AN ORDINANCE AMENDING THE BURLINGAME MUNICIPAL CODE
TO ESTABLISH THE COMMERCIAL -RESIDENTIAL (C-R) DISTRICT,
TO RECLASSIFY LOTS A TO J, 1, 10 THROUGH 12,
AND THE SOUTHERLY 47 FEET OF LOT 13 OF
BLOCK 1 OF BURLINGAME TERRACE NO. 2 FROM
SECOND COMMERCIAL (C-2) DISTRICT TO
COMMERCIAL -RESIDENTIAL (C-R) DISTRICT,
AND TO ESTABLISH STANDARDS FOR THE EDGEHILL-
CALIFORNIA MIXED USE AREA
The CITY COUNCIL of the CITY OF BURLINGAME does
hereby ORDAIN as follows:
Section 1, Section 23.12.010 of said code and
the zoning maps attached to Ordinance No. 539 are hereby
amended by reclassifying Lots A to J, 1, and 10 through 12
and the southerly 47 feet of Lot 13 of Block 1 of
Burlingame Terrace No. 2 (APN 029-022-060 through 029-022-
018) as said lots are shown on that certain map entitled:
Map No. 2 of Burlingame Terrace, Burlingame
California", filed in the office of the County
Recorder of San Mateo County on January 3, 1911,
in Book 7 of Maps at page 38.
from the Second Commercial (C-2) District to the Commercial
Residential (C-R) District."
Section 2. The text of Section 25.12.010 of said
Code is hereby amended to read as follows:
Establishment of Districts. The City is divided
into the following districts as shown on the zoning maps
attached to Ordinance 539 and the amendments thereto, which
maps, with all notations, references, and other information
thereon, are incorporated herein by reference, and are
declared to be a part hereof,
First residential districts (single-family
dwellings) hereinafter referred to as R-1 districts.
Second residential districts (duplex or two-
family dwellings) hereinafter referred to as R-2 districts.
Third residential districts (multi -family
dwellings) hereinafter referred to as R-3 districts.
Third residential districts (low density multi-
family dwellings) hereinafter referred to as R -3A
districts.
Fourth residential districts (multi -family and
other uses) hereinafter referred to as R-4 districts.
First commercial districts (retail commercial)
hereinafter referred to as C-1 districts.
Second commercial districts (service business)
hereinafter referred to as C-2 districts.
Third commercial districts (professional
business) hereinafter referred to as C-3 districts.
Waterfront commercial districts (waterfront
oriented uses) hereinafter referred to as C-4 districts.
Commercial -Residential districts (mixed
residential -retail commercial) hereinafter referred to as
C-R districts.
First industrial districts (light industrial)
hereinafter referred to as M-1 districts.
Second industrial districts (heavy industrial)
hereinafter referred to as M-2 districts.
Tidal plain districts hereinafter referred to as
T -P districts.
Whenever the term R district or R zone is used
herein, it refers to R-1, R-21 R-3 and R-4 districts.
Whenever the term C district or C zone is used, it refers
to C-11 C-2, C-31 C-4 and C-R districts. Whenever the term
M district or M zone is used, it refers to M-1 and M-2
districts.
Section 3, Chapter 25.42, M-1 District
Regulations, of said code is hereby renumbered Chapter
25.43,
Section 4. Chapter 25.42 is hereby added to said
code to read as follows:
"CHAPTER 25.42
C-R DISTRICT REGULATIONS
25.42.010 - SCOPE OF REGULATIONS.
following regulations shall apply to all C-R districts. It
is the purpose and policy of this chapter to encourage a
mixed residential -commercial land use with pedestrian
oriented retail uses compatible with residential uses in
areas designated as C-R districts.

25.42.020 Permitted Uses. The following uses
shall be allowed in the mixed commercial -residential
district:
1. retail uses which achieve contiguous retail
frontage such as drug, liquor, variety, hardware,
apparel, florists, furniture and draperies;
2, personal services such as barber and beauty
shops, photographic studios, shoe repair;
3. residential.
25.42.030 Prohibited Uses. The following uses
shall be prohibited in the mixed commercial -residential
district:
1. retail food establishments and bakeries;
2. take-out and drive-in services;
3. offices;
4* auto sales
25.42.040 Building Regulations. All commercial
and residential development in the C-R zone shall conform
to Building Regulations of Section 25.36.060.
25.42.050 Development Standards for
Edgehill/California Mixed Use Area. The following are
additional development standards to be applied to the
Edgehill/California Mixed Use Areas. Said area is set
forth in Exhibit "A" attached to Ordinance );/6'1 :
I . Residential uses shall conform to the following
requirements in addition to any others set forth in this
code.
a. the maximum number of residential units per
lot shall be two (2) except where the only
use on the lot is residential, then a maximum
of three (3) dwelling units shall be allowed;
if two or more parcels are combined the
maximum number of residential units shall be
two (2) per original lot plus commercial or
three (3) per original lot if the only use of
the combined lots is residential;
b. the front entrance and vehicular access for
parking shall be from Edgehill Drive;
c. the maximum height of residential uses shall
be thirty (30) feet as measured from top of
curb at Edgehill and on California Drives and
thirty (30) feet from existing grade at the
side setbacks at the midpoint between the
front and rear property lines;
d. residential development built over commercial
use shall be allowed to extend to the side
and rear property lines so long as the
residential use does not cover more than
seventy (70) percent of the lot including

that portion of the residential area over
commercial use, this shall not include
exterior decks open to the sky;
2. Commercial uses shall conform to the following
additional requirements:
a. all commercial uses shall front only on
California Drive with no vehicular access
onto Edgehill Drive;
b. structures or portions of structures housing
commercial uses shall have a maximum depth of
thirty (30) feet from the property line
parallel to California Drive, a maximum
height of thirty (30) feet from top of curb
on California Drive and shall cover no more
than thirty-three (33) percent of the lot or
combined lots;
c. on-site parking shall not be required for
single story comm
ercial development fronting
on California Drive except that second story
commercial uses shall require on-site parking
accessible from California Drive to the
requirements of Chapter 25.70.030."
Section 5. This ordinance shall be published as
required by law.
