AN ORDINANCE DING CHALaTER 3.15 TO TITLE 3
"OFFICERS® BOARDS, COMMISSIONS AND PERSONNEL"
OF THE BURLINGAME MUNICIPAL CODE ESTABLISHING
THE OFFICE OF DIRECTOR OF FINANCE AND DEFINING
THE DUTIES AND RESPONSIBILITIES OF THAT OFFICE®
The City Council of the City of Burlingame does ordain as
follows;
Section 1. Chapter 3.13, is hereby added to Title 3,
OFFICERS, BOARDS, COMMISSIONS AND PERSONNEL, of the Municipal
Code of the City of Burlingame which shall read and provide as
followso
"Chapter 3.13
DIRECTOR OF FINANCE
3.13.010 Office Established. The office of Director of
Finance of the City of Burlingame is hereby created and established.
3.13.020 Appointment. The Director of Finance shall lac
appointed by the City Manager with the approval of the City Council.
3.13®Q3O Duties of the Director o£ Finance. The Director of
Finance, subject to the direction and supervision of the City
Manager, shall promote, secure and preserve the financial and
property interests of the City, and shall have the following
powers and duties®
(a) He shall have the charge of the administration of
ling the financial condition of the City and shall prepare and
present to the City Manager and City Council all financial state
ments and reports required of him by the City Council or the City
Manager.

He shall
be the accounting
officer of the City,
shall
maintain
a general
accounting system
and records readily
reflector
ling the financial condition of the City and shall prepare and
present to the City Manager and City Council all financial state

He
shall be
responsible for the preparation of all
vouchers
for
payment,
and the preparation for the register of
demands, along with the preparation and handling of the City pay®
roll,
(d) He shall audit and approve before payment all bills,
invoices, payrolls, demands or charges against the City, and,
with the advice of the City Attorney when necessary, shall deter_
mine the regularity, legality and correctness of all claims,
demands or charges.
(e) He shall receive from the various officers and department',
heads of the City the annual budget requests, and shall, in

(f) Fie shall enforce the lioensing and business tax provis®
(h} He shall serve in any appa%nted office or position
within the City Government to which he may be qualified, when
duly appointed thereto by the City Manager, and shall hold and
perform the duties thereof at the pleasure of the appointing
agent and without further compensation except as expressly proIIIIR
video by the appointing agent at the time of such appointment or
thereafter.
(i) He shall perform such other duties and exercise such
other powers as are necessarily incident. to the above
duties and
powers, or as may be assigned or delegated to him from time to
time by the City Manager.
