CREATING POSITION OF DIRECTOR OF PARKS AND RECREATION
AND ESTABLISHING PARK AND RECREATION SUPERINTENDENTS
AS UNCLASSIFiEDDEMPLOYEES
The CIiY COUNCIL of the CITY GF BURLINGAME does
hereby ordain as fo?lows:
Sectiori_1_ Chapter 3.I7 of the Burlingame Municipal Code is hereby
amended to read as follows:
''DIRECTOR OF PARKS AND RECREATION
3.17.010
Duties.
The
director
of parks and recreation shall
be responsible
for the
development
and maintenance
of parks and landscaped areas, Che trimming
and care

and
the operation of a comprehensive municipal
recreation
program.

required toir;eec the community's recreation ane community services needs; conduct
activities, events and programs that employ the leisure time of the citizens in
a wholesome and constructive manner;
(e) prepare the annual department budget for review by the city manager
and assigned city commissions and for approval by the city council, The director
shall administer the annual budget as directed by the city manager and finance
director;
f) assign department employees to provide staff services to the parks and
recreation co;nmission, beautification commission, and senior commission so as to
aid and advise Lhem in the performance of their duties; provide staff services to
any other commissions, boards or committees as assigned by the city council or
city manager,
(g) Perform such other duties and functions as may be from time to time
fixed and prescribed by the city manager.
3.].7.020 Other code references
All references in this code to either park director or recreation director
shall, be understood to refer to the parks and recreation director or his or her
designee ur4 11 changed by further amendment to the code,
Section 2 Chapter 3.18 of said code is hereby repealed.
Section 3. Section 3.52,010 (a) of said code is hereby amended to
read as follows:
°(a) Unclassif]ed Service. The unclassified service shall include the

department,
where applicable;

Part-time or volunteer firemen and other fire department employees paid
on an hourly
or per diem basis;

Special police officers and other police department employees paid on
an hourly
or per diem basis;
(13)
Ce,sua1 or seasonal employees "in any office or department of the city.
For the purpose
of this chapter, casual or seasonal employees shall have
synonymous
meaning and shall be treated alike. Such casual or seasonal employment
shal i not
continue for a period longer than six months, and no person shall be
eligible to
serve as a casual or seasonai employee for more than an aggregate
period of
six months in any one fiscal year;
(14)
Part-time employees in any office or department of the city. A
"part-time
employee" is an employee appointed to a position which requires service
of four hours
a dal' or less;
(15)
Hourly or per diem employees in any office or department of the city.
An hourly

Section 4. This ordinance shall be published as required by law.

COMBINING PARK AND RECREATION DIRECTOR POSITIONS
Pursuant to Government Code Section 36933(c)(1) the
following is a summary of proposed Ordinance No. 1546
Combines positions and duties of Park Director and
Recreation Director and makes appropriate conforming amendments.
Said ordinance was introduced on JUNE 3 1996; a
public hearing thereon will be held JULY 1 , 1996, at 7:00
p.m. at the City Council Chambers, Burlingame City Hall, 501
Primrose Road, Burlingame, California.
A copy of said proposed ordinance is available in the City
Clerk's office, 501 Primrose Road, Burlingame, California.
