ORDINANCE NO, 1463
ORDINANCE AMENDING 1991 UNIFORM FIRE CODE,
MAKING AMENDMENTS TO SECTIONS THEREOF,
AND REMOVING VARIOUS SUPERSEDED SECTIONS
The CITY COUNCIL of the CITY OF BURLINGAME does hereby ordain as follows:
Section 1. The following chapters and sections of Title 17 of the Burlingame Municipal.
Code are hereby repealed; 17.04.030 and 17.04.150.
Section 2. The following sections of said code are hereby amended or added to read as
follows:
"17.04.010 Adoption of text of Uniform Fire Code.
There is adopted by the city for the purpose of prescribing regulations governing
conditions hazardous to hfe and property from fire or explosion, that certain code lrnown as the
Uniform Fire Code, 1991 Edition, together with all appendices and the State of California
amendments thereto save and except such portions as are in this chapter deleted, modified or
amended.
17.04.020 Section 2.208 added—Plan review and certificates of occupancy.
Section 2.208 is added to read as follows:
Sec. 2.208 (a): All plans submitted to the Building Official for a permit shall be
reviewed by the Fire Chief to determine compliance with the Uniform Fire Code. Upon
his review a written report shall be returned to the Building Official listing deficiencies
or compliance with the Code.
Sec. 2.208 (b): No final inspection by the Building Official as to all or any portion
of a development shall be deemed complete, and no certificate of occupancy or
temporary
certificate of occupancy shall be issued unless and until the installation of the
prescribed fire protection facilities and access ways have been completed an

17.04.050 Subsections (d) and (e) added to Section 10.501—Installation of fire hose
and hose pack.
Section 10.501 of the Uniform Fire Code is amended by adding subsections (d) and (e)
to read as follows:
(d) Every building four (4) or more stories in height shall be equipped with fifty
(50) foot length of two and one-half (2-1/2) inch fire hose and with a hose pack
consisting of one hundred (100) feet of one and three-quarter (1-3/4) inch fire hose to
which is attached a break apart nozzle, type and manufacturer to be approved by the Fire
Prevention Bureau prior to installation and a leader line wye connection. One such length
of fire hose and one such hose pack contained in a locked cabinet shall be installed near
each standpipe on every other floor, starting with the third (3rd) floor. The length of fire
hose and the hose pack required herein shall be of such quality, strength, effectiveness
and durability as may be determined by the Bureau of Fire Prevention.
(e) Every building four (4) or more stories in height in which elevators are installed
shall have at least one elevator available for Fire Department use equipped with an
overriding elevator switch, and shall comply with appropriate provisions of Chapter 51
of the Uniform Building Code.
17.04.065 Section 10.403 amended—Fire hydrants.
Section 10.403 is amended by adding:
Hydrants and fire department connections are to
be located within 5 feet of the
roadway sidewalk. Exact placement shall be determined by the Fire Chief or his
authorized representative.
17.04.070 Subsections (i) and (j) added to Section 10.507—Required Installations of
Automatic Fire Extinguisher Systems.

Section 10.507 is amended by adding subsections (i) and (j) to read as follows:
(i) All new buildings with a total building floor area in excess of five thousand
(5,000) square feet or more than three (3) stories in height shall be protected by an
approved automatic sprinkler fire extinguishing system, with the following provisions:
1. The shut-off valves and the water flow devices shall be supervised, and their
operations shall transmit a signal to an approved central station.
2. In all buildings more than three (3) stories in height, shut-off valves and water
flow devices shall be supervised through an annunciator board at a location approved by
the Fire Department.
3. If there is a local fire alarm in the building, the operation of the water flow
devices shall activate the local alarm system.
4. Any local fire alarm system shall be designed to be heard by all occupants of
the building and shall, when activated, CransmiC an alarm to an approved central station.
5. Area separation walls may be used for area increases as per the Uniform
Building Code, but shall not be used to separate buildings or structures in lieu of the
automatic sprinkler systems required by this section.
(j) All existing buildings with a total building floor area in excess of five thousand
(5,000) square feet or more than
three (3) stories in height shall be retroactively
protected by an approved automatic extinguishing system when costs of additions or
alterations for which a building permit is required will exceed seventy-five thousand
(75,000) dollars or twenty percent (20%) of the building's replacement cost as defined
by the Building Valuation Data published bimonthly in the International Conference of
Building Officials (ICBG) Building Standards magazine publication, whichever is greater,
with the following specific provisions:

operations OUR transmit a signal to an approved central station.
2. In all buildings more than three (3) stories in height, shut-off valves and water
flow devices shall be supervised through an annunciator board at a location approved by
the Fire Department.
3. If there is a local fire alarm in the building, the operation of the water flow
devices shall activate the local alarm system.
4. Any local fire alarm system shall be designed to be heard by all occupants of
the building and shall, when activated; transmit an alarm to an approved central station.
5. Area separation walls may be used for area increases as per the Uniform
Building Code and may be used to divide a portion of the building that is not involved
with a remodel or renovation for purposes of this section.
6. In the event that a building is partially retrofitted with an approved
automatic sprinkler fire extinguishing system pursuant to this section, the building
shall complete the fire extinguishing system retrofit throughout the unprotected
building interior areas within six(6) years from completing the initial partial
retrofit.
7. The cost of alterations used in calculating the replacement cost valve formula
shall not be cumulative with regard to individual alterations in a building unless either
of the following two circumstances apply:
A) Where more than one (1) alteration for which building permits are
required are made within a two (2) year period and said alterations are made to
the premises of the same occupant. In such circumstances, the sum of these
alterations construction costs during this two (2) year period shall be aggregated
for the purpose of calculating the replacement cost valve formula.
B) Where more than one (1) alteration for which building permits have been

