HomeMy WebLinkAboutOrd 1674I ORDINANCE No. 1674 2 ORDINANCE OF THE CITY OF BURLINGAME FIXING PARKING METER RATES ON 3 BURLINGAME AVENUE BUSINESS DISTRICT STREETS 4 5 The CITY COUNCIL of the CITY OF BURLINGAME does hereby ordain as follows: 6 Section 1. The City Council has established parking zones with parking meters in certain 7 areas of the Burlingame Avenue Business District in order to encourage turnover of parking spaces 8 while ensuring convenient access to visitors and customers of the District. This ordinance is 9 intended to revise the metering program to encourage employees to park in City parking lots, to 10 place a higher value on more convenient parking, and to better meet the parking needs within the 11 District. It is also intended to clarify and affirm parking meter and time zones. 12 13 Section 2. Section 13.40.0 10 is amended to read as follows: 14 13.40.010 Parking meter zones. 15 The streets hereinafter described are defined and established as parking meter zones. The 16 parking of vehicles along such portions of these streets, and at such times as may be designated by 17 the city council, shall be controlled, regulated, and inspected with the aid of parking meters: 18 (1) Bellevue Avenue, south side, from Primrose Road to Almer Road; 19 (2) Broadway from El Camino Real to California Drive; 20 (3) Burlingame Avenue from El Camino Avenue to California Drive; 21 (4) California Drive, west side, from Broadway to Carmelita Avenue and Bellevue Avenue 22 to Howard Avenue; and east side from North Lane to 270 feet south of Howard Avenue; 23 (5) Capuchin Avenue from Lincoln Avenue to Carmelita Avenue; 24 (6) Carolan Avenue from South Lane to North Lane; 25 (7) Chapin Avenue, from Primrose Road to El Camino Real. 26 (8) Chula Vista Avenue from Broadway to Carmelita Avenue; 27 (9) Donnelly Avenue from Primrose Road to Lorton Avenue; 28 (10) East Lane from Burlingame Avenue to North Lane; I (11) Highland Avenue from Howard Avenue to California Drive and one parking space on 2 the southwest corner of Highland at Howard; 3 (12) Howard Avenue from El Camino Real to Highland Avenue; 4 (13) Laguna Avenue from Lincoln Avenue to Carrnelita Avenue; 5 (14) Lorton Avenue from Bellevue Avenue to Howard Avenue, and the east side of Lorton 6 Avenue from Howard Avenue to Bayswater Avenue; 7 (15) North Lane from Carolan Avenue to East Lane; 8 (16) Paloma Avenue from Lincoln Avenue to Carmelita Avenue; 9 (17) Park Road; from Burlingame Avenue to Howard Avenue, and the west side of Park 10 Road from Howard Avenue to Bayswater Avenue; 11 (18) Primrose Road from Bellevue Avenue to Howard Avenue, and the east side of 12 Primrose Road from Howard Avenue to Bayswater Avenue; and 13 (19) South Lane from Carolan Avenue/East Lane to California Drive. 14 15 Section 3. The following parking meter rates are hereby established in the City: 16 24 -minute Parking Limit 17 Broadway from El Camino Real to Rollins Road: 18 10 cents for each 12 minutes 19 Burlingame Avenue from Ll Camino Real to California Drive: 20 30 cents for 24 minutes 21 On the following streets: Bellevue Avenue, south side, from Primrose Road to Almer Road; 22 California Drive, from Bellevue Avenue to Bayswater Avenue; Carolan Avenue, from South Lane to North Lane; 23 Chapin Avenue, from Primrose Road to El Camino Real; Donnelly Avenue from Primrose Road to Lorton Avenue; 24 Highland Avenue from California Drive to Bayswater Avenue; Howard Avenue from El Camino Real to Highland Avenue; 25 Lorton Avenue from Bellevue Avenue to Bayswater Avenue; North Lane from East Lane to Carolan Avenue; 26 Park Road, from Burlingame Avenue to Bayswater Avenue; Primrose Road from Bellevue Avenue to Bayswater Avenue; and 27 South Lane from Carolan Avenue to California Drive: 28 15 cents for 24 minutes I All other areas: 2 5 cents for each 12 minutes 3 1-Hour Parking Limit 4 Broadway: 5 25 cents for one hour 6 Burlingame Avenue: 7 50 cents for one hour 8 All other areas: 9 5 cents for each 30 minutes 10 2-Hour Parking ,Limit 11 On the following streets: 12 Bellevue Avenue, south side, from Primrose Road to Almer Road; California Drive, from Bellevue Avenue to Bayswater Avenue; 13 Carolan Avenue, from South Lane to North Lane; Chapin Avenue, from Primrose Road to El Camino Real; 14 Donnelly Avenue