HomeMy WebLinkAboutOrd 1413ORDINANCE N0, 1413 ORDINANCE ADOPTING THE UNIFORM FIRE CODE, 1988 EDITION; AND AMENDING, ADDING AND REPEALING VARIOUS SECTIONS OF THE BURLINGAME MUNICIPAL CODE Code. There is adopted by the City of Burlingame for the purpose of prescribing regulations governing conditions hazardous to life and property from fire or explosion, that certain code known as the Uniform Fire Code, 1988 Edition, together with all Appendices thereto save and except such portions as are hereinafter in this chapter deleted, modified or amended." Section 3, Section 17.04.030 is amended to read as follow: "Section 17.04,030 Subsection (c). (d), (e) and (f) added to Section 10.206 Requirements for access easements. Obstruction of Fire Protection Equipment. 1 The CITY COUNCIL OF THE CITY OF BURLINGAME does hereby ORDAIN as follows: Section 1. The following sections of the 3urlingame Municipal Code are hereby repealed: 17.04.050, 17.04.170, and 17.04.190. Section 2, Section 17.04.010 of the Burlingame Municipal Code is hereby amended to read as follows: "17.14.010 Adoption of text of Uniform Fire Code. There is adopted by the City of Burlingame for the purpose of prescribing regulations governing conditions hazardous to life and property from fire or explosion, that certain code known as the Uniform Fire Code, 1988 Edition, together with all Appendices thereto save and except such portions as are hereinafter in this chapter deleted, modified or amended." Section 3, Section 17.04.030 is amended to read as follow: "Section 17.04,030 Subsection (c). (d), (e) and (f) added to Section 10.206 Requirements for access easements. Obstruction of Fire Protection Equipment. 1 Section 10. 206 is amended by adding subsections (c), (d), (e) and (f) to read as follows: '(c) Subsection (d) and (e) shall be applicable to all on-site hydrants. '(d) Where curbs exist, the owner of the land shall paint them red for a distance of fifteen (15) feet in either direction from the hydrant. Where curbs do not exist, there shall be appropriate markings painted on the pavement or signs erected, or both, by the owner, giving notice that parking is prohibited for a distance of fifteen feet from such hydrant. When such areas are so marked or signed, no person shall park or leave standing a vehicle within fifteen feet of any such hydrant. (e) If, in the judgment of the Fire Chief it is necessary to prohibit vehicular parking along private roads in order to keep them clear and unobstructed, he may require the owner of the land to paint the curbs red or install signs or give other appropriate notice to the effect that parking is E prohibited. It shall thereafter be unlawful for such person or persons so ordered to fail to install and maintain in good condition the form of notice so prescribed. When such areas are marked signed as provided herein, no persons shall park or leave standing a vehicle in violation of such marking or sign. (f) All required access easements shall be maintained by the owner in such a manner as to provide clear an unobstructed ingress and egress by department personnel and equipment at all times." Section 4. Section 17,04,050 is amended to read as follows: "17.04.050 Subsections (g) and (h) added to Section 10.301 - Installation of fire hose and hose back. Section 10.301 of the Uniform Fire Code is amended by adding subsections (g) and (h) to read as follows: '(g) Every building four (4) or more stories in height shall be equipped with fifty (50) foot length of two and one-half (2-1/2) inch fire hose and with a hose pack consisting of one hundred (100) feet of one and three-quarter 3 (1-3/4) inch fire hose to which is attached a break apart nozzle, type and manufacturer to be approved by the Fire Prevention Bureau prior to installation and a leader line wye connection. One such length of fire hose and one such hose pack contained in a locked cabinet shall be installed near each standpipe on every other floor, starting with the third (3rd floor, The length of fire hose and the hose pack required herein shall be of such quality, strength, effectiveness and durability as may be determined by the Bureau of Fire Prevention. °(h) Every building four (4) or more stories in height in which elevators are installed shall have at least one elevator available for Fire Department use equipped with an overriding elevator switch, and shall comply with appropriate provisions of Chapter 51 of the Uniform Building Code." Section 5. Section 17.04.065 is amended to read as follows: "17.04.065 Subsection (e) added to Section 10.305 Installation of Fixed Fire Protection System. Section 10.305 is amended by adding subsection (e) to read as follows: '(e) Hydrants and fire department connections are to be located within 5 signal to an approved Central Station, feet of the roadway sidewalk. Section 10.306 is amended by adding subsections (i) to read as follows: (i) All buildings in excess of 5,000 square feet or more than three (3) stories in height shall be protected by an approved automatic sprinkler fire extinguishing system, with the following specific provisions: 1. The shut-off valves and the water flow devices shall be supervised, and their operations shall transmit a 5 2. In all buildings more than three (3) 5 stories in height, shut-off valves and water flow devices shall activate the local fire alarm system. The shut-off valves and water flow devices shall be supervised through an annunciator board at a location approved by the Fire Department. 