The rules, regulations and standards printed in four volumes and published by International Confer- ence of Building Officials under the title Uniform Building Code, 1970 Edition, Volume I, including the appendix thereto: Uniform Mechanical Code, 1970 Edition, Volume II; Uniform Building Code - Housing volume III; and the Uniform Building Code, 1970 Standards, hereinafter collectively called "Building Code", are adopted as and for the rules, regulations and standards within this city as to all matters therein contained, except as hereinafter provided. The mandatory requirements to the Appendix to the Building Code shall be enforceable to the same extent as if contained in the body of the Building Code. Uniform Building Code Standard No. 38-1-70 is deleted and in its place the National Fire Protec- tion Association Standard for the Installation of Sprinkler, NFPA No. 130 1968 Edition, is adopted by reference." Section 2. 18.08.non of the Burlingame Municipal Code is ed to read as Follows: '118.080 090 Section 303 (b) amended - Plan checking fees. Section 303(b) of the Building Code is amended to read: (b) Plan -checking Fees. When the valuation of the proposed construction exceeds one thousand dollars and a plan is required to be submitted by sub -section (c) of Section 301, a plan -checking fee must be paid to the Building Official at the time of submitting plans and specifications for checking. Said plan -checking fee shall be equal to one-half of the building permit fee as set forth in Table No. 3-A. 11 Section 3. ..18.08.440 of the Burlingame Municipal Code is repealed and it is re-enacted as 18.08.160 of the Burlingame icipal Code to read: °'18.08.160 Table 5-A amended - Wall and opening protection, DESCRIPTION OF OCCUPANCY H Hotels, apartment houses, dormitories, lodging houses, convents, monasteries (each accommodating more than 10 persons) Fire Fire one Resistance of Openings in Exterior Walls Exterior Walls 1 2 hr, less than 20 ft 1 hr, elsewhere 2 1 hour Not permitted less than 3 ft. Section 4. 18.08.185 is added to the Burlingame Muni - ;;pal Code to read: "18.08,185 Section 1304 Amended - Exits. The last two paragraphs of Section 1304 of the Building Code are deleted and the following provi- sion is substituted for the deleted paragraphs: Every sleeping room in Group H occupancies shall have at least one openable window or exterior door to permit emergency exit or rescue. Where windows are provided they shall have a sill height of not more than thirty-six (36") inches above the floor and shall provide not less than five square feet (5 sq. ft.) of openable area with no dimension less than twenty-four (24") inches." Section 5, 18,08,190 is added to the Burlingame Municipa to read: "18.08.190 Section 1404 Amended - Exits, The last paragraph o£ Section 1404 of the Building Code is deleted and the following provision is substituted for the deleted paragraph: Every sleeping room in Group I occupancies sha have at least one openable window or exterior door permit emergency exit or rescue. Where windows are provided they shall have a sill height of not more than thirty-six (3611) inches above the floor and 3 shall provide not less than five square feet (5 sq. ft.) of openable area with no dimension less than twenty-four (24") inches." Section 6. 18.08.200 of the Burlingame Municipal Code is amended to read as follows: "18.08.200 Section 1503 amended - Exterior walls of Group J occupancies. Section 1503 of the building code is amended by adding the following: Exception. Exterior walls of any structure of any Group "J" occupancy in a residential zone, the area of which structure is less than three hundred square feet, and the use of which is not for garage or living quarters purposes, and which structure is located in the rear thirty percent of the lot, may be of any type of construction allowed by this code for exterior walls. Proper means for roof drainage shall be installed." Section 7. 18.08.210 of the Burlingame Municipal Code is amended to read as follows: '1 18.08.210 Section 1602 amended - Exceptions in Fire Zone. Section 1602 of the Building Code is amended by adding to Exceptions the following: First floor walls whose main entrance fronts on a street having a width of at least fifty feet may have combustible frame work as approval for one-hour construction provided the structural frame is protected as required by this code. This paragraph only applies to Group F and G occupancies." Section 8. 