from Primrose Road to Lorton Avenue; Highland Avenue from California Drive to Bayswater Avenue; 15 Howard Avenue from El Camino Real to Highland Avenue; Lorton Avenue from Bellevue Avenue to Bayswater Avenue; 16 North Lane from East Lane to Carolan Avenue; Park Road, from Burlingame Avenue to Bayswater Avenue; 17 Primrose Road from Bellevue Avenue to Bayswater Avenue; and South Lane from Carolan Avenue to California Drive: 18 75 cents for two hours 19 All other areas: 20 5 cents for each 24 minutes 21 22 10-Hour Parking Limit 23 On the following streets: California Drive, from Howard Avenue to Bellevue Avenue; 24 Carolan Avenue, from South Lane to North Lane; Chapin Avenue, from Primrose Road to El Camino Real; 25 Donnelly Avenue from Primrose Road to Lorton Avenue; Highland Avenue from Howard Avenue to California Drive; 26 Howard Avenue from El Camino Real to Highland Avenue; Lorton Avenue from Bellevue Avenue to Howard Avenue; 27 North Lane from East Lane to Carolan Avenue; Park Road, from Burlingame Avenue to Howard Avenue; 28 Primrose Road from Bellevue Avenue to Howard Avenue; and South Lane from Carolan Avenue to California Drive: 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22� 23 24 25 26' 27,', 28 $2.00 for ten hours On the following streets: Bellevue Avenue, south side, from Primrose Avenue to Almer Road; California Drive from Bayswater Avenue to Howard Avenue; Highland Avenue from Bayswater Avenue to Howard Avenue; Lorton Avenue, from Bayswater Avenue to Howard Avenue; Park Road from Bayswater Avenue to Howard Avenue; and Primrose Road from Bayswater Avenue to Howard Avenue: $1.25 for 10 hours All other areas: 25 cents fox each 2-1/2 hours Section 4. Section 13.36.030 is amended to read as follows: 13.36.030 One-hour parking. Except where prohibited or otherwise designated for shorter term time periods, it is unlawful for any person to park a vehicle for a period longer than one hour between the hours of eight a.m. and six p.m. on any day, excepting Sundays and holidays, upon any part of the following - streets or portions of streets: (1) Broadway fr om El Camino Real to California Drive; (2) Burlingame Avenue, fr om California Drive to El Camino Real; (3) California Drive, west side, fr om Douglas to Bellevue Avenue and from Carmelita Avenue to Broadway; (4) Carolan Avenue, east side, from CadIllac Way to Broadway; and (5) Ingold Road, north side, 48 feet west fr om the curb return of Rollins Road to 128 feet west from that same curb return. Section 5. Section 13.36.040 is amended to read as follows: 13.36.040 Two-hour parking. Section 13.36.043 is amended to read as follows: 13.36.043 Ten-hour parking. Except where prohibited or otherwise designated for shorter term time periods, it is unlawful for the driver of any vehicle to park such vehicle, unless elsewhere in this title otherwise provided, for a longer period than ten hours on any day, excepting Sundays and holidays, upon any part of the following streets or portions of streets: (1) Bellevue Avenue, south side, from Primrose Road to Almer Road; (2) Carolan Avenue from North Lane to South Lane; (3) Chapin Avenue, north side, from El Camino Real to 500 feet west of Primrose Road; south side, from El Camino Real to 470 feet west of Primrose Road; (4) Donnelly Avenue, south side, from 210 feet east of Primrose Road to 434 feet east of Primrose Road; (5) East Lane from North Lane to Burlingame Avenue; (6) Howard Avenue, from El Camino Real to Primrose Road; (7) Lorton Avenue, east side, from 120 feet south of Howard Avemic to Bayswater Avenue; (8) North Lane from Carolan Avenue to East Lane; (9) Park Road, west side, fr om Howard Avenue to Bayswater Avenue; and (10) Primrose Road, east side, from 100 south of Howard Avenue to Bayswater Avenue; Section 7. Subsection 13.36.065(a) is amended to read as follows: (a) No person shall park or leave standing a vehicle having a manufacturer's gross vehicle weight rating of 10,000 pounds or more that is a commercial vehicle, a tow truck, or a dump truck either: (1) On a street in a residential district or upon any private property in a residential anytime; district at or (2) In city parking lot "F" or "H"between the hours of six p.m. and eight a.m. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Section 8.
