HomeMy WebLinkAboutOrd 15931 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 ORDINANCE NO. j.533 ORDINANCE OF THE CITY OF BURLINGAME SPECIFYING THAT CANDIDATES FOR APPOINTMENT TO CITY BOARDS AND COMMISSIONS MUST BE REGISTERED VOTERS OF THE CITY WHEN APPLYING FOR APPOINTMENT AND CLARIFYING THAT MEMBERS OF CITY BOARDS AND COMMISSIONS ARE APPOINTED BY THE CITY COUNCIL The CITY COUNCIL of the CITY OF BURLINGAME does hereby ordain as follows: Section 1. The City has usually required that persons serving on boards and commissions in the City must be registered voters in the City; however, it has not been clear that those persons must also be registered voters at the time that they seek appointment to the board or commission. This ordinance is intended to clarify this as to the boards and commissions provided in the Municipal Code. The current code indicates that the mayor nominates candidates to boards and commissions for council approval. However, the City has used an open application process that seeks applicants from whom the Council appoints the members of the boards and commissions. This ordinance is intended to confirm that process. Section 2. Section 3.22.010 [Traffic, Safety and Parking Commission] is amended to read as follows: 3.22.Ala Organization —Terms of members —Compensation. There shall be a commission of traffic, safety and parking in the city consisting of seven members, appointed by the council. Their term of office shall be for a peri od of three years and until their successors are appointed and qualified. At the time of their application for the commission and throughout their terms as commissioners, they shall be registered, qualified electors of the city. Section 3.28.010 [Beautification Commission] is amended to read as follows: 3.28.010 Organization — Terms of members — Compensation. There shall be a beautification commission in the city consisting of seven members, appointed by the council; their terms of office shall be forape o of three years and until their successors are appointed and qualified. At the time of their application for the commission and throughout their terms as commissioners, they shall be registered, qualified electors of the city. The members shall serve without compensation, but all necessary expenses shall be paid by appropriate council action. Section 4. Section 3.32.010 [Parks and Recreation Commission] is amended to read as follows: 3.32.010 Organization —Terms of members —Compensation. There shall be a parks and recreation commission in the city consisting of seven members, appointed by the council; their terms of office shall be for a period of three years and until their successors are appointed and qualified. At the time of their application for the commission and throughout their terms as commissioners, they shall be registered, qualified electors of the city. The members shall serve without compensation, but all necessary expenses shall be paid by appropriate council action. Section 5. Section 3.34.010 [Senior Commission] is amended to read as follows: 3.34.010 Organization —Terms of members —Compensation. There shall be a senior commission in the city consisting of seven (7) members, appointed by the council; their terms of office shall be a period of three years and until their successors are appointed and qualified. At the time of their application for the commission and throughout their terms as commissioners, they shall be registered, qualified electors of the city. Section 3.40.010 [Planning Commission] is amended to read as follows: 3.40.010 Organization — Terms of members — Compensation. There is a planning commission of the city of Burlingame, consisting of seven members appointed by the council. They shall hold office for a term of four years, or until their respective successors have been appointed and qualified. At the time oftheir application for the commission and throughout their terms as commissioners, they shall be registered; qualified electors of the city. The members shall serve without compensation, but all necessary expenses incurred by them while acting in their official capacity shall be paid by appropriate action of the council. Section 7. Section 3.48.010 [Civil Service Commission] is amended to read as follows: � 3.48.010 Organization —Terms of members —Compensation. The civil service commission shall consist of seven members, appointed by the council. They shall hold office for a period of three years and until his successors are appointed and qualified. At the time of their application for the commission and throughout their terms as commissioners, they shall be registered, qualified electors of the city. The members shall serve without compensation, but all necessary expenses incurred by them when acting in their official capacity shall be paid by appropriate action of the city council. Section 8. This ordinance shall be published in accordance (30) days after the date of its adoption. and shall take effect thirty I, Judith A.