18.08.240 of the Burlingame Municipal Code is amended to read as follows: 18.08.240 Section 1701 amended - Exterior metal coverhgs. Section 1701 of the Building Code is amended by adding the following paragraph: The use of metal sheets or plates for the external covering of roofs or walls is prohibited anything in this code notwithstanding, with following exception. 1. Metal or metallic shingles as roof coverings and prefabricated prefinished modular siding or panels approved and acceptable to the Fire Chief 0 and the Building Official for specific installation. 2. Gasoline service stations as provided in Section 2101 of this Code. 3. Architectural approval for all such instal- lation is to be obtained from the Planning Commis- sion." Section 9. 18.08.245 of the Burlingame Municipal Code is to reads 18.08.245 Section 2203(b) Amended - Openings in walls. Section 2203 (b) of the Building Code is amended to read: (b) Openinas in walls. All openings in exterior walls shall conform to the requirements specified in Section 504. In Fire Zone No. 2 all openings not on a street front and which are within 10 feet of an adjacent property line shall be pro- tected by a fire assembly having a three-fourths hour fire protection rating. Exception. This shall not apply to Group H occupancies which are required by amended Table No. 5-A to be protected when the distance is five feet or less. For shaft enclosures, see Section 1706." Section 10. 18.08.260 of the Burlingame Municipal Code is amended to reads "18.08.260 Section 2518(f)9 Amended - Bridging in stud partitions or walls. Section 2518(f)9 of the Building Code is amended to reads Bridging. All stud partitions or walls over seven feet in height shall have bridging not less than two inches in thickness and of the same width as the stud, fitted snugly and spiked into the studs at mid -height of stud or other means for giving equal lateral support to the studs. Bridging may serve as fire stopping as required in Section 2517 (f) . As an alternate for fire stopping, approved batts for building insulation may be used in walls on any single floor. Such insulation is to complete fill the space between studs. Section 11. 18.08.265 of the Burlingame Municipal Code i hereby repealed. F Section 12. 18.08,267 of the Burlingame Municipal Code is amended to read: "18.08.267 Section 2517 (a) Amended - Exterior wall coverings. Section 2517 (g) of the Building Code is by adding the following: All exterior wall coverings, except masonry veneer, shall lap foundation by one inch and come not closer than three inches to ground level, or closer than two inches to concrete slabs, porches steps," Section 13. 18.08.270 and 18.08.280 0£ the Burlingame icipal Code is hereby repealed, Section 14. 18,08,290 of the Burlingame Municipal Code hereby repealed. Section 15, 18,08.300 of the Burlingame Municipal Code is to read: "18.08,300 Section 2517 (c) of the Building Code is amended by adding the following paragraph, 8. Floors, Interior floors shall have fifteen pound felt membrane between all wood and concrete. Exterior floors shall have a hot mop membrane," Section 16. 18.08.310 of the Burlingame Municipal Code is to read: "18.08,310 Section 2806 Amended - Ra Section 2806 of the Building Code is amended by adding sub -sections (f), (g) and (h): (f) Rat -proofing, Every building or portion thereof shall be made rat -proof in accordance with the specifications as set forth in Farmer's Bulletin No. 1638 of the United States Department of Agricul- ture, which is hereby adopted by reference, said bulletin being published in pamphlet form in 1930, and three copies thereof being on file in the Office o£ the City Clerk, (g) Drainage on Sloping Lots. On hillside or sloping lots where the exterior grade is higher than the rat -proof grade, drainage must be provided to the satisfaction of the Building Official, In lieu of such drainage, some means of preventing water fror C� collecting under the house may be provided, if authorized by the Building Official and subject to his approval. (h) Footings and Foundations. Footings and foundations, unless specifically provided, shall be continuous reinforced concrete of 2500 PSI minimum, and shall conform to Chapter 26 as to design and to revised Table 29(a) as to mini- mum sizes. Foundations on filled ground may be supported on concrete piles or columns with the foundation wall designed as a beam. Piers or pads for interior support may be supported on pads of a minimum size of eight inches into grade twenty-four by twenty-four inches and increased in size according to imposed loads and local soil condition. Sill plates shall be of construction heart redwood two inches by six inches minimum and shall be anchored to foundation with one-half by ten inch bolts not over six feet on center nor more than eighteen