EXHIBIT A
FINDINGS
Resolution No. 2-63 adopted by the Planning Com-
mission on May 27, 1963, expressed the policy on Waterfront
development "a11 present and future land and area develop-
ment lying easterly of the Bayshore Freeway shall be used
for recreation, municipal purposes and industrial uses".
Resolution No. 2-6� recommended to the City Coun-
cil that the area known as "Reclamation District No. 2097"
and also known as "Lands of Keyston" which was at that time
unclassified, be classified Light Industrial (M-1) District.
Resolution IVo. 2-69 recommended adoption of an
ordinance providing for a waterfront commercial district to
make zoning regulations along the Burlingame Shoreline com-
patible with BCDC regulations and Oxdinance 903 was adopted
November 3, 1969 to establish Waterfront Commercial districts
(waterfront oriented uses} referred to as C-4 districts.
Anza Pacific Corporation properties surrounding
the area now proposed for reclassification were reclassified -
from M-1 to C-4 by Ordinance 915, adopted April 20,.1970.
_ - Industry and Office Use: surrounded by Waterfront
Commercial type land uses are shown on the City of Burlin-
game General Plan adopted by the City Council October 20,
1969.
The Boundary Agreement between Anza Pacific Cor-
poration and the State Lands Commission will affect the title
and use of the area proposed for reclassification.
Terms of the Boundary Agreement provide that the
State will grant 66 year lease -permits to Anza Pacific and ,
require parcels be used for purposes. of commerce, naviga-
tion and fisheries and that Anza Pacific construct and
maintain a 12 -acre lagoon to increase the open space with-
in the subject area.
There is only one improved property within the
boundary of the new district and it generally will conform
with the regulations of the new district.
The Planning Conunission finds that the regulations '
of the Waterfront Commercial zone -are particu]_arly appli-
cable to the lands shown on the attached exhibit and that
these lands should be reclassified to be in this zone.
