ORDINANCE OF THE CITY OF BURLINGAME
TRANSFERRING THE RESPONSIBILITIES OF THE SENIOR COMMISSION TO
THE PARKS & RECREATION COMMISSION AND PROVIDING ADDITIONAL
MEMBERS TO THE PARKS & RECREATION COMMISSION
The CITY COUNCIL of the CITY OF BURLINGAME does hereby ordain as follows:
Section 1. The Senior Commission and its members have served the City well in
bringing issues and concerns to the attention of the City Council, staff, and community. However,
because so many of the issues with which the Senior Commission has dealt are focused on
recreation facilities, the Parks & Recreation Commission often has the oversight and review role
for implementing programs and addressing needs. In addition, County and State agencies have
become more active in meeting seniors' concerns. Therefore, in order to be more effective, the
Senior Commission should be disestablished and two new members added to the Parks &
Recreation Commission to represent senior concerns. This ordinance will also expressly provide
for youth advisory representatives. In order to test model, this ordinance will be reviewed in six
months to see if this revision is working well.
Section 2. Chapter 3.34 is repealed.
Section 3. Section 3.32.010 is amended to read as follows:
3.32.010 Organization — Terms of members — Compensation.
There shall be a parks an
d recreation commission in the city consisting of nine (9)
members, appointed by the council; their terms of office shall be for a period of three (3) years and
until their successors are appointed and qualified. At the time of their application for the
commission and throughout their terms as commissioners, they shall be registered, qualified
electors of the city. At least two (2) members shall be appointed with the purpose of representing
the interests of senior citizens in the community. In addition to the nine (9) voting members, the
city council will appoint two (2) non-voting members to the commission to represent the interests

of youth in the community. The members shall serve without compensation, but all necessary
expenses shall be paid by appropriate council action.
Section 4. Section 3. 32.030 is amended to read as follows:
3.32.030 Meetings —Officers.
The commission shall hold regular meetings at least once each month when there is
business to conduct and a quorum present, in the recreation center or such other place in the city
as the commission may designate, and may hold such additional meetings as it may deem necessary
or expedient. A majority of the voting members of the commission shall constitute a quorum for
the purpose of transacting the business of the commission. The commission shall, as soon as
practicable, after the time of the annual appointment of a member to the commission, elect chair,
Ace -chair, and a secretary, who shall serve at the pleasure of the commission.
Section 5. Anew subsection (k) is added to Section 3.32.050 as follows:
(k) Consider the issues and needs of the senior population of the city in recommending
programs, policies, and facilities..
Section 6. This ordinance shall be published as required by law.