3. If there is a local fire alarm in the building, the operation of the water flow devices shall activate the local alarm system. 4. Any local fire alarm system shall be designed to be heard by all occupants of the building and shall, when activated, transmit an alarm to an approved Central Station. 5. Area separation walls may be used for area increases as per the Uniform Building Code, but shall not be used to separate buildings or structures in lieu of the automatic sprinkler systems required by this section. 6. These provisions will apply to (a) all new buildings or structures; (b) additions or alterations to existing buildings or structures which exceed D or after additions will exceed 5,000 square feet and where the cost of the addition or alteration is either proposed to exceed fifty thousand dollars ($50,000) or involves the renovation or improvement of over 40% of the square footage of the building within a twelve (12) month period."' Section 7. Section 17.04.080 is amended to read as follows: 1117.04.080 Section 14.104 amended - Fire Alarm Systems. Subsection (b)4, and subsections (f), (g), (h), (i) and (j) are added to Section 14.104 to read as follows: '(b)4 All occupancies over twenty thousand (20,000) square feet or three (3) or more stories in height. '(f) All plans for installation of fire alarm systems shall be submitted to the Fire Prevention Bureau for approval prior to commencing work. Manufacturing specifications or data sheets on all alarm system components shall be provided with plans for permanent record with 7 the Fire Department. (g) All systems installed shall consist of automatic and manually operated devices as required. Such fire alarm systems shall be designed so as all occupants of the building will be warned simultaneously. (h) Fire alarm systems shall be annunciated at a central panel. This panel shall be visible to the Fire Department without making entry into the building; a remote annunciation panel may be used for this. The location of the panel should be approved by the Fire Prevention Bureau. (i) Whenever a local alarm system is installed and maintained in any building to warn occupants in case of emergency, a durable sign of no less (4" X 6")than four inches by six inches shall be installed and maintained above each fire alarm pull station to read as follows: Local Fire Alarm Only After Operating Notify BURLINGAME FIRE DEPARTMENT D 911 (j) In all instances where a fire alarm system is required to be monitored every such system shall require a serial numbered certificate from a nationally recognized listing service.'" Section 8, Section 17.04.150 is amended to read as follows: "17.04.150 Section 79.101 amended - Flammable and Combustible Liquid: Section 79.101, subsection (d) is amended and subsection (e) added to read as follows: (d) "No above -ground storage of Class I and Class II flammable liquids, shall be allowed within districts other than C-4 and M-1. (e) Restricted Location - The storage of flammable or combustible liquid in either above -ground (portable containers) or underground storage tanks is prohibited in zoning districts classified as R (Residential)." Section 9. All sections of this ordinance amending state adopted codes either are editorial, were E previously of findings, or were adopted prior to November 1971, and findings are therefore not required. Section 10. All sections of this ordinance which amend state adopted codes except Section 17.04.070 either are editorial, were previously the subject of findings, or were adopted prior to November 23, 1971, and findings are therefore not required. Section 17.04.070 lowers the square footage requirements for sprinklers from a minimum of 7,500 square feet to 5,000 square feet, and applies the section to both new and certain existing buildings. Based on the experience of the Fire Department it is found that most construction type protections do not maintain the same level of safety as sprinklers, that more intensive concentrations of people are occurring within the commercial areas, and that larger residences are being built on existing lots, thereby makin g a higher level of protection necessary.