issued has have not yet received final Building Department approval. In such
circumstances, the sum of these issued but not yet finalized building alterations'
construction costs shall be aggregated for the purpose of calculation the
replacement cost value formula.
EXCEPTIONS:
1. The cost of additions and alterations used in calculating the replacement
cost value formula shall be exclusive of the cost to design and install an automatic
fire sprinkler extinguishing system pursuant to this section; building roof
repair/replacement; building heating and/or cooling unit repair/replacement; and
any other federal, state and local construction code upgrade requirements
including but not limited to the American Disability Act architectural barrier
removal requirements, Title 24 handicap compliance requirements, seismic
retrofit requirements, asbestos and other hazardous material abatement, etc.
2. The following formula shall be used to determine the maximum square
footage that would be exempt from this requirement. (Separation is defined as the
distance from the exterior wall of a building to the property line for yards and
from exterior wall of building to center line of a publi
c way.)
a. SEPARATION ON TWO SIDES. Where the separation is more than
twenty (20) feet in width along and adjoining two sides of the building, total
building floor area square footage shall be increased to ten thousand (10,000)
square feet.
b. SEPARATION ON THREE SIDES. Where the separation is more than
twenty (20) feet in width along and adjoining three sides of the building, total
building floor area square footage shall be increased to twenty thousan
square feet.

c. SEPARATION ON ALL SIDES. Where the separation is more than
twenty (20) feet in width along and adjoining all sides of the building, total
building floor area square footage shall be increased to thirty thousand (30,000)
square feet.
17.04.080 Section 14.104 amended—Fire alarm systems.
SubsecCion (b)4, (c)7, a�1d subsections (f), (g), (h), (i) and (j) are added to Section 14.104
to read as follows:
(b)4 All occupancies over twenty thousa��d (20,000) square feet or three (3) or
more stories in height.
(c)7 All B-2 occupancies over twenty thousand (20,000) square feet or three (3) or
more stories in height.
(t) All plans for installation of fire alarm systems shall be submitted to the Fire
Prevention Bureau for approval prior to commencing work. Manufacturing specifications
or data sheets on all alarm system components shall be provided with plans for
perman
ent record with the Fire Department.
(g) All systems installed shall consist of automatic and manually operated devices
as required. Such fire alarm systems shall be designed so as all occupants of the building
will
be warned simultaneously.
(h) Fire alarm systems shall be annunciated at a central panel. This panel shall be
visible to the Fire Department without
making entry into the building; a remote
annunciation panel may be used for this. The location of the panel should be approved
by the Fire Prevention Bureau.
(i) Whenever a local alarm system is installed and maintained in any building to
warn occupan
ts in case of emergency, a durable sign of no less than four inches by six

inches (4" x 6") shall be installed and maintained above each fire alarm pull station to
read as follows:

(j) In all instances where a fire alarm system is required to be monitored every such
system shall require a serial numbered certificate from a nationally recognized listing
service.
17.04.110 Section 47.106 amended—Watchmen during fumigation.
Section 47.106 of the Uniform Fire Code is amended to read as follows:
Section 47.106. Watchmen during Fumigation. During the period fumigation is in
process, except when fumigation is conducted in a gas-tight vault or tank, a capable, alert
watchman or watchmen shall remain on duty at the entrance or entrances to the building,
ship or enclosed space fumigated until after the fumigation is completed and until the
premises are properly ventilated and again safe for human occupancy. Sufficient
watchmen shall be provided to prevent any person from entering the building, ship or
enclosed space under fumigation without being observed.
17.04.180 Subsection (n) added to Section 79.1203—Parking and garaging.
Section 79.1203 of the Uniform Fire Code is amended by adding subsection (n) to read
as follows:
(n) Flammable liquids shall not be discharged from any tank vehicle while it is
parked on a public street without a permit from the Bureau of Fire Prevention. At no
time shall a tank vehicle enter a building in order to discharge flammable liquids.

Section 80.107 is amended by adding the following:
Two NFPA 704 Diamonds shall be placed on buildings so that they are clearly
visible from at least two directions of travel. The signs shall measure at least 15 inches
by 15 inches. The signs shall not be placed on windows. When NFPA Diamonds are
required for interior doors, the signs shall be applied to the doors at a level no higher
than the door knob. The signs for interior doors shall measure at least 6 inches by 6
inches. The Chief may require fewer or more NFPA 704 Diamonds if the building
configuration or size makes it reasonably necessary."
Section 3. This ordinance shall be published as required by law.

Pursuant to Government Code Section 36933(c)(1) the following
is a summary of proposed Ordinance No. 1463
Adopts 1991 Uniform Fire Code, makes amendments to sections
thereof, and removes various superseded and outdated provisions
from the Burlingame Municipal Code related thereto; modifies
current requirements for sprinkler installation in existing
buildings; requires N.F.P.A. identification signs.
Said ordinance was introduced on June 1, 1992; a public
hearing thereon will be held June 15, 1992, at 7:30 p.m. at the
City Council Chambers, Burlingame City Hall, 501 Primrose Road,
Burlingame, California.
A copy of said proposed ordinance is available in the City
Clerk's office, 501 Primrose Road, Burlingame, California.