inches from corners. Founda- tion walls supporting wood shall extend at least six inches above grade at all points. Exceptionse Where a slab floor construe is used, the foundation and slab may be poured monolithically with the following minimum requ ments: Perimeter footings shall extend eight inch below grade and contain at least two one-half in continuous bars of reinforcing steel and have a base of at least twelve inches in width for one story and sixteen inches in width for two story structures, and extend at least six inches above finish grade. All slab floors within liveable area shall be planed on well -drained base materi and a waterproof membrane which must be approved by the Building Official and shall have a lap of at least six inches when sections are used. Section 17. 18.08.320 of the Burlingame Municipal Code is hereby repealed. Section 18. 18.08.359 is added to the Burlingame Code to read: "18.08.359 Section 3201 Amended - Roof overlays. The following paragraphs are added to Sec- tion 3201 of the Building Code: No more than one overlay shall be applied wood or asphalt shingles without the approval of the Building Official. Exceptions: With permission of Building Official those buildings with rafters 2 x 4 at twenty-four inch centers with 6 and 12 pitch or greater and 2 x 4 perlins at eight foot centers may have one additional overlay. All valleys shall be replaced or covered with asphalt shingles, laced or open, Built -Up Roofs: All built-up roofs with rock shall be removed before applying new roof. Broken boards and dry rot shall be removed and replaced with new material. Knotholes shall be tin covered. No overlays sYiall be allowed except if built -u roofs meet the requirements of Section 2517(i) and Tables 25-P and 25-4 of the Uniform Building Code; then overlays will be allowed subject to the approa al of the Building Official. The owner assumes guarantee against leakage." Section 19. 18,08,360 of the Burlingame Municipal Code is amended to read: "18.08.360 Section 3207 Amended - Roo£ drainage, Section 3207 (e) of the Building Code is to read: (e) The water from the roof of any building and from any paved area which would £low by gravity over a public sidewalk shall be carried by means of conductors under the sidewalk and through the curb into the gutter. (£) No storm waters or underground waters draining from any lot, building, or paved areas shall be allowed to drain to adjacent properties nor shall these waters be connected to the city's sani- tary sewer system. These waters shall all drain to either artificial or natural storm drainage facili- ties by gravity or pumping regardless of the slope of the property," Section 20. 18.08.370 of the Burlingame Municipal Code hereby repealed. Section 21� 18,08.380 of the Burlingame Municipal Code amended to read: "18.08,380 �uishina s `a - Fire extin- Section 3802 of the Building Code is amended by adding a fourth paragraph to subsection (b)1, to read: Whenever, in such story, basement or cellar of f:3 a building, partitions are built or installed so that a single room area over fifteen hundred square ' feet is created which is not accessible directly from the openings in the exterior walls, any such area shall be protected with an approved fire extin- guishing system." Section 22. 18.08.382 of the Burlingame Municipal Code is amended to reads "18,08:382 Section 3803. in four story buildinas. Section 3803 (b) is amended to read: 1. Every building four or more stories in height where the area of any floor above the third floor is ten thousand square feet or less shall be equipped with not less than one standpipe and an additional standpipe shall be installed for each additional ten thousand square feet or fraction thereof. 2. Every building four stories or more in height shall be equipped with one dry standpipe within each stairway in which no dry standpipe is required to be installed pursuant to the provision of subparagraph 1 above." Section 23. 18.08.383 of the Burlingame Municipal Code s amended to read: "18,08.383 Section -3806 Amended - Buildings under construction. Section 3806 of the Building Code is amended to read: In every building requiring a dry standpipe by that code, and while in the process of construction,', there shall be installed either a temporary or perm- anent standpipe system. The standpipe system shall be installed before the building has reached the fourth (4th) floor. 1. Adequate fire department connections shall be provided. 2. At each floor level there shall be provided at least one approved fire department outlet. 