COLEMAN CITY ATTORNEY CITY OF BURLINGAME 501 PRIMROSE ROAD BURUNGAME, CAUF.94010 ORDINANCE N0.1457 ESTABLISHING A SENIOR COMMISSION IN THE CITY OF BURLINGAME AND PROVIDING FOR ITS DUTIES THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES ORDAIN AS FOLLOWS: Section 1. Chapter 3.34, establishing a Senior Commission, is hereby added to the Burlingame Municipal Code to provide as follows: "Chapter 3.34 SENIOR COMMISSION 3.24.010 Organization - Terms of Members - Compensation: There shall be a Senior Commission in the City consisting of seven (7) members, appointed by the Mayor, subject to confirmation by the City Council; the members thereof shall be qualified electors of the City, and their terms of office shall be a period of three years and until their successors are appointed and qualified. The members of the Senior Citizen Coordinating, Council at the time of the adoption of this ordinance shall be appointed as the initial Commission members and shall draw lots so that the term of two members shall be for one year, two members for two years and of three members for three years, all commencing on April 1, 1992. COLEMAN Cl YAWORNEY CITY OF BURLINGAME BOI PRIMROSE ROAD BURLINGAME, CALIF.84010 3.34.020 - Removal of Member from Office - Filling Vacancies: The City Council may remove any appointed member of said commission from office prior to the expiration of his term of office, with or without cause by an affirmative vote of not less than three-fifths of all members of the City Council. Vacancies on the commission shall be filled by appointment by the Mayor, subject to the confirmation of the City Council. 3.34.030 - Meetings - Officers: The commission shall hold regular meetings at least once each month, and may hold such additional meetings as it may deem necessary or expedient. A majority of said commission shall constitute a quorum for the purpose of transacting the business of said commissIon. The commission shall, as soon as practicable, after the time of the annual appointment of a member of the commission, elect a chairman, vice-chairman and a secretary thereof, who shall serve at the pleasure of the commission. 3.34.040 - Record of Proceedings kept by Secretary - Filing: The secretary of the commission shall keep a record of all proceedings, resolutions, findings, determinations and transactions of the commission, which records shall be a public record, and a copy of which record shall be filed with the City Clerk as clerk of the City Council. 3.34.050 - Powers and Duties It shall be the duty of the Senior Commission, subject to the approval of the City Council to: E 1 2 3 4 5 6 7 8 9 10 15 16 17 18 19 20 21 22 23 24 25 26 JERO ME F. GLIB 94010 (a) Act in an advisory capacity to the City Council and the residents of Burlingame on issues and needs of the senior population. (b) Coordinate and strengthen public support for senior citizens and function in an advocacy capacity. (c) Recommend programs and policies where appropriate to meet evaluated needs. (d) Serve as a clearing -center for city senior activities. (e) Provide information and recommendations on senior legislation. Section 2.
