ORDINANCE OF THE CITY OF BURLINGAME
ADOPTING A CREDIT REBATE FOR WATER SERVICE CUSTOMERS
PURCHASING AND INSTALLING
CERTAIN WATER CONSERVING FIXTURES AND APPLIANCES
The CITY COUNCIL of the CITY OF BURLINGAME does hereby ordain as follows:
Section 1. Ongoing water supply concerns require the City to manage its water resources
and facilities well. The City's Urban Water Management Plan sets forth sixteen better
management practices that will advance those water conservation goals. Two of the practices
identified are rebate programs for ultra low flush toilet installation and high efficiency washing
machine usage. This ordinance is intended to provide a credit against water bills for such rebate
programs.
Section 2. For purposes of this ordinance, the following terms are defined as follows:
(a) "High efficiency washing machine" means a washing machine meeting the criteria
� established by the Consortium for Energy Efficiency for resource efficiency and a savings of
twenty (20) gallons or more per load of wash.
(b) "Ultra low flush toilet" mean
s a toilet meeting the criteria established by the California
� Urban Water Conservation Council for an ultra low flush toilet an
d a flush rate of 1.6 gallons per
flush or less.
Section 3. Asingle-family or multifamily residential customer may apply for a fifty dollar
credit against the customer's water billing for purchase and installation of an
ultra flow
flush toilet in a dwelling unit. No more than one credit shall be allowed to any single dwelling
unit, regardless of ownership, control, or number of toilets installed or purchased. Both purchase
and installation must have occurred on or after July 1, 2000. No credit shall be given for any
toilet installed in connection with new building construction, additions, or remodeling work,
unless the work consisted of remodeling or addition of a bathroom only, nor shall replacement of
one ultra low flush toilet with another ultra low flush toilet qualify for any credit. The finance
director or the director's designee will administer the program and adopt procedures for applying
for and receiving the credit, and the director's decision with regard to any credit shall be final.

Section 4. A single-family or multifamily residential customer may apply for a seventy-
five dollar ($75.00) credit against the customer's water billing for purchase and installation of a
high efficiency washing machine in a dwelling unit. No more than one credit shall be allowed to
any single dwelling unit, regardless of ownership, control, or number of washing machines
installed or purchased. Both purchase and installation must have occurred on or after July 1,
2000. Replacement of one high efficiency washing machine with another high efficiency washing
machine shall not qualify for any credit. The finance director or the director's designee will
administer the program and adopt procedures for applying for the credit, and the director's
decision with regard to any credit shall be final.
Section 5. This ordinance shalt be published as required by law.