3. Standpipes floor and securely shall be capped at carried up the top. with each Top hose out- lets should, at all times, be floor below the highest forms, bustibles, not more staging than one and like comp E 4. At the highest outlet there shall be main- tained a substantial box, preferably metal, in whicl is kept a sufficient amount of hose to reach all parts of the floor, and a nozzle with a one and one• eighth (1-1/8") inch tip. 5, Temporary standpipes shall remain in service until the permanent standpipe installation is complete. 6. vdhere fire department connections are not readily visible from the street, a sign shall be posted in a conspicuous place directing fire depar ment to the connection. Section 24, 18,08,385 of the Burlingame Municipal Code is amended to read: "18.08.36 Section 3804 _ Wet standpipes, Section 3804 of the Building Code is amended read: Every Group A and B Occupancy o£ any height, and in every Group C Occupancy two or more stories in height, and every Group D. E, F, G and H Occup pancy three or more stories in height and every Group E and F Occupancy over twenty thousand square (20,000 sq. ft,) feet in area shall be equipped witf one or more interior wet standpipes extending from the cellar or basement into the topmost story, pro- vided that Group B buildings having no stage and having a seating capacity of less than 500 need not be equipped with interior standpipes," Section 25. 18,08,392 of the Burlingame Municipal Code added to read: "18,08.392 Section 4203.4 Added - Interior walls and partitions. When interior finish is to be wood paneling of three --eighths (3/8") inch thickness or less, it shall be applied over one-half (1/2") inch sheetrock backing and meet the standards as set forth in Tables 42�A and 42-B." Section 26, 18,08.397 is added to the Burlingame Muni® Code to read: "18.08,397 Section 4706(f) Added Stucco backing, 10 Section 4203,4 of the Building Code is amended by adding the following: When interior finish is to be wood paneling of three --eighths (3/8") inch thickness or less, it shall be applied over one-half (1/2") inch sheetrock backing and meet the standards as set forth in Tables 42�A and 42-B." Section 26, 18,08.397 is added to the Burlingame Muni® Code to read: "18.08,397 Section 4706(f) Added Stucco backing, 10 Subparagraph (f) is added to Section 4706 of the Building Code to read: (f) Stucco. Stucco shall be applied with sheathing or similar backing. In all cases, except in back -plastered con- struction, an approved waterproof paper or asphalt saturated felt weighing not less than fourteen pounds per one hundred square feet or any substan- tial waterproof paper which successfully passes a sixty pound Mullen test shall be applied weather® board fashion directly over the sheathing. Hori® zontal joints shall be lapped not less than two (2" inches and vertical joints not less than six (6") inches. An approved paper -backed wire fabric with fire blocking may be used as an alternate if applied directly over studding, Section 27. 18.08.450 of the Burlingame Municipal Code hereby repealed. Section 28. 18.08.540 of the Burlingame Municipal Code is hereby repealed. Section 29. 18,08,550 of the Burlingame Municipal Code is hereby repealed. Section 30, Findings. The City Council of the City of Burlingame expressly finds and determines that all of the changes or modifications made in Sections 1 through 29 of this ordinance are needed as reasonably necessary because of local conditions. City Council further finds and determines that each, every and 11 of said changes or modifications were and are provisions of ipal Code of the City of Burlingame enacted on or before the £fective date of California Health and Safety Code, 17958,7, The ity Council of the City of Burlingame further finds and suant to California Government Code, 500220 2 that each of the s adopted by reference by this ordinance are expressly required permitted to be adopted as a condition of compliance with Cali- '.'.fornia Health and Safety Code 17922 and that each of said codes may 11 be adopted by reference without complying with the procedures and requirements of California Government Code, Title 5, Division 1, Part 1, Chapter 1, Article 2. Section 31. Seyerability< If any section, subsection, clause, phrase, or portion of this ordinance is for any reason he to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validi of the remaining portions of this ordinance. The City Council of the City of Burlingame hereby declares that it would have adopted this ordinance and each section, subsection, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more sections, subsections, clauses, phrases, or portions may declared invalid or unconstitutional.
