENT OF THE CITY ATTORNEY’S EMPLOYMENT AGREEMENT TO PROVIDE A SALARY INCREASE HR Director Morrison requested Council adopt Resolution Number 101-2017. HR Director Morrison stated that City Attorney Kathleen Kane began her service with the City of Burlingame on April 1, 2013. On July 3, 2017, the City Council met with City Attorney Kane in closed Burlingame City Council August 21, 2017 Approved Minutes 7 session to review her performance after her fourth year in office. HR Director Morrison explained that in recognition of City Attorney Kane’s positive performance evaluation and existing market rates for comparable positions, the City Council decided to increase her salary from $16,756.46 per month to $18,264.54. She stated that this includes a 3% increase consistent with the salary increase received by the Department Head and Unrepresented Unit, and a one-time 6% equity adjustment based on an analysis of existing market rates for comparable positions. Councilmember Colson stated she was proud to be a councilmember in Burlingame with a diverse, well- educated and credentialed staff. She explained that she wanted to make sure the City properly compensates staff based on their skill and work. Accordingly, she stated she was proud to support the pay adjustment. Vice Mayor Brownrigg echoed Councilmember Colson’s praise. He stated that while it is a significant increase, it was the right choice because of the savings that City Attorney Kane has engineered through avoiding lawsuits, settling lawsuits, and helping the City avoid problems that create expenses. Mayor Ortiz stated that City Attorney Kane’s contributions have been important and that the salary increase is warranted. Mayor Ortiz opened the item up for public comment. No one spoke. Vice Mayor Brownrigg made a motion to adopt Resolution Number 101-2017; seconded by Councilmember Beach. The motion passed unanimously by voice vote, 5-0. 11. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS Council reported on various events and committee meetings they each attended on behalf of the City. 12. FUTURE AGENDA ITEMS No future agenda items were proposed. 13.
