The City Council of the City of Burlingame does ordain as
SECTION la Chapter 3.21 is hereby added to Title 3,
OFFICERS, BOARDS, COMi?ISSIONS AND PERSONNEL, of the Municipal CodE
of the City of Burlingame which shall read and provide as follows:

Section 3.21.010 DEPARTMENT ESTABLISHED.
The Department of Planning is hereby created and estab-

The office of the City Planner of the City of Burlingame
is hereby created and established.
ection 3.21.030 APPOINTMENT AND REMOVAL,
The City Planner shall be appointed, and may be removed,
by the City Manager with the approval of. the City Council.
Section 3.21.040 POWERS AND DUTIES.
The City Planner shall be head of the Department of Plan -
nines and shall be responsible for all phases of planning and zoning.
The City Planner shall advise and consult with the public on

(a) Enforce the provisions of Title 25 (Zoning) of this
Code;
(b) Establish, with the approval of the City Council anc

Title 25;
(d) Perform necessary research and planning studies and
prepare reports for the Planning Commission. and the City
Council.

inspections of
buildings, structures,

use of land as
are necessary
to determine compliance
with
the terms of
Title 25;
(g) Receive, review and transmit to the Planning Com-
mission all applications for variances, amendments and
special permits, and other matters on which the Commissi
is authorized to act under the provisions of this Code;
(h) Review all applications for building permits and
business licenses to determine whether a proposed
building or structure, or use, or business is in compli-
ance with Title 25a No building permit or business lice
shall be issued until the City Planner shall have approv
such applications by his written approval on such applic
tions;
(i) Initiate review of the provisions of Title 25 and
report to the Planning Commission proposed amendments,
supplements, changes or repeal of the whole or any por-
tion of Title 25;
(j) Guide and coordinate the physical development and rE
development of the city consistent with approved policiee
and the adopted General Plan; seek to conserve the value:
of property throughout the city and to protect the
character and stability of residential, commercial and
manufacturing areas, and to promote the orderly and
beneficial development of such areas and to improve the
quality of life for all people in the city of Burlingame;
(k) Maintain the General Plan as an active policy guide
by the preparation of additional elements and periodi-
cally review and report on possible changes or amendment:
to the General Plan;
(1)
Prepare
a capital
improvement program
to implement
City
Council
policies
and the General Plan;
and
(m) Perform other professional services necessary to
carry out the provisions of the state Planning and
Zoning Law (California Government Code, Title 7 [Planni
Chapter 3 [Local Planning] and Chapter 4 [Zoning Regu-
lations]) as the same may be amended from time to time<
