E M E R G E N C Y
The City Council of the City of Burlingame does ordain
as follows:
Section 1: §17.04.210 0£ the Municipal Code is
amended to read and provide as follows:
"14.4 Amendment of §14.4a -
and Supervised
Automatic
Sprinklers
Requirï¿œu.
a large floor area impose
limitations
upon the
Prevention
Code is
amended to
read
and provide as
follows:
of life and of
property
is required.
'14.4 Approved and Supervised Automatic Sprinklers
Required. Approved and supervised automatic
spring systems shall be installed in:
a. All buildings four or more stories
F
n height.
b. All buildings of a floor area in
excess of 20,000 square feet.
Section 2: Urgency. It is hereby declared that this
ordinance is an ordinance for the imm
ediate preservation of the
public peace, safety, health and welfare, and is an emergency
measure as provided by law and shall take effect upon its final
passage.
The facts
constituting such emergency are as follows:
Buildings in excess o£
four stories in height
and buildings of
a large floor area impose
limitations
upon the
ability of the
City's fire department
in combatting
fires and
in other emergen-
cies where protection
of life and of
property
is required.
- 1 -
As additional buildings are constructed, Lite exposure to fire and
other emergencies is increased. There is reason to believe that
applications for building permits for new buildings within the
limitations of this ordinance will continue to be received. The
present personnel of the Fire Department may prove to be inade-
quate to provide the necessary protection to higher and larger
buildings. An increase in personnel of the department will not
necessarily provide a commensurate increase in safety protection,
because such buildings present new and different problems, pecul-
iar to themselves, which cannot be met in their entirety by an
increase in fire protection personnel or by the acquisition of
new and different pieces of fire fighting equipment. Owners and
developers of larger buildings should be required to install
approved, supervised sprinkler systems for the protection of per-
sons and property within the buildings which they construct, as
an additional protection, and as an adjunct to the fire -fighting
services of the city.
Section 3: Publication. This ordinance shall be
published as required by law.
