HomeMy WebLinkAboutOrd 17859 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ORDINANCE NO. 1785 ORDINANCE Or THE CITY OE BURLINGAME AMENDING CHAPTER 15.08 ESTABLISHING WASTEWATER COLLECTION RATES AND CHARGES The CITY COUNCIL of the CITY OF BURLINGAME does hereby ordain as follows: Section 1. Notice of proposed revisions to the sewer rates and of the public hearing on the proposed rates was mailed to each ratepayer in the City and duly published in a newspaper of general circulation in the City. The City Council, after public hearing and due study and deliberation, has determined that the price of sewer service to customers must be increased to balance increased costs and improvements and to fund necessary reconstruction. In the construction and maintenance of the City sewer system, the City general fund has contributed significant amounts of money to build, maintain, and operate the system. Section 2. Section 15.08.070 of the Burlingame Municipal Code is hereby amended to read as follows: 15.08.070 Sewer rental—Service charges. (a) Every person whose premises in the city are served by a connection with the system of sewerage of the city, whereby the sewerage or industrial wastes, or either or both, are disposed by the city, shall pay a bimonthly sewer charge based upon the quantity of metered water per bimonthly billing period as set forth in the following rate schedules, whether such water is derived from a source other than city water supply or all or part of such water is furnished to the premises without charge. The director of public works shall determine the classification of uses not specifically listed. The finance director shall have the discretion and authority to establish a different sewer charge when circumstances such as water leaks or unseasonable or atypical water usage cause established rates to result in inequitably low or high sewer charges; any such determination shall be reviewed by the city manager upon request from the customer. The finance director may request documentation evidencing the existence of a leak or any other 5/15/2006 2 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 problem that may have resulted in an inequitable charge. Classification Amount (1) Single-family/duplex Effective for all billings on or after July 1, 2006: (2) Multi -family residential 5/I5/2006 $6.90 per thousand gallons of average water consumption for the billing periods January through April of the years 2004, 2005, and 2006. Any user with an average water consumption of less than a thousand gallons per month shall pay $13.80 as the bimonthly sewer charge. Effective for all billings on or after July 1, 2007: $7.55 per thousand gallons of average water consumption for the billing periods January through April of the years 2005, 2006, and 2007. Any user with an average water consumption of less than a thousand gallons per month shall pay $15.11 as the bimonthly sewer charge. Effective for all billings on or after July 1, 2008: $8.27 per thousan d gallons of average water consumption for the billing periods January through April of the years 2006, 2007, and 2008. Any user with an average water consumption of less than a thousand gallons per month shall pay $16.54 as the bimonthly sewer charge. Effective for all billings on or after July 1, 2006: $6.45 per thousand gallons of water consumption fox the current billing period. Effective for all billings on or after July 1, 2007: $7.06 per thousan d gallons of water consumption for the current billing period. Effective for all billings on or after July 1, 2008: $22.00 per thousand gallons of water consumption for the current billing period. Effective for all billings on or after July 1, 2006: $12.37 per thousand gallons of water consumption for the current billing period. Effective for all billings on or after July 1, 2007: $13.54 per thousan d gallons of water consumption for the current billmg period. Effective for all billings on or after July 1, 2008: $14.83 per thousan d. gallons of water consumption for the current billing period. Effective for all billings on or after July 1, 2006: $7.62 per thousand gallons of water consumption for the current billing period. Effective for all billings on or after July 1, 2007: $8.34 per thousand gallons of water consumption for the current billmg period. Effective for all billings on or after July 1, 2008: $9.13 per thousand gallons of water consumption for the current billmg period. Effective for all billings on or after July 1, 2008: $3.24 per thousand gallons of water consumption for the current billing period Section 3. Section 15.08.072 is amended to read as follows: 15.08.072 New customers in single-family or duplex classification.. (a) When new customer service is provided to premises classified as single-family or duplex under section 15.08.070, the customer will be charged at a bimonthly rate based on the number of residents reported to occupy the premises as follows: Number of Rate effective for billing residents on or after July 1, 2006 1 $26.82 2 $33.35 3 $40.82 4 $48.29 5 $55.13 6 $57.10 7 $62.10 8 $72.31 9 or more $84.77 Rate effective for billing Rate effective for billing on or after July 1, 2007 on or after July 1, 2008 $29.36 $32.15 $36.52 $40.00 $44.70 $48.95 $52.88 $57.90 $60.37 $66.11 $62.53 $68.47 $68.00 $74.45 $79.18 $86.71 $92.83 $101.65 (b) This per capita rate will be used until the customer has had service through a consecutive January, February, March, and April, and on July 1 following that consecutive period, the sewer rate for the customer will be adjusted to the applicable rate specified in section 15.08.070(a)(1) above according to the water usage for those months. The City Council finds that the rates adopted by this ordinance are not discriminatory or excessive and are intended to provide sufficient revenue to operate the sewer enterprise pursuant to the Government Code, Section 5.
