ORDINANCE NO. 1473
ORDINANCE REVISING SEWER LATERAL
TEST REQUIREMENTS AND PROCEDURES
The CITY COUNCIL of the CITY OF BURLINGAME does hereby ordain as follows:
Section 1. Section 15.12.110 of the Burlingame Municipal Code is hereby amended to
read as follows:
"15.12.110 Correction upon sale.
Whenever any property is to be transferred to or vested in any other person or entity
and said property includes any buildings or structures constructed more than twenty-five (25)
years prior to the date of transfer or vesting, the sewer lateral(s) to said property shall be
tested for infiltration and all necessary repairs or replacements performed to prevent all
infiltration. The city engineer shall establish or approve testing procedures. All repair or
replacement work shall be completed and approved by the city prior to transfer of title.
Exceptions: This section shall not apply:
(a) To condominium or cooperative apartment buildings;
(b) For five years after acceptance of a test if partial or no repairs of the lateral were
required, or if alterations were made to the location of or connections to the lateral;
(c) For twenty-five years after acceptan
ce of work if replacement of the complete sewer
lateral was performed;
(d) In lieu of complete sewer lateral replacement as required by the building department
on total reconstruction; or
(e) If the city engineer determines testing or repairs have been performed prior to
adoption of this ordinance to city standards or otherwise determines testing is unnecessary
.
For purposes of this ordinance, a sewer lateral shall. be deemed piping an

ing at a clean out, wye, or manhole acceptable to the city engineer. Any modification to the
sewer lateral shall be inspected under the requirements of the Uniform Plumbing Code and/or
established city procedures."
Section 2. This ordinance shall be published as
I, Judith A. Malfatti, City Clerk of the City of Burlingame, do hereby certify that the
foregoing ordinance was introduced at a regular meeting of the City Council held on the
21st day of September 1992, and was adopted thereafter at a regular
meeting of the City Council held on the 5th day of October 19921
by the following vote:
